A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DOWNEY
APPROVING PLN -10-08122 (SIGN), THEREBY APPROVING A PLANNED SIGN
PROGRAM FOR THE LOCATION AND APPEARANCE OF SIGNS WITHIN A MULTI -
TENANT OFFICE BUILDING ON PROPERTY LOCATED AT 8077 FLORENCE
AVENUE, ZONED C -P (PROFESSIONAL OFFICE).
THE PLANNING COMMISSION OF THE CITY OF DOWNEY DOES RESOLVE AS
FOLLOWS:
SECTION 1. The Planning Commission of the City of Downey does hereby find,
determine and declare that:
A. On October 1, 2010, the applicant submitted an application for PLN 10-08122
(Planned Sign Program) — a request to approve a Planned Sign Program for the
location and appearance of signs within a multi -tenant office building on property
located at 8077 Florence Avenue, zoned C -P (Professional Office) and,
B. On November 10, 2010, staff deemed the application for PLN 10-08122
(Conditional Use Permit) complete, thus allowing it to be scheduled for public
hearing; and,
C. On November 4, 2010 the public notice was published in the Downey Patriot.
Additionally, November 5, 2010, notice of the pending public hearing was mailed
to all property owners within 500' of the subject site. ; and,
D. The Planning Commission held a duly noticed public hearing on November 17,
2010, 2009 and continued the public hearing for application to December 1,
2010;
E. The Planning Commission held a public hearing on December 1, 2010 and after
fully considering all oral and written testimony and facts and opinions offered at
the aforesaid public hearing adopted this resolution, subject to conditions of
approval (Exhibit A).
SECTION 2. The Planning Commission further finds, determines and declares the
environmental impact of the proposed development has been reviewed and has been found to
be in compliance with the California Environmental Quality Act (CEQA) and is categorically
exempt from CEQA, pursuant to Guideline Section No. 15301 (Class 1, Existing Facilities).
SECTION 3. Having considered all of the oral and written evidence presented to it at
said public hearings, the Planning Commission further finds, determines and declares that:
1. The proposed sign is permitted within the zone and complies with all
applicable provisions of this chapter, the General Plan, and any other
applicable standards.
The subject site is within the C -P zone, which permits the use of wall signs. The
proposed Planned Sign Program limits the wall signs to appropriate locations for
each tenant. It is staff's opinion that the proposed sign program complies with all
the applicable provisions of the Zoning Code.

2. The sign is in proper proportion to the structure or site on which it is
located.
The Planned Sign Program addresses the design of the existing budding by
providing the appropriate locations and standards for wall signs. It is staff's
opinion that all the proposed wall signs will be in proper proportion to the
building's facades.
3. The sign materials, color, texture, size, shape, height, and placement are
compatible with the design of the structure(s), property, and neighborhood
of which it is a part.
As noted in the previous finding, it is staff's opinion that the signs are compatible
with the building and the site. However, staff has recommended a condition of
approval further defining design and construction of these and future signs.
4. The sign's illumination is at the lowest reasonable level as determined by
the City Planner, which ensures" adequate identification and readability, and
is directed solely at the sign or is internal to it.
All of the signs are halo illuminated with LED to reduce the brightness of the sign.
In addition to this, staff has recommended a condition of approval to include
provision for the use of internal LED strands to illuminate all future signs. The
City Planner has reviewed this lighting source and has agreed that it is set at the
minimum standard needed to ensure that there is adequate readability of the
signs.
5. The sign is not detrimental to the public interest, health, safety, or welfare.
It is staff's opinion that all wall mounted signs at the subject property are set at a
sufficient height and setback, such that they will not create a detrimental impact
to the public interest, health, safety, and/or welfare.
6. The sign is in compliance with Section 9624, Lighting and Design
Standards.
All signs on site are internally illuminated, which is in compliance with Municipal
Code Section 9624.
SECTION 4. Based upon the findings set forth in Sections 1 through 3 of this
Resolution, the Planning Commission of the City of Downey hereby approves PLN -10-08122
(SIGN), subject to conditions of approval attached hereto as Exhibit A, which are necessary to
preserve the health, safety and general welfare of the community and enable the Planning
Commission to make the findings set forth in the previous sections. The conditions are fair and
reasonable for the accomplishment of these purposes

1) The approval of PLN -10-08122 (SIGN), approves a Planned Sign Program defining the
location, color, and size of all signs for a multi -tenant commercial building at 8077
Florence Avenue as indicated in the table below and attached Planned Sign Program
(Exhibit B):

2) Approval of this Planned Sign Program shall not be construed to mean any waiver of
applicable and appropriate zoning regulations, or any Federal, State, County, and City
laws and regulations. Unless otherwise expressly specified, all other requirements of
the City of Downey Municipal Code shall apply.
3) The City Planner is authorized to make minor modifications to the approved preliminary
plans or any of the conditions if such modifications shall achieve substantially the same
results as would strict compliance with said plans and conditions.
4) All conditions of approval PLN -10-08122 shall be complied with before the Planned Sign
Program becomes valid.
5) Prior to the issuance of any building permit for a sign, said sign shall comply with this
Planned Sign Program, with exception of window signs and non -permit signs, which
shall -comply with the requirements of the Downey Municipal Code.
6) The following changes shall be incorporated into the Planned Sign Program:
All non -registered and/or non -trademarked wall signs shall be designed and constructed
as follows:
- Wall sign type: Reverse Halo Illuminated Channel Lettering
- Font type: Times New Roman, serif
- Color: Satin Enamel Finish in Dunn Edwards DEA187, Black or the like
- Illumination: Interior light -emitting diode, also known as LED lighting
Registered and/or trademarked wall signs shall be constructed as follows:
- Wall sign type: Reverse Halo Illuminated Channel Lettering
- Illumination: Interior light -emitting diode, also known as LED lighting
