California Public Utilities Commission
Golden State Water Company (“GSWC”) is filing this Tier 1 advice letter with the California
Public Utilities Commission’s (“Commission”) Water Division to provide a detailed summary of
the Emergency Customer Protections offered to its customers that were affected by the
COVID-19 pandemic. GSWC is providing a summary of the last twelve months of the
Emergency Customer Protections offered to affected customers and which are continuing,
including the outreach efforts GSWC conducted, the customer impacts, and the associated
costs. This advice letter is being filed pursuant to Ordering Paragraph Nos. 11 and 12 in
Commission Decision No. (“D.”) 19-07-015.
BACKGROUND
On July 11, 2019, the Commission issued D. 19-07-015, in Rulemaking 18-013-011. Specifically,
Ordering Paragraph No. 11 in D. 19-07-015 states,
11. All Class-A Water utilities (California Water Service Company, California American
Water Company, Golden State Water Company, Great Oaks Water Company, Liberty
Utilities Apple Valley Ranchos Water, and Park Water), San Jose Water Company,
San Gabriel Valley Water Company, and Suburban Water Systems as well as all
Class-B utilities (Fruitridge Vista Water Company, Bakman Water Company, Del Oro
Water Company, East Pasadena Water Company, Santa Catalina Island Water (a
division of Southern California Edison Company), and Alco Water Service).), shall file
a Tier 1 Advice Letter at the default, 12-month conclusion of customer protection
period (running from the date that customer protections related to the specific disaster
became effective), or as reasonably determined by the Governor’s Office of Emergency
Services, detailing the mandated protections offered to the customer affected by the
disaster, the start and end periods customers received the emergency customer
protections, the outreach efforts conducted, the customer impacts, and the associated
cost.
DISCUSSION
On March 4, 2020, Governor Newsom declared a State of Emergency in California related to
COVID-19. March 4, 2021 is the 12-month anniversary of the declared State of Emergency.
On March 17, 2020, the Commission’s Executive Director issued a letter to all Class A and B
water utilities indicating that the Commission expected “the utilities and service providers
subject to D.19-07-015 and D.19-08-025 to extend the same applicable customer protections

directed in D.19-07-015 and D.19-08-025 to customers in response to the declared state of
emergency due to the spread of COVID-19.” The same letter also stated:
We also expect the utilities and service providers to report to the CPUC on all customer
protection measures they implement in response to COVID-19 as soon as they are
implemented, so that the CPUC may publicly report on these measures. These customer
protections should be retroactively applied to March 4, 2020.
On March 19, 2020, GSWC filed Advice Letter No. 1814-W in compliance with D.19-07-015
and the Executive Director’s March 17, 2020 letter. In Advice Letter No. 1814-W, GSWC
confirmed its implementation of the Emergency Disaster Relief Protections and that such
protections would be retroactively applied to March 4, 2020. Advice Letter No. 1814-W was
approved on April 3, 2020 with an effective date of March 4, 2020.
In Advice Letter No. 1814-W, GSWC detailed other actions it is taking in response to the
declared State of Emergency, including:
1. Activation of its Catastrophic Event Memorandum Account (CEMA);
2. Customer Service representatives would work with customers who contact GSWC
and advise that, due to COVID-19, they are having difficulty paying their bills;
3. Full compliance with the Water Shutoff Protection Act, which provides customers
with additional notice prior to service disconnections due to nonpayment, as well as
payment options should customers be unable to pay their bills on time;
4. Confirmed to the Commission that no customers have been disconnected for
nonpayment;
5. Closure of its Walk-In Customer Service Center for the safety and health of its
employees and customers; and
6. Other day-to-day measures taken to protect the health and safety of GSWC’s
employees, such as no non-essential business travel, the promotion of telecommuting,
no participating in large meeting or public events, etc.
On April 2, 2020, Governor Newsom issued Executive Order N-42-20 instituting a “shutoff
moratorium” – a prohibition against discontinuing service for nonpayment – during the
COVID-19 State of Emergency. GSWC has fully complied with this Executive Order and no
GSWC customer has had water service disconnected for nonpayment during the State of
Emergency.
The Commission issued Resolution M-4842 (“Res. M-4842”) on April 17, 2020, which
directed utilities to implement Emergency Customer Protections to Support California
Customers During the COVID-19 Pandemic. In response thereto, GSWC filed Advice Letter
No. 1817-W (“AL 1817-W”) on May 1, 2020 showing compliance with Res. M-4842. In AL
1817-W, GSWC notified the Commission that it would implement the first five of the seven

