Authorize Public Works Director/City Engineer to execute any change orders or additional scope of work deemed necessary or desirable up to the approved project •• As part of the City's annual sanitary sewer maintenance program, a number of the City's sewer mains are assessed to identify areas in need of repairs to ensure continued efficiencies of the sewer main system. Sewer mains on Bigby Street, Kingbee Street, Stamps Avenue, Suva Street and Tweedy Lane along with a sewer manhole at the intersection of Imperial Highway and Downey Avenue are in need of repairs and rehabilitation to ensure that the City is able to continue to use this infrastructure to provide reliable sewer service to the community. Project limits are shown on project location map (Attachment A). The proposed sanitary sewer improvements include removing and replacing damaged sewer pipe and a manhole ring and cover at spot locations on the above mentioned streets (Attachment B). Due to the repair nature of the sewer work, the project was informally bid on May 18, 2020. On May 26, 2020, two bids were received ranging • $82,700 to $103,400. Staff reviewed the bid proposal submitted by Miramontes Construction Company, Inc. and found that Miramontes Construction Company, Inc. has satisfactorily completed projects for the City of Downey in the past. Miramontes Construction Company, Inc.'s state contractor's license is "current and active" and they are registered with the California Department of Industrial Relations (DIR) for Labor Compliance. Staff recommends that the City Council award a contract to Miramontes Construction Company, Inc. for Miscellaneous Sewer Spot Repairs and Manhole Rehabilitation, Miscellaneous Project No. 324. Work is anticipated to begin in late June 2020 and be completed in early July 2020, weather permitting. This project is categorically exempt per Section 15302 Class 2(c) of the California Environmental Quality Act (CEQA) Guidelines.
