CALL TO ORDER: Public Works Committee Chair Cotaya called the meeting to order at 4:00 P.M. II. CONSENT CALENDAR: Committee Member Rogers made a motion to approve the Minutes of the January 16, 2020 meeting. The motion was seconded by Committee Member Uva. The Minutes were approved as written. III. OLD BUSINESS: None. IV. NEW BUSINESS: 1. Update on Measure S Projects Mr. Oskoui provided an update on the Measure S Projects. 2. Request for On-Street Disabled Parking Zone at 11404 Horton Avenue Mr. Norris reported that the Department of Public Works received a request for the installation of an on-street disabled parking zone at 11404 Horton Avenue. The residence is a corner lot on Horton Avenue and is located in a parking impacted neighborhood. Staff investigated that in this particular instance, it appears that there is a hardship case and that it is difficult for the resident to get in and out of his vehicle. Staff concluded that it would be beneficial to install an on-street disabled parking zone in front of 11404 Horton Avenue. Discussion followed. MINUTES OF THE PUBLIC WORKS COMMITTEE February 20, 2020 Page 2 Committee Member Christin made a motion that the Public Works Committee approve the request to install an on-street disabled parking zone at 11404 Horton Avenue. The motion was seconded by Committee Member Fox. The vote was unanimously in favor thereof. V. STAFF COMMUNICATIONS Updates were given on the following: 1. CIP 14-18 – Paramount Blvd. Median Island Project between Imperial Hwy. and Firestone Blvd. – has been completed 2. Firestone Blvd. (Old River School Road to west city limit) – has been completed 3. Paramount Blvd. Median Island Improvement Project (Firestone Blvd. to Florence Ave.) – under construction 4. Pavement Restoration Project on Firestone Blvd. (Dolan St. and Myrtle) – under construction 5. Woodruff Ave. Traffic Signal Upgrades and Fiber Optic Communications Project – under construction. 6. Slurry Seal Project, District 4 - to start next week 7. Woodruff Ave. Water Main Replacement Project - Samoline Ave. and Melva St., Patton Rd. and Stewart & Gray Rd. 8. Stewart & Gray Rd. Traffic Signal Upgrades & Fiber Optic Communications Project – awarded 9. Paramount Blvd. Traffic Signal Upgrades & Safety Enhancements Project (between Gardendale and Telegraph Road – will be awarded on Tuesday 10. Bike Master Plan Implementation Project – will be awarded next Tuesday 11. Pavement Rehabilitation Project - Florence Avenue (between Brookshire Ave. and Tweedy Ln) – under design 12. So. Downey Safe Route to School Project – first community meeting will be held tonight at 6:15 PM at Ward Elementary School. VII. NEXT MEETING: March 19, 2020 The Public Works Committee meeting was adjourned at 5:15 P.M.
