NON-AGENDA PUBLIC COMMENT
This portion provides an opportunity for the public to address the Council on items within the jurisdiction of the Council and not
listed on the agenda. It is requested, but not required, that you state your name, address and subject matter upon which you
wish to speak. Please limit your comments to no more than three (3) minutes. Pursuant to the Brown Act, no discussion or
action, other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by
the Council/Agency on any issue brought forth under this section.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests an item be
removed. Removed items will be considered following approval of the Consent Calendar.
1. APPROVE MINUTES: Special Meetings of April 2 and April 14, 2020; Regular Meeting of April 14,
2020: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. 342399 – 342936; Payroll Wire Nos. 30003982 & 30003984 –
30003986; and, Manual Wire Nos. 1991 – 1994. in the total amount of $3,482,270.74: Finance.
3. ACCEPT WORK FOR CIVIC CENTER DR. & 3RD ST. PAVEMENT REHABILITATION; APPROVE
FINAL CONSTRUCTION CONTRACT AMOUNT OF $345,438.91; AND, AUTHORIZE PUBLIC
WORKS DIRECTOR/CITY ENGINEER TO FILE NOTICE OF COMPLETION WITH THE LOS
ANGELES COUNTY RECORDER’S OFFICE (CAPITAL IMPROVEMENT PROJECT NO. 14-13):
Public Works.
4. ACCEPT WORK FOR FIRESTONE BLVD. MEDIAN ISLAND IMPROVEMENTS FROM OLD
RIVER SCHOOL RD. TO THE WEST CITY LIMIT; APPROVE FINAL CONSTRUCTION
CONTRACT AMOUNT OF $1,743,083.97; AND, AUTHORIZE THE PUBLIC WORKS
DIRECTOR/CITY ENGINEER TO FILE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT
PROJECT NO. 15-14): Public Works.
5. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR
CONSTRUCTION BIDS FOR THE PARAMOUNT BLVD. AT D E PALMA ST. AND FIRE
STATION 1 TRAFFIC SIGNAL INSTALLATIONS; AUTHORIZE PURCHASE OF CITY-
FURNISHED MATERIALS; AND, AUTHORIZE TRANSFER OF $485,000 FROM ACCOUNT NO.
56-16781 TO ACCOUNT NO. 56-16772 (CAPITAL IMPROVEMENT PROJECT NO. 20-32): Public
Works.
6. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH E-PLANSOFT FOR THE
DEVELOPMENT, INSTALLATION, AND IMPLEMENTATION OF AN ELECTRONIC PERMIT AND
PLAN CHECK SYSTEM, TO BE USED BY ALL CITY DEVELOPMENT PERMIT DIVISIONS, AND
AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS: Community
Development.
7. APPROVE AN AGREEMENT BETWEEN THE CITY OF DOWNEY AND KANOPY, INC., TO
PROVIDE VIDEO STREAMING SERVICES TO DOWNEY CITY LIBRARY CARDHOLDERS:
Library.
8. APPROVE A RENEWAL AGREEMENT WITH CALIFA TO CONTINUE TO CONNECT THE
DOWNEY CITY LIBRARY TO THE CENIC NETWORK TO MAINTAIN PUBLIC INTERNET
ACCESS: Library.

9. SECOND AMENDMENT TO THE SEAACA JOINT POWERS AGREEMENT: Administration.
INTRODUCE ORDINANCE NO. 20-______, AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF DOWNEY, CALIFORNIA APPROVING AN AMENDMENT TO THE JOINT
EXERCISE OF POWERS AGREEMENT BETWEEN THE CITIES OF NORWALK, PICO
RIVERA, DOWNEY, BELL GARDENS, MONTEBELLO, PARAMOUNT, SANTA FE SPRINGS,
AND SOUTH EL MONTE EXTENDING THE TERM OF THE SOUTHEAST AREA ANIMAL
CONTROL AUTHORITY.
10. SIXTH AMENDED AND RESTATED JOINT POWERS AGREEMENT FOR THE SOUTHEAST
LOS ANGELES COUNTY WORKFORCE INVESTMENT BOARD: Administration.
INTRODUCE ORDINANCE NO. 20-______, AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF DOWNEY, CALIFORNIA APPROVING THE SIXTH AMENDED AND
RESTATED JOINT EXERCISE OF POWERS AGREEMENT AMONG THE CITIES OF
ARTESIA, BELLFLOWER, CERRITOS, DOWNEY, HAWAIIAN GARDENS, LAKEWOOD,
NORWALK, AND PARAMOUNT FOR WORKFORCE DEVELOPMENT SERVICES.
ADMINISTRATIVE REPORTS: None.

Public Participation and Accessibility for April 28, 2020 Downey City Council Meeting
Pursuant to Paragraph 3 of Executive Order N-29-20, executed by the Governor of California on
March 17, 2020, and as a response to mitigating the spread of Coronavirus known as COVID-19, the
special and regular meetings of the City Council scheduled for Tuesday, April 28, 2020 at 5:30 p.m.
and 6:30 p.m. will allow members of the public to participate and address the City Council during the
open session of the meeting via live stream and/or teleconference only.
