commenced and thanked the teaohero, administrators and staff for making distance learning u
seamless process. He commended parents for assisting the children with Zoom. He encouraged the
audience to continue tOfollow safe health practices and discouraged large gatherings over the Labor
Day holiday to p[9VeDi the spread Of the CC)V|D-10. He thanked [}ir9CtO[ DiCkOw and staff for 8
aunneaGfu| virtual Rocket Fever Festival. He invited the audience t0visit the Columbia Memorial Space
C|ent8r, Parks and R9Cr8@U0n, and Downey City Library's vvebSit8St0 partake in the virtual activities
and classes for children and 8dUUS. He thanked Director Schindler, R8Cn88tiOO M8D8Q8[Ch8COO and
staff for the continuing the activities and classes virtually.
Mayor Pro Tern Frometa welcomed the audience to the meeting. She announced the City of
Downey in conjunction with the County of L.A., L.A. Regional Food Bank and Assembly member
Cristina Garcia's office are hosting a drive-thru food distribution event to assist the families being
impacted by the COVID-19 pandemic. She stated the City of Downey is supportive of its business
community and have been providing assistance to its small businesses during this unprecedented time.
She reminded the business community of the parameters and guidelines set by the L.A. County Public
Health Order which must be adhered to in order to continue to see the decrease in the number of
COVID-19 cases. She mentioned the list of businesses that were allowed to operate outdoors through
the temporary outdoor program. She thanked Director Schindler and staff for the work on the Downey
Good Neighbor Campaign. She reported on the current construction projects and reminded residents to
expect delays thru the month of October on Paramount Blvd. between Firestone Blvd. and Florence
Ave. She thanked Chief Gillaspie and the Fire strike teams for their efforts to suppress the Northern
California fires. She stated SELACO is offering a second round of COVID-19 grants to revitalize small
businesses. She invited the audience to visit the City's website for information regarding the 2019-2020
City Accomplishments Annual Report.
Council Member Ashton welcomed the audience to the meeting.
Council Member Rodriguez welcomed the audience to the meeting. He stated the Kiwanis Club
of Downey is actively supporting the Downey YMCA and invited the audience to become members. He
reported attending the SEAACA Board of Commissioners Meeting and announced that they have done
a great job during the pandemic nearly emptying the shelters. He stated it is a good time to adopt a pet
for those members of the audience telecommuting during the pandemic. He reported attending a meet
and greet with AltaMed. He congratulated Mayor Pacheco on the upcoming election.
Mayor Pacheco welcomed the audience to the meeting. She congratulated Mayor Pro Tern
Frometa for being elected to serve on the NALEO Board of Directors. She reported attending a
Neighborhood Watch Meeting while practicing social distancing and welcomed the audience to contact
the City for information on starting a Neighborhood Watch Group in their area. She announced the
upcoming Mayor's Movie Night. She invited the audience to participate in the Mayor's Pet Photo
Contest. She encouraged small business owners to visit SELACO's website to apply for the small
business grant. She invited the audience to scan the QR code on the final page of the City Council
Meeting Agenda to see the City's Accomplishments 2019-2020 Annual Report. She requested
additional patrols Friday and Saturday nights on Foster Rd. near the riverbed to deter street racing. She
reminded the audience to continue to do their part to prevent the spread of COVID-19.

NON -AGENDA PUBLIC COMMENT
Mayor Pacheco asked City Clerk Duarte if there was anyone on the teleconference line who
would like to comment on Non -Agenda items. Mayor Pacheco asked City Clerk Duarte if any written
public comments were received regarding Non -Agenda items. Mayor Pacheco asked if there was
anyone present who would like to comment on Non -Agenda items.
Juan Martinez, resident, commented regarding the increase in COVID-19 cases; local
businesses not complying with the L.A. County Health Order reopening practices and guidelines; and,
protecting First Amendment Rights and the Ralph M. Brown Act.
Kevin Ezeh, resident, submitted written comments regarding the increase of homeless
individuals, families and Veterans in Downey, and Downey's population statics.

