This portion provides an opportunity for the public to address the Council on items within the jurisdiction of the Council and not
listed on the agenda. It is requested, but not required, that you state your name, address and subject matter upon which you
wish to speak. Please limit your comments to no more than three (3) minutes. Pursuant to the Brown Act, no discussion or
action, other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by
the Council/Agency on any issue brought forth under this section.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests an item be
removed. Removed items will be considered following approval of the Consent Calendar.
1. APPROVE MINUTES: Special Meeting of October 13, 2020: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. 346985 – 347296; EFT Nos. 10191 – 10218; Payroll Wire
Nos. 30004040 – 30004044; and, Manual Wire Nos. 2061 – 2064, in the total amount of
$5,310,980.96: Finance.
3. ACCEPT WORK FOR WELL NO. 10 REHABILITATION; APPROVE FINAL CONTRACT
AMOUNT OF $152,914; AND, AUTHORIZE THE DIRECTOR OF PUBLIC WORKS/CITY
ENGINEER TO FILE NOTICE OF COMPLETION (MISCELLANEOUS PROJECT NO. 336): Public
Works.
4. ACCEPT WORK FOR WELL NO. 5 REHABILITATION; APPROVE FINAL CONTRACT AMOUNT
OF $135,944; AND, AUTHORIZE THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO
FILE NOTICE OF COMPLETION (MISCELLANEOUS PROJECT NO. 337): Public Works.
5. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH S & S LABARGE GOLF INC. TO
PROVIDE PROFESSIONAL GOLF MANAGEMENT SERVICES AT RIO HONDO GOLF CLUB;
AND, AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS TO THE
AGREEMENT: Parks & Recreation
6. APPROVE PROFESSIONAL SERVICES AGREEMENT WITH AGA ENGINEERS, INC. FOR ON-
CALL TRAFFIC ENGINEERING SERVICES; AUTHORIZE THE MAYOR TO EXECUTE THE
AGREEMENT; AND, AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AMENDMENTS TO
THE AGREEMENT: Public Works.
7. ADOPT RESOLUTION NO. 20-______, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING THE APPOINTMENT OF IRMA SAAVEDRA TO THE LIBRARY
ADVISORY BOARD FOR COUNCIL DISTRICT 4: Mayor Pro Tem Frometa.
8. RECEIVE AND FILE THE CITY OF DOWNEY ADA TRANSITION PLAN ANNUAL REVIEW AND

10. AUTHORIZE ISSUANCE AND SALE OF TAXABLE PENSION OBLIGATION BONDS, SERIES
2021: Finance.
1) INTRODUCE ORDINANCE NO. 20-______, AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF DOWNEY AUTHORIZING THE ISSUANCE AND SALE OF ITS TAXABLE
PENSION OBLIGATION BONDS, SERIES 2021, IN AN AGGREGATE AMOUNT NOT TO
EXCEED $150,000,000, TO REFUND A PORTION OF THE CITY’S OBLIGATION TO THE
CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM, AND AUTHORIZING THE
EXECUTION AND DELIVERY OF A FIRST SUPPLEMENTAL TRUST AGREEMENT, A
BOND PURCHASE AGREEMENT AND A CONTINUING DISCLOSURE CERTIFICATE AND
THE PREPARATION OF AN OFFICIAL STATEMENT AND OTHER MATTERS RELATED
THERETO; AND,
2) AUTHORIZE THE CITY MANAGER, THE ASSISTANT CITY MANAGER, AND/OR THE
FINANCE DIRECTOR TO EXECUTE THE FOLLOWING DOCUMENTS, AND ANY OTHER
RELATED DOCUMENTS, NECESSARY TO ISSUE THE TAXABLE PENSION OBLIGATION
BONDS, SERIES 2021, PROVIDED THE PRINCIPAL AMOUNT DOES NOT EXCEED $150

duty; Cesar Arboleas, longtime Downey resident; and, the lives lost due to COVID-19.

Public Participation and Accessibility for the October 27, 2020 Downey Regular City Council
Meetings
Pursuant to Paragraph 3 of Executive Order N-29-20, executed by the Governor of California on
March 17, 2020, and the County of Los Angeles Department of Public Health Order of the Health
Officer Revised Order issued June 11, 2020 as a response to mitigating the spread of Coronavirus
known as COVID-19 and providing direction for moving the County through Stage 3 of California’s
Pandemic Resilience Roadmap, the Special and Regular City Council Meetings scheduled for
Tuesday, October 27, 2020 at 5:30 p.m. and 6:30 p.m. will allow members of the public to participate
and address the City Council during the public comment portion of the meetings via teleconference
as well as a limited number, 10, of in person attendees within the City Hall Council Chambers on a
first come, first serve basis.
Below are the ways to participate in the Special Meeting at 5:30 p.m.

5. In Person Attendance at City Hall Council Chambers
Members of the public attending the City Council Meetings in person will be required to comply with
the City of Downey’s Emergency Order No. 2 – Non-Contact Temperature Screening and Face
Coverings at City Facilities to help prevent the spread of COVID-19.
Prior to entering the building, attendees will be required to:
1) Participate in a non-contact temperature screening; and,
2) Wear a face covering at all times while inside city facilities.
Although public meetings will re-open for in person attendance, participants are encouraged to
continue accessing the City Council meetings by utilizing the participation methods listed above, as
there will be a limited number of attendees permitted, 10, in the building due to reduced seating
capacity to maintain social distancing standards.
