SUBJECT: ACCEPT WORK FOR WOODRUFF AVENUE TRAFFIC SIGNAL FIBER-OPTIC
COMMUNICATION SYSTEM AND UPGRADES, CAPITAL IMPROVEMENT
PROJECT (CIP) NO. 17-06
That the City Council:
1) Accept work for Woodruff Avenue Traffic Signal Fiber -Optic Communication System and
Upgrades, CIP No. 17-06;
2) Approve final construction contract amount of $833,036.22; and
3) Authorize Public Works Director/City Engineer to file Notice of Completion with the Los
Angeles County Recorder's office.

On April 23, 2019, the City Council approved plans and specifications (Attachment A) for Woodruff
Avenue Traffic Signal Fiber -Optic Communication System and Upgrades and granted authority to
advertise for bids. On July 9, 2019, the City Council awarded a construction contract in the amount
of $787,277 to Select Electric, Inc. for this project. On September 5, 2019, work commenced and
was completed on June 24, 2020.
This project installed fiber-optic communications and traffic signal upgrades along the Woodruff
Avenue corridor between Firestone Boulevard and the South City Limit in order to facilitate traffic
signal operations and surveillance. This project also completed the following improvements:
• Construction of approximately 7,500 feet of fiber-optic communications conduit and cable and
associated field elements along Woodruff Avenue between Stewart & Gray Road and Foster
Road
• Upgrading the existing traffic signal at Stewart & Gray Road, including installation of video
detection cameras as well as reconstruction of all curb ramps and cross gutter on the west leg
of the intersection
• Installation of fiber-optic communication hubs at the Stewart & Gray Road and Imperial Highway
intersections
• Integration of fiber-optic communications and field elements with the Traffic Management
Center.
A total of three change orders were issued totaling $78,171.58, which included re-routing
communications conduit at the Imperial Highway and Washburn Road intersections around
unforeseen underground box culverts; removal of abandoned box culverts at the northwest and

northeast corners of the Stewart & Gray Road intersection; installation of a pedestrian push button
post at the southwest corner of said intersection, relocation of fiber-optic hub cabinet from Firestone
Boulevard to Stewart & Gray Road; installation of additional striping and pavement markings; and
additional compensation for installation of traffic signal pole at the northwest corner of the Stewart &
Gray Road intersection due to low overhead utility clearances and associated work. In addition,
there was a reduction in project cost totaling $32,412.46 due to reduction in constructed quantities
on several line items as well as a credit for allowing the contractor to remove portions of as opposed
to entire existing traffic signal pole foundations.
All improvements were completed in accordance with the approved plans and specifications. Staff is
recommending that the City Council accept the project as complete.
Quality of Life, Infrastructure and Parks
The final cost of the construction contract, including base contract amount, change orders and
overall reduction in quantities, is $833,036.22. The total final cost of the project is $1,170,199.50,
broken down as follows:
