SUBJECT: AWARD CONTRACT FOR COLDBROOK AVENUE, CORRIGAN AVENUE, AND
VULTEE AVENUE WATER SYSTEM REPAIRS, MISCELLANEOUS PROJECT
(MP) NO. 346
That the City Council:
1 . Award a contract to Williams Pipeline Contractors, Inc. in the amount of $35,000 for
the Coldbrook Avenue, Corrigan Avenue, and Vultee Avenue Water System Repairs,
MP No. 346; and
2. Authorize Public Works Director/City Engineer to execute any change orders or
additional scope of work deemed necessary or desirable up to the approved project
budget.
The Public Works Department is responsible for the operations and maintenance of
approximately 276 miles of water mains. As part of maintaining the water system, existing water
infrastructure on Coldbrook Avenue and Corrigan Avenue at the intersection of Stewart and
Gray Road, and on Vultee Avenue at the intersection of Buckles Street are need of repairs to
ensure that the City can continue to provide reliable water service and fire protection
(Attachment A).
Due to the maintenance and repair nature of the water work, the project was informally bid on
July 31, 2020. On August 7, 2020, four bids were received ranging from $35,000 to $129,618.
The bid results were as follows:

projects for the Cities of Beverly Hills, Downey, Los Angeles, Santa Monica, and Ventura.
Williams Pipeline Contractors, Inc. state contractor's license is "current and active" and they are
registered with the California Department of Industrial Relations (DIR) for Labor Compliance.
Staff recommends that the City Council award a contract to Williams Pipeline Contractors, Inc.
for the Coldbrook Avenue, Corrigan Avenue, and Vultee Avenue Water System Repairs.
The scope of work includes abandonment of old water mains at the intersections of Stewart and
Gray Road and Coldbrook Avenue and Corrigan Avenue, and removal and replacement of a
broken valve at the intersection of Vultee Avenue and Buckles Street. Construction is
anticipated to begin in early September 2020 and will be completed by the end of September
2020.
This project is categorically exempt per Section 15302 Class 2 (c) of the California
Environmental Quality Act (CEQA) Guidelines.

The total estimated cost of the project, including construction contract, contingencies, materials
testing, and contract administration is $47,500 broken down as follows:
