That the City Council discuss and provide direction to staff regarding an Emergency Residential
Rental Assistance Program for low -to -moderate income Downey residents that have
experienced COVID-19 related economic hardship.

We are in the midst of the COVID-1 9 pandernic that has completely disrupted the American
economy and way of life. The pandemic has caused economic ripples that have shuttered mo
businesses, forcing layoffs and furloughs, which results in rent insecurity, which can lead to
evictions and homelessness. In response to these economic conditions, the City of Downey h
issued eviction moratoriums on residential and commercial leases. While the moratorium will
prevent evictions, it does not address the financial impact on the landlords at present, or the
tenants upon expiration of the moratorium. I
Emergency rental assistance grants could be structured as rental payments made on behalf of a
household in an amount determined by the City Council. Rental assistance could be in the form
of a monthly rental payment (or arrears) made on behalf of an eligible household to their
landlord or property management agent or company, for a maximum time period determined by
the City Council. The use of funds would need to be tied to federal income guidelines. An
example of U.S. Department of Housing and Urban Development ("HUD") income guidelines
are listed as Attachment "A". Also, if HUD Home Investment Partnerships ("HOME") funds are
used, the amount of rental assistance shall not exceed the HUD Maximum Allowable Rent
Levels based on income.
Applications could be accepted on a rolling basis, and grants could be awarded to qualifierel
applicants on a "first come, first served" basis until funds are expended. I

If the City Council recommends pursuing such a program, based on the type of funding use't
