On March 21, 2020, the DPH issued a Health Order prohibiting all indoor and private gatherings
and all outdoor public and private events, and continued limitation of activity to only essential
businesses.
In April 2020 Governor Newsom and the State Public Health Officer released a 4 Stage
framework, "California Pandernic Resilience Roadmap", regarding the state's reopening plan.
On May 13, 2020 the DPH announced its "Reopening Safer at Work and in the Community
Revised Order" moving the County of Los Angeles through "Stage 2" of "California's Pandernic
Resilience Roadmap".
On July 14, 2020, the County of Los Angeles issued a revised Health Officer Order, "Safer at
Work and in the Community for Control of COVID-19" prohibiting indoor operations of various
businesses, in order to comply with the Statewide Public Health Officer Order that was issued
on July 13, 2020 due to the large increase in confirmed COVID-19 cases and hospitalization
rate.

At the August 11, 2020 City Council meeting, Mayor Blanca Pacheco requested to suspend fare
collection for DowneyLink and Dial -A -Ride for riders. The current DowneyLink fares are $.50
per trip and $15 for each 30 day -Use Bus Pass as set annually by the City of Downey —
Citywide User Fee Schedule. The current Dial -A -Ride fare is $.50 per trip.
On August 19, 2020, the City Manager acting as the Emergency Services Director issued
Emergency Order No. 4, attached hereto as Exhibit A in the Resolution, authorizing the
temporary suspension of DowneyLink and Dial -A -Ride fare collection for riders in the City Of
Downey.
This action will assist local patrons who have been financially impacted by the COVID-19
pandemic and who depend on the City's Transit system to transport them to and from essential
business and work. This action will also help further enhance COVID-19 mitigation measures by
limiting interactions between operators and passengers during trips. The Executive Order No. 4
contains the current COVID-19 mitigation efforts implemented on Downey transit buses,
including:
• Buses are deep clean and wiped down every night;
• Bus Operators are provided before each shift gloves, hand sanitizer, and wipes to be
use during their shift on high touch areas such as railings, seats, etc.;
• All bus operators and passengers are required to wear masks;
• All boarding's are only thru the back door of the bus;
Passenger capacity was set to 15 passengers for DowneyLink to ensure social
distancing; and
Passenger capacity was set to 7 passengers for cutaway buses for Dial -A -Ride to
ensure social distancing.
Quality of Life, Safety, and Infrastructure
The financial impact is not known at this time,

being experienced by patrons who depend on the City's Transit system to transport them to and
from essential business and work; and

2. This Emergency Order No. 4 is effective immediately until the City Council terminates
the Local Emergency. This Order may be terminated sooner by order of the Director of Emergency
Services or the City Council.
