This portion provides an opportunity for the public to address the Council on items within the jurisdiction of the Council and not
listed on the agenda. It is requested, but not required, that you state your name, address and subject matter upon which you
wish to speak. Please limit your comments to no more than three (3) minutes. Pursuant to the Brown Act, no discussion or
action, other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by
the Council/Agency on any issue brought forth under this section.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests an item be
removed. Removed items will be considered following approval of the Consent Calendar.
1. APPROVE MINUTES: Special Meeting of August 11, 2020 and Regular Meetings of June 23, 2020
and August 11, 2020: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. are 345467 — 345794; EFT numbers 10069 — 10099; Payroll
Wire Nos. 30004019, 30004023, 30004025 — 30004026; and, Manual Wire Manual Wire numbers
are 2040 — 2052 in the total amount of $21,693,149.67: Finance.
3. REJECT THE BID PROTEST RECEIVED FROM NR DEVELOPMENT, INC.; AWARD A
CONSTRUCTION CONTRACT IN THE AMOUNT OF $5,744,000 TO THE LOWEST
RESPONSIBLE AND RESPONSIVE BIDDER, MONET CONSTRUCTION, INC. FOR THE FIRE
STATIONS 2 AND 4 MODERNIZATION AND EXPANSION; AND, AUTHORIZE THE ASSISTANT
CITY MANAGER TO EXECUTE CHANGE ORDERS OR ADDITIONAL SCOPE OF WORK FOR
THIS PROJECT DEEMED NECESSARY OR DESIRABLE UP TO 10% OF THE CONSTRUCTION
CONTRACT AMOUNT (CAPITAL IMPROVEMENT PROJECT NOS. 19-37-02 AND 19-37-04):
Administration.
4. AUTHORIZE PROJECT IMPLEMENTATION OF THE DOWNEY CITY LIBRARY INTERNAL
CONNECTIONS, BASIC MAINTENANCE AND NETWORK INFRASTRUCTURE UPGRADES;
APPROPRIATE $25,000 FROM THE GENERAL FUND; AWARD CONTRACT IN THE AMOUNT
OF $20,701.46 TO AMS.NET, INC. FOR CONSTRUCTION OF THE DOWNEY CITY LIBRARY
INTERNAL CONNECTIONS, BASIC MAINTENANCE AND NETWORK INFRASTRUCTURE
UPGRADES; AUTHORIZE THE MAYOR TO EXECUTE CONTRACT AGREEMENTS; AND,
AUTHORIZE THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO EXECUTE ANY
CHANGE ORDERS OR ADDITIONAL SCOPE OF WORK DEEMED NECESSARY UP TO THE
APPROVED PROJECT BUDGET (CAPITAL IMPROVEMENT PROJECT NO. 21-19): Public
Works/Library.
5. ACCEPT WORK FOR FIDLER AVE., LUBEC ST., AND MULLER ST. SEWER MAIN
REHABILITATION; APPROVE FINAL CONSTRUCTION CONTRACT AMOUNT OF $123,750;
AND, AUTHORIZE THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO FILE NOTICE OF
COMPLETION (MISCELLANEOUS PROJECT NO. 329): Public Works.
6. AWARD A CONTRACT TO WILLIAMS PIPELINE CONTRACTORS, INC. IN THE AMOUNT OF
$35,000 FOR THE COLDBROOK AVE., CORRIGAN AVE., AND VULTEE AVE. WATER
SYSTEM REPAIRS; AND, AUTHORIZE THE PUBLIC WORKS DIRECTOR/CITY ENGINEER TO
EXECUTE ANY CHANGE ORDERS OR ADDITIONAL SCOPE OF WORK DEEMED
NECESSARY OR DESIRABLE UP TO THE APPROVED PROJECT BUDGET
(MISCELLANEOUS PROJECT NO. 346): Public Works.

