Revised No. 8712-W
GSWC is seeking authorization from the California Public Utilities Commission
(Commission) to increase the water rates in its Region 2 CSA by $2,259,660 or 1.62% to offset
purveyor rate changes for purchased electricity, purchased water and pump tax costs.
Advice Letter No. 1822 W -2- June 23, 2020
Background
Purchased Electricity for the Region 2 CSA is obtained from Southern California Edison (SCE)
and the City of Los Angeles Department of Water and Power (LADWP). SCE implemented an
energy rate change in May 2020. This resulted in an increase in GSWC's annual purchased
electricity expense of $239,660 above the amount currently reflected in GSWC's rates.
GSWC purchases water from various purveyors within Region 2. On January 1, 2020, Central
Basin MWD, West Basin MWD, City of South Gate, City of Lakewood, and Suburban Water
Systems increased their water rates. This resulted in an increase in GSWC's annual purchased
water expense of $1,438,988.
GSWC leases water rights from various sources to meet its over -pumping obligation. As of fiscal
year July 1, 2019, the rates for leased water rights for the Central and West basins have
decreased. This resulted in a decrease in GSWC's annual leased water expense of ($49,464)
below the amount currently reflected in GSWC's rates.
GSWC pays a replenishment assessment to the Water Replenishment District of Southern
California (WRD) for all water pumped. Effective July 1, 2020, WRD will increase their rates for
pump taxes. This will result in an increase in GSWC's annual pump tax expense of $593,847
above the amount currently reflected in GSWC's rates.
Revenues to cover the supply expense rate changes would also increase the uncollectible and
franchise fees expenses by $8,067 and $28,562, respectively, above the amounts currently
reflected in GSWC's rates.
As shown in the supporting workpapers, an increase of $2,259,660 or 1.62% is needed to offset
the overall supply expense increase in Region 2.
Copies of detailed workpapers supporting the proposed rate increase and rate calculations
have been provided to the Commission Staff in accordance with Standard Practice U-27-W.
Effective Date
This advice letter is submitted with a Tier 1 designation. GSWC is requesting this filing
become effective July 1, 2020.
Notice
This is a Tier 1 advice letter that does not require customer notification, as provided in
Water Industry Rule 7.3.1 of General Order 96-B. GSWC will notify its customers of this
rate increase by placing a message on the customer's water bills that are generated after
the increase goes into effect. GSWC has attached a copy of its Customer Notice Verification
with the drafted bill message language.

6. The relief requested in the AL is unjust, unreasonable, or discriminatory, provided
that such a protest may not be made where it would require re -litigating a prior
order of the Commission.
A protest may not rely on policy objections to an AL where the relief requested in the AL
follows rules or directions established by statute or Commission order applicable to the
utility. A protest shall provide citations or proofs where available to allow staff to properly
consider the protest.
DWA must receive a response or protest via email (or postal mail) within 20 days of the
