Authorize procurement of additional construction services for this project for adjustment of utility covers. For purposes of expediting approval of federal funds, adjustment of utility (i.e., storm drain, sewer, telephone, etc.) manhole and valve covers and frames to grade will be completed separately through the services of another contractor. The City's Pavement Management Information System (PIS) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. The City's PMIS evaluates, ranks and prioritizes each City street segment based on surface conditions (cracking, surface failures, rutting, etc.), pavement structural strength and other field observations. Street segments earmarked for improvements are identified as priorities based on the condition of the pavement for the given street segment relative to the pavement condition of other street segments throughout the City. Old River School Road between Imperial Highway and Arnett Street has been identified as an arterial street which has deteriorated to a state of disrepair due to severe wear and tear on the pavement beyond what ordinarily could be handled through routine street maintenance practices and, therefore, must be reconstructed. In addition, this roadway consists of both asphalt and concrete riding surfaces which contribute to poor ride quality. In order to improve 'the ride quality, a uniform asphalt pavement riding surface will need to be provided. The pavement reconstruction proposed for the subject portion of Old River School Road will raise the condition of the pavement to an acceptable standard and will extend the life of the infrastructure by 20 years. In 2015, the City adopted its Bicycle Master Plan (BMP). The BMP contains a series of bike routes throughout the City intended to provide a network for bike travel in a relatively safe manner to key destinations (i.e., schools) within and outside the City as well as establish connectivity with neighboring jurisdictions and regional bike trails along the Los Angeles, Rio Hondo and San Gabriel Rivers. Old River School Road is identified in the BMP as a designated bike route with a combination of Class 11 bike lanes and Class III bike routes. The proposed CAPITAL IMPROVEMENT PROJECT NO. 16-20 OLD RIVER SCHOOL ROAD PAVEMENT REHABILITATION PROJECT JULY 28, 2020 PAGE #2 rehabilitation of the pavement on Old River School Road will provide a good opportunity to implement Class II bike lanes and Class III bike routes along Old River School Road within the project limits. Given the existing street width of Old River School Road, there is insufficient width to maintain two travel lanes in each direction and accommodate the proposed bike lanes to be installed through this project. Therefore, the number of travel lanes on Old River School Road will be reduced from two to one in each direction where bike lanes are to be installed. In order to gain acceptance of the travel lane reductions from the public, a community outreach effort is currently under way to educate the public on the purpose and need for the proposed bike lanes. A consultant has been retained by the City to provide the outreach services, who will prepare and distribute the outreach materials consisting of a fact sheet and postcards which will highlight the benefits of the bike lanes. The postcards will be mailed and the fact sheet will be disseminated through the City's social media page to residents and key stakeholders in the vicinity of the project limits so they will be aware of this component of the project and be given an opportunity to comment. Responses will be prepared for all comments received in order to make sure the respondents, whom will also be individually contacted, comprehend the advantages of incorporating the bike lanes into the project and the benefits of providing the bike lanes are, understood as well. Old River School Road between Imperial Highway and Arnett Street is shown on the project location map (Attachment A). The plans and specifications (Attachment B) for Old River School Road Pavement Rehabilitation Project are complete and the project is now ready for solicitation of bids. This project will include the following improvements: • Rehabilitation of existing pavement, including removal and reconstruction of asphalt concrete base course, cold milling existing asphalt pavement, placement of asphalt concrete leveling course and rubberized asphalt concrete overlay • Replacement of non-standard curb ramps and uplifted or damaged curb and gutter and sidewalk in compliance with the Americans with Disabilities Act (ADA) requirements • Implementation of Class II and Class III bike facilities • Replacement of incidental striping and signage • Installation of traffic signal communications conduit and fiber-optic cables, pull boxes and termination panels For purposes of expediting approval of federal funds for this project, adjustment of utility (i.e., storm drain, sewer, telephone, etc.) manhole and valve covers and frames to grade will be completed separately through the services of another contractor. Staff is estimating that cost of these services is $68,700. Construction is anticipated to begin in September 2020 and be completed in April 2021. This project is categorically exempt from the provisions of California Environmental Quality Act under Section 15301(c), Existing Facilities.