Emergency Customer Protections actions for water customers listed in Res. M-4842. GSWC
noted in AL 1817-W that Items 6 and 7 of the Emergency Customer Protections listed in Res.
M-4842 were not applicable to the COVD-19 pandemic and would not be implemented. AL
1817 –W was approved on May 12, 2020, with an effective date of May 1, 2020.
On February 12, 2021, the Commission issued Resolution M-4849 (“Res. M-4849”), which
authorized and directed utilities to extend the Emergency Customer Protections to support
customers through June 30, 2021, and to file Transition Plans for the expiration of Emergency
Customer Protections by April 1, 2021.
Res. M-4849 required investor-owned Class A and B water utilities to file a Tier 1 advice
letter within 10 days of the issuance of the Resolution demonstrating compliance with the
Extension of Emergency Customer Protections to June 30, 2021. On February 22, 2021,
GSWC filed Advice Letter No. 1844-W confirming its extension of its Emergency Customer
Protections to June 30, 2021.
Res. M-4849 also required the Class A and B water utilities to submit draft advice letters
containing their respective Transition Plan to CPUC staff by February 25, 2021. The
Transition Plans address the following elements:
1. Activities Timeline;
2. Marketing, Education, and Outreach Strategy;
3. Compliance and Safety; and
4. Progress Tracking and Reporting.
On February 25, 2021, GSWC submitted its draft Transition Plan Advice Letter as directed.
GSWC’s Transition Plan included information about each of the four elements listed above.
SUMMARY MANDATED PROTECTIONS FOR LAST TWELVE MONTHS
-Start and End Date of Emergency Customer Protections.
All Emergency Customer Protections described above started on March 4, 2020, and all will
remain in place for GSWC’s customers through, at least, June 30, 2021. The Emergency
Customer Protections could be extended beyond June 30, 2021, at the discretion of the
Commission.
-Outreach Efforts, Customer Impacts, and Associated Costs.
Throughout the declared State of Emergency, GSWC has provided information to customers
through its website, social media, periodic mailings and emails, bill inserts news releases
and its customer service representatives. Included in these outreach efforts has been
information about customer protections, customer support options, bill payment options
and additional resources available to customers. Targeted communications have shared bill

payment options and encouragement to customers to address past-due bills in full or in part
during the pandemic emergency period so that customers are not faced with large past-due
balances at the end of the emergency period.
Starting on March 4, 2020 to current, GSWC has been reporting to the Commission’s Water
Division, on a monthly basis, the various impacts of the pandemic, such as number of
customers seeking bill assistance, new customers added to the low income program, number
of customers making partial payments and customer arrearages.
Costs associated with GSWC’s outreach efforts have totaled approximately $30,000, to date.
GSWC does not have either a marketing or outreach budget for these activities. GSWC
intends to record all costs associated with customer outreach in its COVID-19 CEMA.
-Compliance with Ordering Paragraph No. 12 of D.19-07-015
Collaboration and Information Sharing.
Ordering Paragraph No. 12 of D.19-07-015 states,
12 All Class-A Water utilities (California Water Service Company, California American
Water Company, Golden State Water Company, Great Oaks Water Company, Liberty
Utilities (Apple Valley Ranchos Water, and Park Water), San Jose Water Company, San
Gabriel Valley Water Company, and Suburban Water Systems as well as all Class-B
Water utilities (Fruitridge Vista Water Company, Bakman Water Company, Del Oro
Water Company, East Pasadena Water Company, Santa Catalina Island Water (a division
of Southern California Edison Company), and Alco Water Service).) shall file a Tier 1
Advice Letter twelve months from a qualifying event, documenting the collaborative
engagement they had with the Governor’s Office of Emergency Services and the California
Department of Forestry and Fire Protection demonstrating information sharing that aided
these entities in carrying out their mission.
While the Emergency Customer Protections adopted in D.19-07-015 were primarily geared
towards wildfire disasters, GSWC interprets the language of Ordering Paragraph No. 12, in
the context of the COVID-19 State of Emergency, to require reporting on GSWC’s
collaboration with State and local emergency services and the information-sharing that has
taken place during the COVID-19 Pandemic State of Emergency.
From the beginning of the declared COVID-19 State of Emergency, GSWC has participated
with local, regional and state organizations in a collaborative effort to share information on
public health requirements, utility impacts and response. These organizations include the
Water Response Agency of Orange County (WEROC), California Water/Wastewater
Response Network (CALWarn), the California Utilities Emergency Association (CUEA) and
the California Resiliency Alliance (CRA). At the beginning of the pandemic information