Virginia Yoshiyama, resident, submitted written comments regarding a proposal to name the
Downey City Library's Children's Room the Claudia Dailey Children's Room in honor of Claudia Dailey.
Mayor Pacheco requested staff research dedicating the Downey City Library's Children Room
after Claudia Dailey.
Armando Herman, resident, commented in opposition of gentrification; the Ralph M. Brown Act;
transparency; preventing displacement of low income families; need for new development of low
income housing projects; political figures; and, programs focused on mental health due to COVID-19.
Franklin Dean, resident, thanked the Mayor, City Council, Chief Milligan, Chief Gillaspie and all
the civil servants for their support of the community during the COVID-19 pandemic. He commented
regarding the closure of businesses which has negatively affected the community financially and
mentally; and, the loss of his mother due to COVID-19.
Lee Squire, resident, commented regarding a Proclamation for healthcare workers of Downey
Kaiser Permanente and Downey PIH Hospital. He mentioned the excellent care and continued hope his
son received while battling COVID-19; and, the risks all healthcare workers take daily to combat the
virus and the negative affect on their families.
Having no one else come forward, Mayor Pacheco closed Non -Agenda public comment.
Mayor Pacheco reminded the audience that the City of Downey abides by the L.A. County
Public Health Orders. She stated the number of COVID-19 cases are decreasing in the City of Downey
which was reported by Dr. Barbara Ferrer in her weekly report. She commended all healthcare
providers for their efforts.
PUBLIC HEARINGS: None.
CONSENT CALENDAR
Mayor Pacheco asked City Clerk Duarte if there was anyone on the teleconference line who
would like to comment on Consent Calendar items. Mayor Pacheco asked City Clerk Duarte if there
were any written comments received regarding Consent Calendar items. Mayor Pacheco asked if there
was anyone present who would like to comment on the Consent Calendar items.
Jaime Lopez, commented regarding racial injustice and Black Lives Matter.
Armando Herman, resident, commented regarding Item Nos. 1, 3, 4, 5, 6, 10, 11, 12, 13, and
14; enforcing compliance of the L.A. County Public Health Order; and, political figures.
Having no one else, Mayor Pacheco closed public comment.
Council Member Rodriguez abstained from Item No. 6, due to the close proximity to his rental
properties.
Council Member Saab abstained from Item No. 3, due to the close proximity to his residence.
Mayor Pacheco abstained from Item Nos. 9 and 10, due to the close proximity to her place of
business.
It was moved by Council Member Saab, seconded by Mayor Pro Tern Frometa and carried
unanimously to approve the Consent Calendar with Council Member Rodriguez abstaining from Item
No. 6; Council Member Saab abstaining from Item No. 3; and, Mayor Pacheco abstaining from Item
Nos. 9 and 10.

CONSENT CALENDAR
1. APPROVED MINUTES: Special Meeting of August 11, 2020 and Regular Meetings of June 23,
2020 and August 11, 2020: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. are 345467 — 345794; EFT numbers 10069 — 10099; Payroll

3. REJECTED THE BID PROTEST RECEIVED FROM NR DEVELOPMENT, INC.; AWARDED A
CONSTRUCTION CONTRACT IN THE AMOUNT OF $5,744,000 TO THE LOWEST
RESPONSIBLE AND RESPONSIVE BIDDER, MONET CONSTRUCTION, INC. FOR THE FIRE
STATIONS 2 AND 4 MODERNIZATION AND EXPANSION; AND, AUTHORIZED THE

4. AUTHORIZED PROJECT IMPLEMENTATION OF THE DOWNEY CITY LIBRARY INTERNAL
CONNECTIONS, BASIC MAINTENANCE AND NETWORK INFRASTRUCTURE UPGRADES;
APPROPRIATED $25,000 FROM THE GENERAL FUND; AWARDED CONTRACT IN THE
AMOUNT OF $20,701.46 TO AMS.NET, INC. FOR CONSTRUCTION OF THE DOWNEY CITY
LIBRARY INTERNAL CONNECTIONS, BASIC MAINTENANCE AND NETWORK
INFRASTRUCTURE UPGRADES; AUTHORIZED THE MAYOR TO EXECUTE CONTRACT
AGREEMENTS; AND, AUTHORIZED THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER

OF $35,000 FOR THE COLDBROOK AVE., CORRIGAN AVE., AND VULTEE AVE. WATER
SYSTEM REPAIRS; AND, AUTHORIZED THE PUBLIC WORKS DIRECTOR/CITY ENGINEER
TO EXECUTE ANY CHANGE ORDERS OR ADDITIONAL SCOPE OF WORK DEEMED
NECESSARY OR DESIRABLE UP TO THE APPROVED PROJECT BUDGET
(MISCELLANEOUS PROJECT NO. 346): Public Works.
7. APPROVED AN AGREEMENT BETWEEN THE CITY OF DOWNEY AND INNOVATIVE
INTERFACES INC. TO RENEW THE SUBSCRIPTION LICENSE FOR LIBRARY CATALOG
SOFTWARE AND HOSTING SERVICES FOR 36 MONTHS; AUTHORIZED THE MAYOR TO
EXECUTE THE AGREEMENT; AND, AUTHORIZED THE CITY MANAGER TO EXECUTE ANY
AMENDMENTS TO THE AGREEMENT: Library.
8. APPROVED AGREEMENT WITH LANDSCAPE WEST MANAGEMENT SERVICES, INC. IN THE
AMOUNT OF $362,160 ANNUALLY FOR CITYWIDE ON -STREET LANDSCAPE MAINTENANCE
SERVICES; AUTHORIZED THE MAYOR TO EXECUTE THE SERVICES AGREEMENT; AND,
AUTHORIZED THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS: Public

