Approve the final construction contract amount of $6,521,818.93 which includes the cost of all issued change orders to the original construction contract. 3. Authorize Notice of Completion to be filed with the County of Los Angeles Recorder's Office. On April 9, 2019, the City Council approved the plans and specifications for the subject project and granted authority to advertise for bids. On May 28, 2019, the City Council awarded a construction contract to NR Development, Inc. in the amount of $6,159,330.00 for completion of work per approved plans and specifications. UPPIMS NR Development, Inc. started the project at Golden Park on August 12, 2019. Work included improvements to the existing community building construction of accessible path of travel to new amenities; installation of six (6) new picnic shelters; installation of rubberized surfacing at play area; construction of a storage shed and refuse containers enclosure; reconstruction of the parking lot; basketball court improvements; baseball field improvements; construction of walking/jogging trail with pedestrian light fixtures; and installation of site furnishings including picnic tables, BBQs, benches, trash receptacles, and drinking fountains. There were five (5) change orders added to the scope of this project, including schedule adjustments, additional concrete removal, changes to the refuse containers enclosure and water closet, main water valve replacement, enhancement of electrical supply, restoration of handball court, gas pipe relocation, drinking fountain enhancements and temporary fence rental. ACCEPTING COMPLETION OF GOLDEN PARK, INDEPENDENCE PARK AND WILDERNESS PARK IMPROVEMENTS PROJECT AUGUST 11, 2020 PAGE 2 The total cost of construction for Golden Park is $2,576,602.54. The project's total cost including design, construction management, inspection services, testing, contract administration and other related costs is $3,008,789.65 (Attachment A). NR Development, Inc. started the project at Independence Park on July 15, 2019. Work included construction of a new community restroom building; installation of playground rubberized surfacing, eight (8) tennis courts; irrigation system adjustments; improvements of the parking lot; and installation of site furnishings including benches and drinking fountains. There were four (4) change orders added to the scope of this project, including installation of additional site furnishings, lighting fixtures , drinking fountain and bottle filler units , credit for revised water and sewer connections, construction of additional concrete walkway at the playground, additional parking lot pavement. The total cost of construction for Independence Park is $1,319,687.69. The project's total cost including design, construction management, inspection services, testing, contract administration and other related costs is $1,593,043.64 (Attachment A). NR Development, Inc. started the project at Wilderness Park on August 12, 2019. Work included improvements to the existing community and restroom building; construction of a new public restroom building; construction of accessible path of travel to new amenities; installation of three (3) new picnic shelters; installation of rubberized surfacing at play area; irrigation system adjustments; construction of refuse containers enclosure; parking lot improvements; and installation of site furnishings including benches and drinking fountains. There were eight (8) change orders added to the scope of this project, including schedule adjustments, temporary fence, community building enhancements, installation of a precast concrete pad per Southern California Edison's request, installation of additional drinking fountain and bottle filler units, main water valve replacement, additional enhancements to the new restroom building, and credits for the sewer connection. The total cost of construction for Wilderness Park is $2,625,528.70. The project's total cost including design, construction management, inspection services, testing, contract administration and other related costs is $3,071,336.99 (Attachment A). Construction work including the original scope of work has been completed in a satisfactory manner. As such, it is recommended that the City Council accept the Golden Park, Independence Park, and Wilderness Park Improvements Project, CIP Nos. 19-32, 19-33, and 19-35, as complete, approve the final construction cost of $6,521,818.93, and authorize the Notice of Completion to be filed with the County of Los Angeles Recorder's Office. Efficiency & Adaptability Quality of Life, Neighborhood & Infrastructure ACCEPTING COMPLETION DFGOLDEN PARK, INDEPENDENCE PARK AND WILDERNESS PARK IMPROVEMENTS PROJECT AUGUST 11.282D PAGE FISCAL IMPACT The City's Capital Improvement Program includes the Golden Park, Independence Park, and Wilderness Park Improvements Project utilizing Measure S Funds (Account Numbers 33-1- 3360-0520, 33-1-3370-0520, and 33-1-3390-0520). The total budget for the improvements project was $7,850,000. The total cost for the project, including construction, design, inspection, construction engineering and management services, and material testing is $7,673,170.28, leaving a balance of $176,829.72 which will be reallocated to the Measure S Capital Improvement Program funds.