7. APPROVE AN AGREEMENT BETWEEN THE CITY OF DOWNEY AND INNOVATIVE
INTERFACES INC. TO RENEW THE SUBSCRIPTION LICENSE FOR LIBRARY CATALOG
SOFTWARE AND HOSTING SERVICES FOR 36 MONTHS; AUTHORIZE THE MAYOR TO
EXECUTE THE AGREEMENT; AND, AUTHORIZE THE CITY MANAGER TO EXECUTE ANY
AMENDMENTS TO THE AGREEMENT: Library.
8. APPROVE AGREEMENT WITH LANDSCAPE WEST MANAGEMENT SERVICES, INC. IN THE
AMOUNT OF $362,160 ANNUALLY FOR CITYWIDE ON -STREET LANDSCAPE MAINTENANCE
SERVICES; AUTHORIZE THE MAYOR TO EXECUTE THE SERVICES AGREEMENT; AND,
AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS: Public Works.
ADOPT RESOLUTION NO. 20- , A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY EXTENDING EXECUTIVE ORDER NO. 1 WHICH AUTHORIZED A
TEMPORARY OUTDOOR DINING PROGRAM TO ALLOW BUSINESSES TO UTILIZE
ADJACENT OUTDOOR AREAS TO SERVICE CUSTOMERS WHEN PREVENTED FROM
INDOOR ACTIVITY DUE TO GOVERNOR OR COUNTY ORDERS.
10. COVID-19 TEMPORARY OUTDOOR BUSINESS ACTIVITY PROGRAM: Community
Development.
ADOPT RESOLUTION NO. 20- , A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY AUTHORIZING A TEMPORARY OUTDOOR BUSINESS ACTIVITY
PROGRAM AND APPROVING GUIDELINES AND PROCEDURES FOR TEMPORARY USE
OF PUBLIC STREETS AND PARKING STALLS WITHIN THE DOWNTOWN CORE

ADOPT RESOLUTION NO. 20- , A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY RATIFYING EMERGENCY ORDER NO. 4 BY THE CITY MANAGER
ACTING AS DIRECTOR OF EMERGENCY SERVICES AUTHORIZING THE TEMPORARY
SUSPENSION OF DOWNEYLINK AND DIAL -A -RIDE FARE COLLECTION FOR RIDERS IN
THE CITY OF DOWNEY.
13. UPDATED COMPREHENSIVE PAY SCHEDULE: Human Resources.
ADOPT RESOLUTION NO. 20- , A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY ADOPTING AN UPDATED COMPREHENSIVE PAY SCHEDULE IN
COMPLIANCE WITH CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5.
14. ADOPT ORDINANCE NO. 20- . AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING AMENDMENT NO. 7 TO 1-5 CONSORTIUM CITIES JOINT POWERS
AUTHORITY AGREEMENT: Administration.

Public Participation and Accessibility for the August 25, 2020 Downey Regular City Council
Meetings
Pursuant to Paragraph 3 of Executive Order N-29-20, executed by the Governor of California on
March 17, 2020, and the County of Los Angeles Department of Public Health Order of the Health
Officer Revised Order issued June 11, 2020 as a response to mitigating the spread of Coronavirus
known as COVID-19 and providing direction for moving the County through Stage 3 of California's
Pandemic Resilience Roadmap, the Special and Regular City Council Meetings scheduled for
Tuesday, August 25, 2020 at 5:30 and 6:30 p.m. will allow members of the public to participate and
address the City Council during the public comment portion of the meetings via teleconference as
well as a limited number, 10, of in person attendees within the City Hall Council Chambers on a first
come, first serve basis.
Below are the ways to participate in the Special Meeting at 5:30 p.m.

Members of the public attending the City Council Meetings in person will be required to comply with the

at City Facilities to help prevent the spread of COVID-19.
Prior to entering the building, attendees will be required to:
1) Participate in a non -contact temperature screening; and,
2) Wear a face covering at all times while inside city facilities.
Although public meetings will re -open for in person attendance, participants are encouraged to continue
accessing the City Council meetings by utilizing participation methods 1 — 3, listed above, as there will
be a limited number of attendees permitted, 10, in the building due to reduced seating capacity to
maintain social distancing standards.
