A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
DOWNEY APPROVING A SPECIAL EVENT PERMIT (PLN -10-08099),
THEREBY ALLOWING A ONE (1) DAY OUTDOOR EVENT ON SATURDAY,
OCTOBER 30, 2010, ON PROPERTY LOCATED AT 9001 PARAMOUNT
BLVD, ZONED R-1 7,500 (SINGLE FAMILY RESIDENTIAL)
THE PLANNING COMMISSION OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The Planning Commission of the City of Downey does hereby find,
determine and declare that:
A. On September 21, 2010, the applicant submitted an application for a Special Event
Permit, to allow an outdoor carnival to take place in part of the parking lot of the
subject site; and,
B. On October 5, 2010, staff deemed the application complete; and,
C. October 7, 2010, notice of the pending application was mailed to all property owners
within 500' of the subject site and published in the Downey Patriot; and,
D. The Planning Commission held a duly noticed public hearing on October 20, 2010
and after fully considering all oral and written testimony and facts and opinions
offered at the aforesaid public hearing adopted this resolution, subject to conditions
of approval (Exhibit A).
SECTION 2. The Planning Commission further finds, determines and declares the
environmental impact of the proposed development has been reviewed and has been found to
be in compliance with the California Environmental Quality Act (CEQA) and is categorically
exempt from CEQA, pursuant to Guideline Section No. 15304 (Class 4, Minor Alterations to
Land).
SECTION 3. Having considered all of the oral and written evidence presented to it at
said public hearings, the Planning Commission further finds, determines and declares that:
1. That the proposed activity or use will be consistent with the objectives, policies, and
general land uses and programs specified in the City's General Plan. General Plan
Policy 8.4.3 states, "Enhance the City's existing cultural resources," which, in part, is
implemented by Program 8.4.3.2 that states "Support and encourage community
events..." The proposed Special Event Permit will allow a one day church carnival that
is open to the community and will have family friendly activities. For this reason, the
special event is consistent with the General Plan Policy 8.4.3.
2. That the proposed activity or use is consistent with other provisions of Article IX of the
Downey Municipal Code. The proposed special event will be located within a portion if
the church parking lot. There will be no permanent structures and operation of the event
will not hinder the movement of traffic (on and/or off site) or create impacts unto
adjoining properties. Furthermore, there is sufficient onsite parking to accommodate the
patrons of the event. Therefore, the special event is consistent with the other provisions
of Article IX of the Municipal Code. .
3. That the proposed activity or use will not result in conditions or circumstances contrary to
the public health, safety, and general welfare. The proposed event will not create a
significant impact to surrounding properties. The location of the event will not hinder

traffic circulation or pedestrian movement. The event will not create a condition of
circumstance that is contrary to the general public health, safety, or welfare.
SECTION 4. Based upon the findings set forth in Sections 1 through 3 of this
Resolution, the Planning Commission of the City of Downey hereby approves the Special Event
Permit (PLN -10-08099), subject to conditions of approval attached hereto as Exhibit A, which
are necessary to preserve the health, safety and general welfare of the community and enable
the Planning Commission to make the findings set forth in the previous sections. The conditions
are fair and reasonable for the accomplishment of these purposes
SECTION 5. The Secretary shall certify the adoption of this Resolution.

EXHIBIT A - CONDITIONS
PLANNING
1) The approval of Special Event Permit (PLN -10-08099) permits a one (1) day outdoor
event to occur within the parking lot of the Cornerstone Christian Center located at 9001
Paramount Blvd on Saturday, October 30, 2010.
2) Approval of this Special Event Permit shall not be construed to mean any waiver of
applicable and appropriate zoning regulations, or any Federal, State, County, and City
laws and regulations. Unless otherwise expressly specified, all other requirements of
the City of Downey Municipal Code shall apply.
3) The City Planner is authorized to make minor modifications to the approved preliminary
plans or any of the conditions if such modifications shall achieve substantially the same
results as would strict compliance with said plans and conditions.
4) All conditions of approval set forth in this resolution shall be complied with before the
Special Event Permit becomes valid.
5) Operation of the event shall be limited to October 30, 2010 from 1:00 p.m. to 6:00 p.m.
only.
6) Setup for the event shall occur no earlier than 8:00 a.m. on Friday, October 29, 2010
and the event shall be cleaned up no later than Sunday, October 31, 2010 at 6:00 p.m.
7) There shall be no alcohol sales, unless the applicant obtains the appropriate temporary
permits from the State of California Department of Alcoholic Beverage Control.
8) Live entertainment (dj, dancing, amplified music, etc) shall be permitted during the hours
of the event.
9) The applicant shall obtain all necessary permits from the Fire Department for temporary
canopies.
10) The applicant shall obtain all necessary permits from the Building Department for any
temporary generators.
11) All temporary signs shall comply with the requirements set forth in the Downey Municipal
Code.
12) The applicant shall have volunteers patrol the parking areas and site perimeter to pick
up trash and litter during all hours of the event.
13) All animal waste from the horses and within the petting zoo shall be immediately picked
up and stored in a closed container.
14) Church restroom facilities shall be open and made available to patrons of the event. (END)
