I. CALL TO ORDER:
Public Works Committee Chair Cotaya called the meeting to order at 4:00 P.M.
II. CONSENT CALENDAR:
Committee Member Uva made a motion to approve the Minutes of the December 19, 2019 meeting. The motion was seconded by Committee Member Frey. The Minutes were approved as written.
III. OLD BUSINESS:
None.
IV. NEW BUSINESS:
1. Request to prohibit parking within the alley located on the 9100 block of Angell Street
Mr. Norris reported that on November 6, 2019, the City received a request from Mr. Greg Miera for the
prohibition of parking within the alley located on the 9100 block of Angell Street immediately west of Columbia Way. The residents cited safety concerns due to parked vehicles within the alley hindering
access for residents which have direct access to the alley and potentially affecting access for emergency vehicles which would also need to access the alley to get to any of the properties. In addition, vehicles parked in the alley have become a safety issue for motorists, in particular during night
time hours as motorists tend to occasionally drive through the alley not knowing that the alley dead ends south of Angell Street resulting in near collisions with parked vehicles within the alley. To alleviate the
parking issue, the resident has contacted the Police Department in the past for assistance for
enforcement to discourage motorists from parking within the subject alley. However, similar to other locations, alleys in particular throughout the City, the Police Department was unable to cite motorists
without signs posted at the entrance of the alley prohibiting parking within the alley. After further

investigation, it was determined that Downey Municipal Code Section 3195 subsections A & B which
prohibits parking within alleys would address this issue provided parking prohibition signs are posted at the entrance to the alley. In order to effectuate the proposed parking prohibition, signage displaying the words “No Parking in Alley” will be posted at the entrance of the alley at the subject location in order to
authorize the Police Department to properly cite vehicles parked within the alley. Two residents, Maria Mendez and Nick Vega, were present at the meeting and expressed concern regarding the proposal given that it would impact parking for them and other nearby residents; particularly on street sweeping
day. Discussion followed.
Staff recommends approval of this item with the concurrence of the Public Works Committee. Staff will
then proceed with the issuance of a work order to the Maintenance Division to install the signs at the entrance to the alley accordingly. Mr. Miera and the other residents who have access to the alley were
notified in writing on January 10, 2020 regarding the proposal to prohibit parking within the alley. They
were also invited to attend today’s meeting.
Committee Member Christin made a motion that the Public Works Committee approve the request to
prohibit parking within the alley located on the 9100 block of Angell Street. The motion was seconded by Committee Member Gendreau. The vote was unanimously in favor thereof.
V. PUBLIC WORKS COMMITTEE COMMUNICATIONS
1. 9546 Muller Street – pine trees were removed about 4 years ago, tree has grown back and root is starting to lift the sidewalk. VI. STAFF COMMUNICATIONS
Updates were given on the following:
1. CIP 14-18 – Paramount Blvd. Median Island Project between Imperial Hwy. and Firestone Blvd. –
almost complete
2. Firestone Blvd. (Old River School Road to west city limit) – will be done in two weeks 3. CIP 14-19 – Paramount Blvd. Median Island Project, Phase 2 – started this week
4. Pavement Restoration Project on Firestone Blvd. (Dolan St. and Myrtle) – to start soon
5. CIP 17-09 – Traffic Signal Upgrades on Paramount Blvd. (Telegraph Rd to Gardendale St) 6. Traffic Signal Upgrades on Stewart & Gray Road (Old River School Rd to Firestone Blvd.)
7. Telegraph Road Water Improvements – complete 8. Woodruff Ave. Traffic Signal Upgrades and Communications Project – approx. 60% complete. 9. Slurry Seal Contract – 35 streets will be resurfaced – to start soon
10. Woodruff Ave. Water Main Replacement from Firestone Blvd. to Imperial Hwy and Samoline and Melva. 11. Tweedy Lane Pavement Rehabilitation Project
