MINUTES
Independent Citizens’ Oversight Committee Meeting
July 17, 2019 Downey City Hall – 2nd Floor Training Room

I. CALL TO ORDER:
The meeting was called to order at 4:02 p.m. by Vice Chair Guerra

II. APPROVAL OF MINUTES FROM APRIL 24, 2019 MEETING:
It was moved by Member Pemberton, seconded by Member Uva to approve the minutes from
the April 24, 2019 meeting. The motion passed 4-0.
III. MEASURE S UPDATE:
Director of Finance, Anil Gandhy, provided committee members with an update on the recent
adopted FY 2019-2020 City Budget. The City has budgeted $10.2 million in Measure S sales
tax revenue for FY 2019-20. Approximately $5.1 million will go to public safety operations and
$5.1 million for capital and public safety equipment.
Mr. Gandhy also discussed equipment requests for the Police department, citing that the City
is leasing a total of 18 non-patrol vehicles for a period of 5 years. Assistant City Manager,
John Oskoui, stated this is more cost effective for the City and thus will avoid costly vehicle
repairs that come from buying/owning vehicles.
Member Pemberton asked for clarification of the lease term. Mr. Oskoui stated the City signed
a 5 year lease agreement with Enterprise.
Mr. Gandhy went on to discuss Fire department equipment requests, stating the City is leasing a total of 4 vehicles for the department.
Vice Chair Guerra stated that Fire Department requests are lower than the Police
Department’s, and asked if fair consideration was given to each department.

Mr. Oskoui stated yes, meetings were conducted with each department to gather input on their requests and these are the items that were requested based on the need of the departments.
Mr. Oskoui provided a construction update on the various Measure S improvement projects.
He mentioned that Fire stations 1 & 3 are on schedule and expected to be complete by December of this year. Bid process for Fire stations 2 & 4 will begin in September/October 2019.
Construction activities at the Library are anticipated to begin in early August of 2019.
Completion date is set for June 2020. Apollo’s and Dennis the Menace’s construction activities are progressing well. The work is
approximately 25% complete and parks are expected to open in November 2019.
Independence, Wilderness and Golden parks will be under construction from mid July 2019 to March 2020.
Member Pemberton asked if any issues have come up during construction.
Mr. Oskoui stated yes, sometimes unforeseen issues arise, but fortunately the projects continue to be on schedule.
Vice Chair Guerra asked what type of outreach is being done to inform residents.
Mr. Oskoui mentioned that a Measure S website has been created with information on the various projects; social media posts are done weekly; project fact sheets have been created and are distributed at various facilities; and information tables have been made available at
various city events.

VI. STAFF COMMENTS:
Mr. Oskoui stated that a bus tour of the various projects sites would be scheduled soon and
the committee would be invited to attend.
