I. CALL TO ORDER: Public Works Committee Chair Cotaya called the meeting to order at 4:10 P.M.
II. CONSENT CALENDAR:
Committee Member Uva made a motion to approve the Minutes of the June 18, 2020 meeting. The
motion was seconded by Committee Member Gendreau. The Minutes were approved as written.
III. OLD BUSINESS:
None.
IV. NEW BUSINESS:
1. Residential Preferential Parking District on the East and West Sides of Newville Avenue between Ardine Street and La Villa Street
Mr. Norris requested to pull the item per conversation with the City Attorney, this committee has no authority to either hear, over-turn or grant an appeal on preferential parking district. Therefore, the committee will not be able to act on this item today. Options were also discussed with the City Attorney relating to this item, i.e., the residents can either continue working on obtaining the signature from the residents to establish the 75% level of support among the property owners on Newville Ave. or to bring
back the item at the next meeting with the revised petition eliminating one property. Discussion followed.

1. Mr. Brian Heyman, expressed his concerns to the committee regarding sidewalk trip hazard, apparent ADA violations and contract work not completed or inadequately performed. He also mentioned service requests not honored or followed up on. A suggestion was made to the
committee to contact their City Council representative to re-allocate Measure S funding to this infrastructure. Mr. Consunji discussed the City’s ADA transition plan, budget and Measure S funding.
VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS
1. Reported ponding water at the curb on 12736 Orilla Ave. 2. Resident at 8339 Cheyenne inquired why there is “No Parking” sign .at the corner of Puritan and Gardendale Street. Noted suspicious activities and break-ins at night.
3. Request red curbs be installed at all corners of 10500 block of Shellyfield Rd. and Muller St. Difficulty turning left from Shellyfield Rd. onto Muller St. due to parked cars on those corners.
4. Proposed Closure of the 8000-8100 block of Bergman Lane at the westerly terminus adjacent to
12040-12056 Paramount Blvd. - Mr. Norris reported that the residents came back with an
alternate proposal requesting the possibility of extending the block wall across the opening at the
westerly end of Bergman Lane. Mr. Norris discussed that right now, extending the block wall is
not feasible because the block wall on either side is on private property. To extend it across the
opening, it would cause public safety concern and Fire and Police Departments are not likely to
approve it. Discussion followed. This item was tabled until the next meeting in November.
5. Barbara Riley PTA office ceiling needs repair.
VI. STAFF COMMUNICATIONS
Updates were given on the following: 1. CIP 20-02 – FY 19-20 Slurry Seal, Dist. 4 – nearly complete. Scheduled for acceptance on 11/24 2. CIP 16-20 – Old River School Road Pavement Rehab Project – has been awarded, to start construction next month 3. CIP 16-05 – Telegraph Road Medians (Lakewood-WCL & Passons-ECL) -Joint project with Pico Rivera, to advertise and construction to begin in January 2021 4. CIP 17-09 – Paramount Blvd. Signalization & Safety Enhancements – Const. to begin in January 2021 5. CIP 17-10 – Stewart & Gray Rd. Signalization & Safety Enhancements – Approx. 20% complete 6. CIP 18-07 – Imperial Hwy Traffic Safety Improvements – Const. to begin in January 2021
7. CIP 20-24 – Paramount Median Landscape Ph 2 – const. is complete 8. CIP 20-32 – Proposed Traffic Signals at Paramount @ Fire Station #1 & De Palma St. - const. started last Monday 9. CIP 20-34 – Florence Ave. Water System Improvement Proj. (Tweedy Lane to Brookshire Ave.) - under construction
