On October 9, 2018, the City Council authorized implementation of the first phase of the Safety
Lighting Improvement Project Adjacent to the 1-5 Freeway between Cecilia Street and Dollison
Drive including procurement and installation of city -furnished materials. Additionally, the City
Council authorized the City Manager to execute a project contract agreement in a form
acceptable by the City Attorney. A construction contract was executed between the City and a
contractor and work commenced in December 2018 and was completed in January 2019.
Under the first phase, sixteen City -furnished decorative pedestrian light poles, LED lighting
fixtures and footings, underground conduits, pull boxes, and conductors were installed along the
walkway between Cecilia Street and Longworth Avenue. Due to pending work on the 1-5
Freeway, the sidewalk segment between Longworth Avenue and Dollison Drive had not been
constructed and the installation of the safety lights had to be delayed. The City -furnished
decorative pedestrian light poles and fixtures were previously removed from Lakewood
Boulevard, converted from existing 100-watt metal halide fixtures to energy -efficient 30-watt
LED fixtures and re -painted through contract services.

Caltrans has recently completed the installation of the sidewalk segment between Longworth
Avenue and Dollison Drive. The plans and specifications for the second phase of the Safety
Lighting Improvement Project Adjacent to the 1-5 Freeway are complete and the second phase
of the project is now ready for solicitation of construction bids through an informal bidding
process to expedite the work. In an effort to reduce costs, excess pedestrian lighting poles
removed from Lakewood Boulevard will be repainted and furnished to the contractor to install on
this project.
In addition, staff is proposing to procure the safety lighting fixtures as well as to acquire all
contracting services for the installation of the safety lighting system through the informal bid
process to further reduce costs and expedite completion of the project to conform to Caltrans'
schedule prior the installation of landscape improvements..
Upon approval, staff will proceed with soliciting bids for construction from electrical and painting
contractors as well as ordering the materials. Construction is anticipated to begin in October
2020 and will be completed by November 2020.
