CALL TO ORDER Mr. Norris called the meeting to order at 4:03 P.M. He asked for self-introductions after welcoming the new members to the committee. Mr. Norris opened the nomination and election of Chairperson and Vice-Chairperson based on the Robert’ Rules of Order. Committee Member Gendreau was nominated and voted unanimously as Chairperson. Chairperson Gendreau opened the nomination for Vice-Chair. Committee Member Christin was nominated and voted unanimously as Vice-Chair. II. CONSENT CALENDAR Vice-Chair Christin made a motion to approve the Minutes of the November 19, 2020 meeting with a correction to state on record that Committee Member Christin’s objection to the motion to New Business, Item No. 1, to re-submit for approval of the City Council a modified petition for preferential parking district, with the exclusion of the two properties 10824 and 10831 at the north end of Newville Avenue, was based upon the altering of the original petition to get the 75% necessary to pass. The motion was seconded by Committee Member Pemberton. The Minutes were approved as corrected with 3 in favor and 5 abstain due to not being present at the Nov. 19, 2020 meeting. III. OLD BUSINESS None. IV. NEW BUSINESS 1. Presentation by Fehr and Peers on the City’s Active Transportation Plan Mr. Norris introduced Mr. Miguel Nunez of Fehr and Peers. Mr. Nunez gave a presentation on the City’s Active Transportation Plan. The presentation highlights existing conditions and proposed improvements. Discussion followed. MINUTES OF THE PUBLIC WORKS COMMITTEE January 21, 2021 Page 2 Vice-Chair Christin made a motion to receive and file City’s Active Transportation Plan presentation by Fehr & Peers. The motion was seconded by Committee Member Squire. The motion was approved unanimously. V. PUBLIC COMMUNICATIONS E-mail received from Ruben Salazar with various comments and suggestions: 1. Wall between Barlin and Century Blvd. – cars going way too fast/ a lot of condo traffic driving down Barlin Ave. and parking in permit required areas. 2. Stop sign Prichard St. and Blodgett – cars going in excess of 50 MPH. 3. Paint one side curb red on Prichard St. before getting to Castana Ave. – too narrow for two cars to go through. 5. Golden Park – a lot of outsiders climbing on trees and on picnic area canopy – pay to use the park. 6. Donuts in intersections – impound vehicle and pay high fines. 7. Street racing – impound vehicle and pay high fines. 8. White Dirt bike no license plate – Dirt bike white motorcycle driver, white attire no license plate and does excessive speed, goes down Barlin Ave between Century Blvd. and Prichard St. VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. Slurry seal and paving around Orange Estates, at the Country Club in particular, residents were notified last week and parking signs were posted then removed. Suggested if there is a change on schedule a door hanger notice to residents would be appreciated. Staff will investigate. 2. Paramount Blvd. in the vicinity of Walmart – there is a no left turn or no U-turn, only an inlet. Staff will investigate. 3. Dedication Plaque – to put Vietnam War above the plaque where the sundial is. Staff will forward to appropriate department for consideration. 4. Traffic delineators on Old River School Road and Quill Dr. – those are related to the construction of Old River School Road project (Imperial Hwy to Arnett St.). 5. Clarification on purpose of the Public Works Committee – The committee acts as an advisory committee to the Public Works Department where there may be certain instances that where controversial items maybe brought forward such as neighborhood traffic management. Also, serves as an information sharing forum, where you could bring issues that you experience in your community to City staff to be addressed. In addition, staff provides information regarding capital improvement projects and other activities to share with your constituents. 6. Developer Fees – there are a few developer fees such as Art in Public Places, Parks & Rec Dept. has a fee that they assess developers for park improvements. The City has no Traffic Impact Fee program; however, we do assess traffic impact fees on a case to case basis, based on traffic studies completed for new development. MINUTES OF THE PUBLIC WORKS COMMITTEE January 21, 2021 Page 3 7. Measure S working relationship to this committee – this committee does not get involved in the Measure S projects. The facility projects that are funded by Measure S are being handled through the City Manager’s office, which is responsible for completing the design and bidding of the projects for construction. The Public Works Dept. provides support when needed. VII. STAFF COMMUNICATIONS Updates were given on the following: 1. Public Hearing was held for the Preferential Parking District on Newville Avenue that was approved by the City Council at the last meeting. 2. CIP 16-05 - Telegraph Rd. Traffic Throughput & Safety Enhancements Project (Lakewood/Rosemead-WCL & Passons-ECL) – has been awarded. 3. CIP 21-01 - FY20-21 Misc. Concrete Council Dist. 2 – has been awarded. 4. CIP 20-06 - 3rd St Pavement Rehab (ORSR to Rives) – has been awarded. 5. CIP 20-03 - FY 19-20 Residential Street Resurfacing – construction nearing completion 6. Traffic Signal Upgrades on Stewart & Gray Road and Paramount Blvd. – construction continues 7. Traffic Signal Upgrades on Imperial Highway from Old River School Road to Woodruff Avenue – work will resume 1st week of February. 8. Water Improvement project on Florence Avenue to Tweedy Lane – construction to start next month. Pavement Resurfacing on Florence Avenue to start right after. VIII. NEXT MEETING: February 18, 2021 The Public Works Committee meeting was adjourned at 5:30 P.M.
