Approve the final construction contract amount of $6,955,436.76 which includes *tt cost of all issued contract change orders. 3. Authorize a budget adjustment for the Discovery Park Improvements (CIP No. 19-30) from the previously approved amount of $2,600,000 to $2,639,046. On April 9, 2019, the City Council approved the plans and specifications for the subject project and granted authority to advertise for bids. On July 23, 2019, the City Council awarded a construction contract to Environmental Construction, Inc. in the amount of $6,485,620.00 for completion of work per approved plans and specifications. x�* Environmental Construction, Inc. started the project at Discovery Park on September 3, 2019. Work to provide one synthetic turf soccer field (Field No. 1); one natural turf soccer field (Field No. 2); new irrigation system; existing 20-foot high soccer ball containment netting along the perimeter of fields, upgrade 8 metal halide light fixtures to LED fixtures at Field No. 1; new concrete walkway along northern side of soccer fields to create connections to existing sidewalks, two 10' x 10' storage containers; new trash enclosure; installation of site furnishing (picnic tables, BBQs, benches, trash receptacles, and drinking fountains); and other ACCEPTING COMPLETION OF DISCOVERY PARK AND FURMAN PARK IMPROVEMENTS PROJECT (CIP NO. 19-30 AND CIP NO. 19-31) AS COMPLETE AND AUTHORIZING THE ASSISTANT CITY MANAGER TO ISSUE AND FILE A NOTICE OF COMPLETION JULY 28, 2020 PAGE 2 miscellaneous related work was completed on April 2, 2019. There were seven (7) change orders added to the scope of this project, including windscreen for the temporary fence, a potable water connection and meter, tree trimming for ball safety netting, additional turf areas, and added enhancements to the synthetic field and monument sign. The total cost of construction for Discovery Park is $2,277,191.19. The project's total cost is $2,639,045.79 (Attachment A). Environmental Construction, Inc. started construction activities at Furman Park on September 3, 2019. Work included upgrades to Building No. 1 and Building No. 2, conversion of existing accessible unisex restrooms, construction of one (1) new attached restroom structure; installation of a new irrigation system; installation of new turf at softball fields; upgrade of the primary park entrance; resurfacing of 3 tennis courts and converting one tennis court to an all - sport court; resurfacing the existing parking lot and expanding it by adding twenty-two (22) new stalls at southern side of the park; replacing 2 large picnic shelters with 1 new large and 3 new medium size picnic structures; replacing the trash enclosure with new masonry enclosure to hold 8 roll -off bins; installing site furnishings (picnic tables, BBQs, benches, trash receptacles and drinking fountains; and other miscellaneous related work was completed on July 2, 2020. There were ten (10) change orders added to the scope of this project, including windscreen for temporary fence, additional turf area preparation, removal and disposal of existing beams, additional drinking fountain and bottle filler, path and shade structure revisions, additional soils excavation, electrical service panel upgrade, improvements to the tot lot, additional decomposed granite on walking trail, monument sign enhancements, additional concrete drainage structure, installation of additional filter for irrigation system, and electrical to HVAC units. The total cost of construction for Furman Park is $4,678,245.57. The project's total cost is $5,391,626.12 (Attachment A). Construction work including the original scope of work has been completed in a satisfactory manner and in accordance with the approved plans and specifications. As such, it is recommended that the City Council accept the Discovery Park and Furman Park Improvements Project, CIP Nos. 19-30 and 19-31, as complete, approve the final construction cost of $6,955,436.76, and authorize the Notice of Completion to be filed with the County of Los Angeles Recorder's Office. Efficiency & Adaptability Quality of Life, Neighborhood & Infrastructure The City's 2018-20 Capital Improvement Program includes the Discovery Park Improvements and Furman Park Improvements Project utilizing Measure S Funds (Account Numbers 33-1- 3340-0520 and 33-1-3350-0520). The estimated budget for the subject project was ACCEPTING COMPLETION OF DISCOVERY PARK AND FURMAN PARK IMPROVEMENTS PROJECT (CIP NO. 19-30 AND CIP NO. 19-31) AS COMPLETE AND AUTHORIZING THE ASSISTANT CITY MANAGER TO ISSUE AND FILE ANOTICE QFCOMPLETION JULY28.2D2D PAGE $8,000,000.00. The total cost for the project, including construction, design, inspection, construction engineering and management services, material testing, abatement and contract administration is $8,030,671.91. The required additional funding in the amount of $ 30,671.91 will be allocated from the Measure S program funds.
