CONSUNJI, P.E., DIRECTOR OF PUBLIC WORKSICIT GIN DATE: SEPTEMBER 22, 2020 SUBJECT: AWARD CONSTRUCTION CONTRACT FOR OLD RIVER SCHOOL ROAD PAVEMENT REHABILITATION, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 16-20 That the City Council: 1 Award a construction contract in the amount of $2,245,893 to The R.J. Noble Company for the Old River School Road Pavement Rehabilitation Project, CIP No. 16-20; 2. Authorize Public Works Director/City Engineer to execute any change orders or additional scope of work for this project deemed necessary or desirable up to the approved project budget; and 3. Authorize transfer of $53,103.50 in Measure R Local Return funds from Account No. 56-16789 to Account No. 56-16628. On July 28, 2020, the City Council approved the plans (Attachment A) and specifications and authorized staff to advertise for bids for the Old River School Road Pavement Rehabilitation project. This project will complete the following improvements on it River School Road between Imperial Highway and Arnett Street, a distance of approximately 7,160 linear feet: • Rehabilitation of existing pavement, including removal and reconstruction of asphall concrete base course, cold milling existing asphalt pavement, placement of asphall concrete leveling course and rubberized asphalt concrete overlay • Replacement of non-standard curb ramps and uplifted or damaged curb and gutter and sidewalk in compliance with the Americans with Disabilities Act (ADA) requirements • Implementation of Class 11 and Class III bike facilities • Replacement of incidental striping and signage Installation of traffic signal communications conduit and fiber-optic cables, pull boxes and termination panels 1* 57 3 M1 117-3 N_ 0=1 27 MR W: T R 110M•*TO 9 M CAPITAL IMPROVEMENT PROJECT NO. 16-20 OLD RIVER SCHOOL ROAD PAVEMENT REHABILITATION PROJECT SEPTEMBER 22, 2020 PAGE #2 CONTRACTOR LOCATION BID AMOUNT The R.J. The RJ Noble Company has satisfactorily completed similar projects for the Cities of Anaheim, Downey, Irvine, La Mirada and Newport Beach and California Department of Transportation. The company's references have been checked and were satisfactory. In addition, The RJ Noble Company's State of California contractor's license is current and active and its subcontractors are registered with the California Department of Industrial Relations under the Public Works Contractor Registration Program for Labor Compliance. Finally, staff has confirmed that The RJ Noble Company has met the required DBE participation contract goal for this project. Staff recommends that the City Council award a contract in the amount of $2,245,893 to The RJ Noble Company for the Old River School Road Pavement Rehabilitation Project, CIP No. 16-20. In 2015, the City adopted its Bicycle Master Plan (BMP). The BMP contains a series of bike routes throughout the City intended to provide a network for bike travel in a relatively safe manner to key destinations (i.e., schools) within and outside the City as well as establish connectivity with neighboring jurisdictions and regional bike trails along the Los Angeles, Rio Hondo and San Gabriel Rivers. Old River School Road is identified in the BMP as a designated bike route with a combination of Class 11 bike lanes and Class III bike routes. The proposed rehabilitation of the pavement on Old River School Road will provide a good opportunity to implement Class 11 bike lanes and Class III bike routes along Old River School Road within the project limits. Given the existing street width of Old River School Road, there is insufficient width to maintain two travel lanes in each direction and accommodate the proposed bike lanes to be installed through this project. Therefore, the number of travel lanes on Old River School Road within the project limits will be reduced from two to one in each direction where bike lanes are to be installed. The portion of the project limits between approximately 250 feet north of Stewart & Gray Road to approximately 300 feet south of Laura Street will not include bike lanes due to the need to retain the existing four travel lanes on Old River School Road at the Stewart & Gray Road intersection and in front of Stauffer Middle School and Old River Elementary School. In order to gain acceptance of the travel lane reductions from the public, a community outreach effort is currently under way to educate the public on the purpose and need for the proposed bike lanes. A consultant retained by the City to provide the outreach services, prepared and distributed the outreach materials consisting of a fact sheet and postcards which highlight the benefits of the bike lanes. The postcards have been mailed and the fact sheet has been posted on the City's social media page to residents and key stakeholders in the vicinity of the project limits so they will be aware of this component of the project and be given an opportunity to CAPITAL IMPROVEMENT PROJECT NO. 16-20 OLD RIVER SCHOOL ROAD PAVEMENT REHABILITATION PROJECT SEPTEMBER 22, 2020 PAGE #3 comment.