sharing occurred on a daily to weekly basis, and now they occur less frequently.
In addition, through the California Water Association, GSWC is kept informed of State
government activities on an ongoing basis and GSWC has stayed abreast and informed of all
local and State Public Health Departments requirements and notices, including compliance
with all workplace and worker safety protocols, such as, required postings of workplace
safety rules and social distancing.
COMPLIANCE
GSWC hereby submits this Tier 1 advice letter to the Commission in compliance with
Ordering Paragraph Nos. 11 and 12 in D.19-07-015.
Note: The Emergency Customer Protections were effective and implemented on March 4,
2020, therefore, March 4, 2021 is the 12-month anniversary date.
CUSTOMER NOTICE
Pursuant to Water Industry Rule No. 3.2 in the Commission’s General Order 96-B, this
advice letter does not require a customer notice nor a customer notice verification.
RESPONSE OR PROTEST
Anyone may submit a response or protest for this Advice Letter (AL). When submitting a
response or protest, please include the utility name and advice letter number in the
subject line.
A response supports the filing and may contain information that proves useful to the
Commission in evaluating the advice letter. A protest objects to the AL in whole or in part
and must set forth the specific grounds on which it is based. These grounds are:
1. The utility did not properly serve or give notice of the AL;
2. The relief requested in the AL would violate statute or Commission order, or is not
authorized by statute or Commission order on which the utility relies;
3. The analysis, calculations, or data in the AL contain material error or omissions;
4. The relief requested in the AL is pending before the Commission in a formal
proceeding; or
5. The relief requested in the AL requires consideration in a formal hearing, or is
otherwise inappropriate for the AL process; or
6. The relief requested in the AL is unjust, unreasonable, or discriminatory, provided
that such a protest may not be made where it would require re-litigating a prior order
of the Commission.
A protest may not rely on policy objections to an AL where the relief requested in the AL
follows rules or directions established by statute or Commission order applicable to the

utility. A protest shall provide citations or proofs where available to allow staff to properly
consider the protest.

of the date the AL is filed. When submitting a response or protest, please include the utility

Cities and counties that need Board of Supervisors or Board of Commissioners approval to
protest should inform Water Division, within the 20-day protest period, so that a late filed
protest can be entertained. The informing document should include an estimate of the date
the proposed protest might be voted on.
REPLIES
The utility shall reply to each protest and may reply to any response. Any reply must be
received by Water Division within five business days after the end of the protest period, and
shall be served on the same day on each person who filed the protest or response to the AL.
Cities and counties that need Board of Supervisors or Board of Commissioners approval to
protest should inform the Water Division, within the 20-day protest period, so that a late
filed protest can be entertained. The informing document should include an estimate of the

The actions requested in this advice letter are not now the subject of any formal filings with the
California Public Utilities Commission, including a formal complaint, nor action in any court of
law.
