SPECIAL MEETING

The City Council of the City of Downey held a Special City Council Meeting on May 26, 2020, at
5:35 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, with Mayor Pacheco presiding.

It was moved by Council Member Saab, seconded by Council Member Ashton to approve the
Closed Session Minutes of May 12, 2020, with Council Member Rodriguez and Mayor Pro Tern
Frometa excused, so ordered by Mayor Pacheco.

Mayor Pacheco asked City Clerk Duarte if there was anyone on the teleconference line who
would like to comment on the Closed Session Items. Mayor Pacheco asked City Clerk Duarte if there
were any written comments on the Closed Session Items.
Brian Heyman, resident, commented in opposition to Item No. 1 during the COVID-19
pandemic.
Armando Herman, resident, commented in opposition to Item No. 1 during the COVID-19
pandemic; and, in support of Item Nos. 2 and 3.
Having no one else, Mayor Pacheco closed public comment.
Mayor Pacheco announced the City Council is recessing to Closed Session at 5:37 p.m. to
discuss matters under the authority of the following sections of the Government Code:
1. Government Code Section 54957.6 - Conference with labor negotiators John Oskoui/James
McQueen re: direction for labor negotiations with Downey Police Management Association.
2. Government Code Section 54956.95 - Liability Claim - Worker's Compensation Claim
Claimant: Wai Lee - Claim No.: Worker's Compensation Appeals Board Case # ADJ11712861.
3. Government Code Section 54956.95 - Liability Claim - Worker's Compensation Claim
Claimant: Edward Haupt - Claim No.: Worker's Compensation Appeals Board Case # ADJ9662054
and ADJ10369998.

City Attorney Abich Garcia reported the closed session report as follows: In regards to Item No.
1, the City Council received a status report and provided direction to its labor negotiators; in regards to
Item No. 2, the City Council received a status report and provided direction to its legal counsel; in
regards to Item No. 3, the City Council received a status report and provided settlement direction to its
legalcounsel.
Mayor Pacheco adjourned the Special City Council meeting at 6:35 p.m.
