Reject bid protests received from Klassic Engineering and Construction, Inc. and R.C. Construction Services, Inc. 2. Award a construction contract, in the amount of $6,002,302.17 to Hoffman Managerne & Construction Corporation for the Fire Stations 2 and 4 Modernization and Expansio CIP No. 19-37-02 and CIP No. 19-37-04. 1 3. On June 19, 2020, a second addendum was issued which outlined the requirements for maintaining the existing landscaping and irrigation system in front of Fire Station 2 and Fire Station 4, as well as answering pre -bid requests for information. 4 (A &M r6r*A_*q Me] 1 W E4 I L01001-6 "la-71TV 115 M I V011 AWARD A CONSTRUCTION CONTRACT TO HOFFMAN MANAGEMENT & CONSTRUCTION CORPORATION FOR FIRE STATION 2 AND FIRE STATION 4 MODERNIZATION AND EXPANSION PROJECT (CIP NO. 19-37-02 AND CIP NO. 19-37-04) JULY 14, 2020 PAGE 2 submitted bid protests by the City's outside counsel, it has been recommended that the City Council deem both submitted bid protests to be without merit. The lowest responsive and responsible bidder is Hoffman Management & Construction Corporation of Los Angeles, California. The bid amount for Fire Station 2 is $2,762,094.50 and for Fire Station 4 is $3,240,207.67 for a total bid amount of $6,002,302.17. Staff has confirmed that Hoffman Management & Construction Corporation possess the specified contractor license and that the license is current and in good standing. Additionally, verbal qualification interviews with randomly selected Hoffman Management & Construction Corporation's references were completed and the responses were all satisfactory. Below is a summary of the scope of if implementation schedule and other relevant data related to each project: • Enlarged and improved Apparatus Bay • Replacement of existing shared dorm room; restroom and shower; and locker room with 7 sing le -occupancy dorm rooms sharing individual bathrooms at a typical ratio of 1 bathroom for every 2 dorm rooms. • New and modernized support spaces including exercise room, dayroom, kitchen, and separate dining area. • Refreshed exterior palette of metal panels, aluminum frame windows, and stucco, plus updated building graphics. • Existing Station Area 3,047 square feet. • Total New Station Area 6,791 square feet, • Enlarged and improved Apparatus Bay • Replacement of existing shared dorm room; restroom and shower; and locker room with 7 sing le -occupancy dorm rooms sharing individual bathrooms at a typical ratio of 1 bathroom for every 2 dorm rooms. • New/modernized support spaces including exercise room, dayroom, kitchen, and separate dining area. • Refreshed exterior palette of metal panels, aluminum frame windows, and stucco plus updated building graphics. • Existing Station Area 3,793 square feet. • Total New Station Area 7,693 square feet. Staff respectfully requests that the City Council award a construction contract in the amount of $6,002,302.17 to Hoffman Management & Construction Corporation for the Fire Station 2 and Fire Station 4 Modernization and Expansion Project. Construction will start on July 27, 2020. The projected completion date is February 26, 2021. The Estimated Project Cost Summary is attached to this report (Attachment C). The City's Measure S Program includes funding for the subject project in the amount of $8,900,000. (Account Nos. 33-1-3312-0520 and 33-1-3314- 0520).
