I. CALL TO ORDER: Public Works Committee Chair Cotaya called the meeting to order at 4:10 P.M.
II. CONSENT CALENDAR:
Committee Member Uva made a motion to approve the Minutes of the February 20, 2020 meeting.
The motion was seconded by Committee Member Fox. The Minutes were approved as written.
III. OLD BUSINESS:
None.
IV. NEW BUSINESS:
1. Proposed Closure of the 8000-8100 block of Bergman Lane at the westerly terminus adjacent to 12040-12056 Paramount Blvd.
Mr. Norris reported that the City received a request in February, 2020 from Mr. Osvaldo Navar of the 8000-8100 block of Bergman Lane. He requested closure of the pedestrian access between 12040-12056 Paramount Boulevard and the subject block of Bergman Lane due to the parking overflow from the Tempo Cantina located at 12056 Paramount Boulevard as well as nuisances to the residents including the partial blocking of driveways, trash left behind and loud noise during night time.
A petition was subsequently prepared by staff and circulated among the residents of the 8000-8100 block of Bergman Lane for the closure of the pedestrian access. After reviewing the petition, it was
determined that the residents unanimously support the closure. Mr. Norris read comments submitted via email from Dr. Anthony Felix, Jr. opposing the closure of the
pedestrian access on Bergman Lane and Mr. Daniel Rodriguez who is in support of the closure of the pedestrian access on Bergman Lane. Several residents present during the meeting also spoke in support of the closure of the pedestrian access.

Page 2 Staff recommends approval of the pedestrian access closure as requested. Residents of the 8000-8100 block of Bergman Lane will be required to retain the services of a contractor to install the gate affecting the closure. Police and Fire Departments indicated that access to the unlocking mechanism of the gate will be needed in case of emergencies. Committee Member Christin made a motion that the Public Works Committee receive and file the request for the closure of the pedestrian access between 12040-12056 Paramount Boulevard and the 8000-8100 block of Bergman Lane. The motion was seconded by Committee Member Lamkin. The vote was unanimously in favor thereof.
V. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. Request from a resident to install a stop sign at the intersection of Orizaba Avenue and Cole Street due to speeding problem. Drainage dips perpendicular to Cole Street slowed down traffic, the sign
on Orizaba Avenue is only a yield sign. 2. Speeding problem on Arrington between Florence Avenue and Charloma Drive - vehicles cut through from Lakewood going to Florence Avenue and Shellyfield Road from Lubec Street to Suva Street. 3. Compliments were expressed on the recently-constructed raised median islands on Paramount Boulevard in the vicinity of the railroad tracks and the landscaping on Paramount Boulevard south of Imperial Highway. VI. STAFF COMMUNICATIONS
Updates were given on the following:
1. Public Hearings - Lighting and Landscape Assessment District and Adopt Mitigated Negative Declaration for the Paramount Blvd. and Imperial Hwy Intersection Improvement Project – both are scheduled for the June 23rd City Council meeting.
2. CIP 14-18 – Paramount Blvd. Median Improvement between Imperial Hwy and Firestone Blvd. –project has been completed. 3. CIP 20-07 – Landscaping and Irrigation Improvements in the new median islands constructed on Paramount Blvd. between Imperial Hwy and Firestone Blvd. as well as Firestone Blvd. between Old River School Road and west city limits. – construction started on May 11th. 4. CIP 20-24 – Paramount Blvd. Landscaping Improvements Project between Firestone Blvd. and Florence Ave. - awarded on June 9th.
5. CIP 17-06 – Woodruff Ave. Fiber Optic and Traffic Signal Upgrades Project – will be complete next week and is scheduled for City Council acceptance on July 14th.
6. Patton Road Water Main Improvement Project.

7. Water Wells 5 and 10 are being rehabilitated. 8. CIP 16-20 – Old River School Road Street Improvements Project – design is complete. Waiting for Caltrans authorization to proceed with construction. 9. CIP 18-05 – Tweedy Lane Pavement Rehabilitation Project – will start construction next month.
10. CIP 17-09, 17-10 and 18-07 – Traffic Signal Upgrades on Paramount Blvd., Stewart & Gray Rd. and Imperial Hwy – construction contracts have been awarded and projects to start construction sometime in July or August.
11. CIP 19-01 – Woodruff Avenue Water System Improvement Project (Imperial Hwy to Firestone Blvd) will be completed by end of June.
12. CIP 20-01 – Misc. Concrete Construction and Repair Project at Dist. 1 – construction contract has been awarded and construction to start soon. VII. NEXT MEETING: July 16, 2020
