APPROVAL OF A PURCHASE AGREEMENT WITH SKC COMPANY AND MASTER LEASE AGREEMENT WITH COMMUNITY LEASING FOR THE PURCHASE OF A FIRE TRAINING MODULAR BUILDING TO BE LOCATED AT THE FIRE DEPARTMENT DRILL TOWER
RECOMMENDATION
That the City Council:
1)Approve the Purchase Agreement with SKC Company for a 24'x40' fire training modular

building; and
Adopt RESOLUTION NO. __ : A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING A MASTER EQUIPMENT LEASE PURCHASE AGREEMENT AND SCHEDULE OF EQUIPMENT NO. 1 WITH COMMUNITY FIRST NATIONAL BANK IN CONNECTION WITH THE ACQUISITION OF A FIRE TRAINING MODULAR BUILDING
DISCUSSION
The fire department delivers multiple types of physical, hands-on training to full time and newly
hired personnel at the drill tower. Some of the training includes hose, ladder, simulated fire,
salvage, overhaul, search, rescue and firefighter safety training, all of which require classroom
training prior to any hands-on training.
Training for full time personnel occurs on a regular basis and the drill tower is used frequently.
On any given day, training will be delivered in 2 sessions, where up to 12 personnel are being
trained at one time. Additionally, training for newly hired personnel occurs once or twice a year
where the new hires report to the drill tower daily for 12 to 14 weeks. A typical new hire class
will have anywhere from 4 to 8 personnel. The fire department's drill tower facility is also used
by the CERT and Fire Explorer Programs.
Currently, the fire department leases a 12' x 30' modular classroom that is located at the fire
department drill tower and is too small to accommodate the number of fire personnel who
participate in training. This building can only accommodate 1 desk with a permanent computer
work station and 3 tables for up to 6 personnel to sit and take notes while learning.
The City will purchase the modular building from SKC Company for $60,350, including delivery
and installation. The City will finance the purchase price through Community Leasing Partners
(CLP) as a "lease-to-own" transaction. CLP will be a lienholder during the period the City is
