City's Veterans • outside of City Hall.

The City's Veterans Memorial was dedicated on November 12, 2012 to the men and women
• have served faithfully to preserve the freedoms of the American people. Currently, there is
one veteran listed on the Memorial, a Centenarian World War 11 veteran.
During the January 28, 2020 City • meeting, staff was asked to is a Veterans Memorial
Policy to establish the criteria for the listing of veteran names on the City's Veterans Memorial.
Staff contacted 10 surrounding cities regarding their Veterans Memorial Policy; Bellflower,
Buena Park, La Mirada, Lakewood, Long Beach, Norwalk, Paramount, Pico Rivera, Santa Fe
Springs, and Whittier. When speaking with each City, staff learned that none had an official
policy regarding the placing of veteran names on their memorial. However, most cities had a
consistent practice and in two cases, an application process. The practice is to place the
individual's name on the monument if they were a resident of the City and died in combat while
gerving in the US armed forces.

Based on staff's findings, staff drafted the attached City Council Veterans Memorial Policy and
Application. The criteria consist of the following:

2. Veteran must have been a resident of Downey and have lived in Downey for at least
years. i
c. Veteran must have one of the following United States Department of Defense
1 . Killed in Action (KIA) - Classification generally used by militaries to describe
the deaths of their own forces at the hand of hostile forces. Per the United
States Department of Defense (DOD), those declared KIA need not have
fired their weapons, but have been killed due to hostile attack.
2. Missing in Action (MIA) - United States Military personnel designated by their
Service Secretary as missing in action (MIA). The status applies to those MIA
during any campaign or hostile action involving U.S. Military intervention or
—declared war.
3. Purple Heart recipient - Military decoration for those killed in action.
The engraving onthe Veterans Memorial would include the veteran's nanle, rank, and military
branch.

FISCAL IMPACT
There is no fiscal impact for the adoption of the City Council Veterans &8enloha| Policy.
However, future engravings ofveteran names onthe Citw'oVeterans Memorial would bepaid bu

The City of Downey Veterans Memorial is dedicated to the men and women who have
served faithfully to preserve the freedoms of the American people.
This Veterans Memorial Policy establishes guidelines for the engraving of veteran
names on the City's Veterans Memorial outside of City Hall.

a. "Veteran's Memorial" means the memorial dedicated on November 12, 2012 that
is situated in front of the Downey City Hall.
b. "Veteran" means, for the purposes of this policy, anyone who meets the Criteria
and Proof of Eligibility sections in this policy.
3. CRITERIA.
a. Veteran must have been a resident of Downey and have lived in Downey for at
least 5 years.
b. Veteran must have passed away in combat while serving in the U.S. armed
forces.
c. Veteran must have one of the following United States Department of Defense
designations:
1. Killed in Action (KIA) - Classification generally used by militaries to
describe the deaths of their own forces at the hand of hostile forces. Per the

4. PROOF OF ELIGIBILITY.
a. Proof of Downey Residency
A copy of a minimum of two of the following is required for proof that the Veteran
lived in Downey for at least five years. All documents must have Veteran's name:
1. Birth Certificate
2. Newspaper Birth Announcement
3. Hospital Records
4. California Driver's License
5. Certified Home of Record/Enlistment Paperwork
6. Downey Private or Public School Records/identification
7. School Records
8. Utility Bill
9. Financial Records (Bank statements, credit card statements, etc.)
b. Proof of Military Designations
Provide a copy of one of the following to verify the US Department of Defense
designation:
1. The "Certified Report of Incident" issued by military
2. Newspaper Article
3. Death Certificate
4. History Book
5. Newspaper/Internet Obituary
6. Department of Defense Data
7. Internet or print records from Museums, Libraries, Military or Church
Organizations (such as National Personal Records Center and the
Department of Defense)
8. Other legal documentation verifying branch, rank, and eligible designation
5. NAME SUBMISSIONS.
Individuals wishing to submit a name to be engraved on the City's Veterans Memorial
can submit their request to the City's City Manager's Office at

and application form.
