SUBJECT: AWARD CONTRACT FOR INSTALLATION OF CATCH BASIN INSERTS AT
VARIOUS LOCATIONS, CAPITAL IMPROVEMENT PROJECT (CIP) O. 20-33
RECOMMENDATION
That the City Council:
1. Award a contract to United Storm Water, Inc. in the amount of $68,050 for
installation of Catch Basin Inserts at various locations, CIP No. 20-33; and
2. Authorize Public Works Director/City Engineer to execute any change orders or
additional scope of work deemed necessary or desirable up to the approved project
budget.
On April 7, 2015, the California State Water Resource Control Board adopted Trash Control
Provisions (Trash Provisions) to the Water Quality Control Plan for Ocean Waters of California
and the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays, and Estuaries of
California. The Trash Provisions include a "Track 1" option for compliance, which requires the
installation, operation, and maintenance of certified full trash capture systems (FCSs) in storm
drains that capture run-off from areas of high priority land uses (HPLUs) which include high
density residential, industrial, commercial, mixed urban, and public transportation stations. The
Track 1 compliance path must be completed within 10 years from the first implementing
Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination
System (NPDES) Permit, but no later than 15 years from the effective date of the Trash
Provisions (December 2, 2030). It is important to note that the Los Angeles Regional Water
Quality Control Board (LARWQCB) may require an accelerated implementation schedule upon
adoption of the next NPDES Permit.
On April 8, 2019, the LARWQCB authorized Phase I MS4 NPDES permittees that selected the
Track 1 option to proceed with implementation of the Trash Provisions. The City of Downey
selected the Track 1 option for compliance and therefore, developed an implementation plan to
install FCSs. Since FCSs were previously installed within the Lower Los Angeles River
Watershed portion of the City (i.e. westerly half of the City), the implementation plan focused on
FCS locations within the Lower San Gabriel River and Los Cerritos Channel Watershed portions
of the City (i.e. easterly half of the City) and identified 256 catch basin locations that fall within
HPLU areas. These locations are shown on the map of priority locations (Attachment A). The
implementation plan further divided these locations into groups of approximately 50 to be
installed over a five-year period.

The catch basin inserts (connector pipe screens) previously installed in the westerly portion of
the City meet LARWQCB's requirements for a certified FCS and have worked well for the City.
In an effort to standardize the type of catch basin inserts both for repair and maintenance
purposes, the City desires to install the same type of catch basin inserts in the easterly portion
of the City. The manufacturer of the catch basin inserts, United Stormwater, Inc., was therefore
approached and a bid obtained to furnish and install catch basin inserts in the first two groups of
catch basins for a total of 110 locations.
The proposed stormwater improvements include permitting coordination through Los Angeles
County Flood Control District (LACFCD), inspection of the proposed catch basin locations to
obtain measurements for the inserts, and furnishing and installing the inserts.
On March 18, 2020, the following bid was received:

Staff reviewed the bid proposal submitted by United Storm Water, Inc. and found that United
Storm Water, Inc. has satisfactorily completed similar projects for the Cities of El Monte, Los
Angeles, Santa Ana, San Fernando and Santa Monica in the past. Their proposal of $68,050 for
the 110 locations comes out to an average cost of $618 per location which is way below the
average cost of $1,500 for other products. The quality of their services has been excellent.
United Storm Water, Inc.'s state contractor's license is "current and active" and they are
registered with the California Department of Industrial Relations (DIR) for Labor Compliance.
Staff recommends that the City Council award a contract to United Storm Water, Inc. for
installing Catch Basin Inserts at various locations, CIP No. 20-33.
Permitting through LACFCD to allow for inspection would begin in June 2020, followed by
inspection of the catch basins in September 2020, LACFCD permitting for installation of the
inserts in October 2020, and installation of the inserts beginning in January 2021 with work
anticipated to be completed in the Spring of 2021, weather permitting.
This project is categorically exempt per Section 15302 Class 2(c) of the California
Environmental Quality Act (CEQA) Guidelines.

The total estimated cost of the project, including design, permitting, stormwater improvements,
contingencies, construction management, and contract administration is $138,000 broken down
as follows:

There are sufficient funds in current FY 2019-2020 and proposed FY 2020-2021 Stormwater
Fund Capital Improvement Program Account No. 50-1-4012 to cover the estimated total project
cost as provided in the table below:
