MINUTES
Independent Citizens’ Oversight Committee Meeting
April 30, 2020 Downey City Hall – Council Chambers 11111 Brookshire Ave., Downey CA 90241
I. CALL TO ORDER:
The meeting was called to order at 4:00 p.m. by Chair Gafin

II. APPROVAL OF MINUTES FROM JANUARY 15, 2020 MEETING:
It was moved by Member Uva, seconded by Member Pemberton to approve the minutes from the January 15, 2020 meeting. The motion passed 5-0.
III. MEASURE S UPDATE:
Director of Finance, Anil Gandhy, provided committee members with an update on Measure S funds. Specifically, Mr. Gandhy reviewed budget and expenditures for each of the various
projects, as well as Measure S sales tax revenue received.
Mr. Gandhy also discussed the City’s most recent Comprehensive Annual Financial Report
(CAFR) for the fiscal year that ended on June 30, 2019. This report includes a review and audit of expenditures of Measure S funds to disclose how the revenue was utilized and ensure
compliance with the expenditure plans.
Vice Chair Guerra asked what company conducted the City’s auditing. Mr. Gandhy stated that
Lance, Soll and Lunghard, LLP, which is a firm of licensed certified public accountants, conducted the auditing.
Management Analyst Juddy Montenegro stated the CAFR was available on the City website
and said she would email the committee a link to the report after the meeting.
Chair Gafin asked if there were any additional questions for Mr. Gandhy.

Regarding expenditures, Member Pemberton asked if the BearCat tactical vehicle was paid by the Police Department. Mr. Gandhy stated it is being paid by the Measure S capital fund.
Assistant City Manager, John Oskoui, provided an update on the status of all Measure S
projects and referred to Attachment B of the agenda packet to go over projected program costs.
Mr. Oskoui discussed an agenda item taken to the City Council on February 25, 2020, which
authorized budget adjustments to the Measure S projects budget. He explained to the
Committee that on June 25, 2018, the City Council adopted the City's FY2018-19 Annual Budget, which included the approved Measure S Capital Improvement Projects. The budgetary figures for each project were based on preliminary estimates, which had been prepared prior to
start of the design process. As a result of changes to the original scope of work, which
included adding new projects and significantly expanding work scopes, the original cost
estimates had to be revised and amended. The total available funding is estimated at $64,335,000. With the projected cost of
$66,247,000. There will be a need for augmenting the reserves by about $1,912,000. This
amount could be covered from the proceeds of a new real estate transaction and will be
presented to the City Council as part of the City's FY 2020-21 budget in June 2020. Mr. Oskoui stated the only project remaining to go through a public bid process is the Fire
Stations #2 and #4 Expansion and Modernization project. He also provided an update on the
parks projects.
Vice Chair Guerra commented that “Discovery Park” should be changed to “Discovery Sports Complex,” as this is the official name of the park. Mr. Oskoui noted the correction.
Member Pemberton asked why there was an increase in costs for the Theatre. Mr. Oskoui
stated this was due to additional costs related to the new elevator that is being constructed. Member Uva asked if there have been any delays in the projects due to COVID-19. Mr.
Oskoui stated yes, there was a delay specifically in delivery material for the Library project.
IV. PUBLIC COMMENTS:

V. COMMITTEE MEMBER COMMENTS:
All committee members thanked City staff for their work, especially during this pandemic.
Vice Chair Guerra asked if there could be a discussion about having committee member names on all Measure S project plaques. Mr. Oskoui noted request and stated it would be discussed.

The Independent Citizens’ Oversight Committee meeting was adjourned at 4:52 p.m.
