CONSUNJI, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINE DATE: JULY 28, 2020 SUBJECT: AWARD CONSTRUCTION CONTRACT FOR 3d STREET WATER SYSTEM IMPROVEMENTS, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 20-23 That the City Council: Award contract to Toro Enterprises, Inc. in the amount of $1,067,860 for the construction of 3 d Street Water System Improvements, CIP 20-23; and 2. Authorize Public Works additional scope of work approved project budget. Director/City Engineer to execute any change orders or for this project deemed necessary or desirable up to the Water system infrastructure along 3rd Street from Old River School Road to Rives Avenue, Old River School Road from Rio Hondo Place to Pellet Street, and Rio Flora Place west of Old River School Road are in need of improvements to ensure reliable water service for domestic and fire protection purposes. Said water improvements are proposed to be completed in advance of upcoming 3d Street pavement rehabilitation in order to eliminate any impacts to new pavement in the future. Project limits are shown on the attached project location map (Attachment A). On June 9, 2020, the City Council approved plans and specifications and granted authority to advertise the subject project for bids (Attachment B). The proposed water improvements include abandoning of redundant undersized water mains; installation of new water mains, valves, fittings, and appurtenances; replacement of existing fire hydrants; installation of additional fire hydrants where adequate fire water protection is currently lacking; installation of new copper water service lines; and replacement of old water meters with new remote -read advanced water meters to help improve water meter reading efficiencies. Staff reviewed the bid proposal and references provided by Toro Enterprises, Inc. and found that Toro Enterprises, Inc. has satisfactorily completed projects for Camrosa Water District, Toll Brothers, as well as the Cities of Oxnard and Ventura. Toro Enterprises, Inc.'s state contractor's license is "current and active" and it is registered with the California Department of Industrial Relations (DIR) for Labor Compliance. Staff recommends that the City Council award a contract to Toro Enterprises, Inc. for the construction of 3rd Street Water System Improvements, CIP 20-23. Construction is anticipated to begin in August 2020 and be completed by January 2021. This project is categorically exempt per Section 15302 Class 2(c) of the California Environmental Quality Act Guidelines.
