CALL TO ORDER: The meeting was called to order at 4:00 p.m. by Chair Gafin Members Present: David R. Gafin Chair Mario A. Guerra Vice Chair Dorothy Pemberton Committee Member Donald LaPlante Committee Member Carrie Uva Committee Member Member Absent: None City Staff: John Oskoui Assistant City Manager Anil Gandhy Director of Finance Juddy Montenegro Management Analyst II. APPROVAL OF MINUTES FROM OCTOBER 23, 2019 MEETING: It was moved by Member Uva, seconded by Member Pemberton to approve the minutes from the October 23, 2019 meeting. The motion passed 5-0. III. MEASURE S UPDATE: Director of Finance, Anil Gandhy, provided committee members with an update on Measure S funds. Specifically, Mr. Gandhy reviewed budget and expenditures for each of the various projects, as well as Measure S sales tax revenue received. Assistant City Manager, John Oskoui, provided an update on the status of all Measure S projects. Mr. Oskoui stated there are two (2) bidding processes remaining; one for Fire Station #2 and one for Fire Station #4. Mr. Oskoui also re-emphasized that $50 million was divided up among all projects, and an additional $6 million from a Promenade property sale was added for fire station projects. He explained how some initial project estimates were not sufficient, so adjustments have to be made accordingly. Mr. Oskoui mentioned he would be going before the City Council to receive authorization to make these budget adjustments to the Measure S Infrastructure and Facilities Improvement Projects. Member Pemberton asked about the deadline for completing all Measure S projects. Mr. Oskoui confirmed that all projects are to be complete by December 2020. INDEPENDENT CITIZENS’ OVERSIGHT COMMITTEE - MINUTES, JANUARY 15, 2020 Vice Chair Guerra stated that the committee’s job is to oversee and make sure money is being spent accordingly. He praised City staff in managing the various projects and securing the funding needed to complete them. Member LaPlante asked how much funding the City received from the Rivers and Mountains Conservancy (RMC) for the Wilderness Park Ponds project. Mr. Oskoui stated approximately $3 million was awarded from RMC. Chair Gafin asked if contingency fees were accounted for when proposals went out to contractors. Mr. Oskoui confirmed they were in fact included. Vice Chair Guerra asked for clarification on the item listed as “FDM Win 6 RMS Transition”. Mr. Gandhy explained these were the radio systems for the Fire Department. IV. PUBLIC COMMENTS: None. V. COMMITTEE MEMBER COMMENTS: Member Pemberton stated she was very pleased with the recent bus tour for the Measure S projects and thanked staff for coordinating. VI. STAFF COMMENTS: None. VII. ADJOURNMENT: The Independent Citizens’ Oversight Committee meeting was adjourned at 4:59 p.m.