City Manager Livas presented the staff report for Item No. 16. City Manager Livas stated the
request to rename the Downey Chamber of Commerce building to honor former Downey Mayor
David Gafin came from Council Member Rodriguez. He reported the cost would be nominal to
rename the building, and the Chamber of Commerce supports Council Member Rodriguez's
request.
Mayor Pacheco asked City Clerk Duarte if there was anyone on the teleconference line who
would like to comment on Item No. 16. Mayor Pacheco asked City Clerk Duarte if there were any
written comments received on Item No. 16. Mayor Pacheco asked if there was anyone present who

Armando Herman, resident, commented in support of Item No. 16.
Michael Calvert, resident, commented in support of Item No. 16. He provided a brief history of
the relationship between David Gafin and the Chamber of Commerce; David Gafin's work in support of
local businesses; and, his volunteer work within the community.
Council Member Rodriguez commented regarding David Gafin's efforts to ensure the success of
the Downey Chamber of Commerce
Having no one else come forward, Mayor Pacheco closed public comment.
It was moved by Council Member Saab, seconded by Mayor Pro Tern Frometa and carried
unanimously to approve the renaming of the Downey Chamber of Commerce building to the "David
Gafin Downey Chamber of Commerce" in honor of former Mayor/Council Member David Gafin
17. SALARY RANGE ADJUSTMENTS FOR CHIEF OF POLICE: Human Resources.
ADOPTED RESOLUTION NO. 20-7961, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY ESTABLISHING COMPENSATION FOR THE POSITION OF CHIEF OF
POLICE
Director McQueen presented the staff report for Item No. 17. He provided a brief history
regarding salary range adjustments for the Chief of Police position. In accordance with Senate Bill 1436
local agencies must report out certain information before changing the compensation or benefits of
Executive positions. At the June 23, 2020, City Council Meeting the City Council approved a
Memorandum of Understanding for the Downey Police Management Association which contained cost
of living adjustments. In accordance with City Council Resolution No. 5290 the cost of living increases
granted for management employees will be no less than that of the rank and file employees and their
respective departments. The current monthly salary range for the positon of Chief of Police is
$16,333.84 to $19,927.29. The proposed salary range adjustments for the position of Chief of Police to
correspond with COLA increases contained in the DPMA Memorandum of Understanding are as
follows: 2% effective June 29, 2020 equates to $16,660.52 to $20,325.84 per month; 2% effective June
28, 2021 equates to 16,993.73 to $20,732.36; and, 2% effective June 27, 2022 equates to $17,333.61
to $21,147.01. The proposed salary range adjustment increases personnel costs by approximately
$9,045.24 in Fiscal Year 2020-21 and sufficient funding is included in the Fiscal Year 2020-21 budget.
Mayor Pacheco asked City Clerk Duarte if there was anyone on the teleconference line who

Juan Martinez, resident, commented in opposition of the salary increase for the position of Chief
of Police; civil unrest and the Black Lives Matter protests; and, redirecting funding to combat
homelessness.

Armando Herman, resident, commented in support of Item No. 17 and proposed an additional
increase of six percent for the Chief of Police position. He thanked Chief Milligan for being an excellent
leader and for a job well done.
Lee Squire, resident, commented regarding public safety and in support of the salary increase
for the position of Chief of Police. He thanked Chief Milligan for being an excellent leader.
Having no one else come forward, Mayor Pacheco closed public comment.
It was moved by Council Member Rodriguez, seconded by Mayor Pro Tern Frometa and carried
unanimously to adopt Resolution No. 20-7961, a Resolution of the City Council of the City of Downey
establishing compensation for the position of Chief of Police.

City Manager Livas thanked Assistant to the City Manager De Rojas, and the Police and Public
Works Departments for their work to ensure the upcoming drive by food distribution is successful. He
thanked staff for all the virtual educational and promotional materials that are being disseminated to the
public from the Downey City Library, Columbia Memorial Space Center and Parks and Recreation. He
added staff has done an incredible job in providing voluminous amount of information content to the
residents. He thanked the Mayor and Council for their leadership.
Mayor Pacheco thanked City Manager Livas, Chief Milligan, Chief Gillaspie, the City's
Firefighters and Police Officers and staff for everything they do on a daily basis to ensure the City is
safe and residents are kept informed.
ADJOURNMENT
Mayor Pacheco adjourned the Regular City Council meeting at 8:12 p.m. in memory of the lives
affected by COVID-19; Sheen Yarbough Powell, 23, Beaumont Police Department, killed in the line of
duty; Deputy Soo H. Kim, Los Angeles County Sheriff; and, Sergeant Sivad Johnson, 49, Detroit Fire
Department, who drowned while saving three children from the Detroit River.
