CONSUNJI, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER6L DATE: JULY 14, 2020 SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE PROJECT IMPLEMENTATION OF THE ART PLAZA AT THE SOUTHWEST CORNER OF DOWNEY AVENUE AND 2ND STREET, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 21-10 That the City Council: 1. Approve plans and specifications and authorize implementation of the Art Plaza at the southwest corner of Downey Avenue and 2nd Street, CIP No. 21-10; 2. Authorize City Manager to execute contract agreements in a form acceptable by City Attorney; and C Authorize Director of Public Works/City Engineer to execute any change orders or additional scope of work as deemed necessary up to the approved project budget. On November 22, 2005, the City Council adopted the original Art in Public Places Program. The goal of Downey's Art in Public Places Program is to provide original artworks that are easily accessible to the general public throughout the City. The Art in Public Places Program is designed to offer a wide range of artistic styles, themes, and media, all of outstanding quality. The unique variety of artistic styles is chosen to provoke discussion and encourage comment. The program is dependent on public -private cooperation between the City, artists, and developers. The program also provides the City Council with the flexibility to initiate public art projects on City -owned property and to provide for faces where public art is displayed. City staff has been working with Council Members of the Downtown Subcommittee regarding various art installations in the Downtown. Staff and the Council Members agreed upon the creation of an "Art Plaza" at the southwest corner of Downey Avenue and 2nd Street as depicted on the attached plans and material concepts (Attachments A and B). The Art Plaza will host outdoor furniture and a pre -approved art piece. The Art Plaza has been designed in partnership with Gywnne Pugh Urban Studio, and the art piece with the National Sculptor's Guild. CAPITAL IMPROVEMENT PROJECT NO. 21-10 ART PLAZA AT THE SOUTHWEST CORNER OF DOWNEY AVENUE AND 2ND STREET JULY 14, 2020 PAGE 2 The plans and specifications for the Art Plaza are complete and the project is now ready for solicitation of construction bids through an informal bidding process to expedite the work. A portion of the Art Plaza work will be completed by City forces while other work will be completed by contractors. The work to be completed by City staff under this project generally consists of the removal of existing landscaping and irrigation system, benches and trash receptacles, ornamental light pole, and pull box. The work to be completed by contractors consists of demolition of existing hardscape and sidewalk; site preparation and grading; installation of concrete footings, slab and pavers; installation of bronze sculpture, landscape furniture, trash receptacles, and bollards; and appurtenant work. Upon approval, staff will proceed with soliciting bids for construction as well as ordering the materials. Construction is anticipated to begin in August 2020 and will be completed by October 2020. This project is categorically exempt from the provisions of California Environmental Quality Act under Section 15301(c), Existing Facilities.
