It is requested, but not required, that you state your name, address and subject matter upon which you will speak. Please limit your comments to no more than 5 minutes. Pursuant to the Brown Act, no discussion or action, other than a referral to staff or schedule of subsequent agenda, shall be taken by the Board on any issue brought forth under this section. Dated this 27th day of February, 2020 Ka4re4,i1 Zavata1 Karen Zavala Recreation Leader MEETING MINUTES OF THE DOWNEY CEMETERY DISTRICT BOARD OF TRUSTEES February 4, 2020 The Downey Cemetery District Board of Trustees held a Meeting on February 4, 2020 at 5:00 p.m., in the City Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Chair, David R. Gafin, presiding. Present: David R. Gafin, Chair Brian Heyman, Vice Chair John Unkovich, Trustee Also Present: Jason Chacon, District Director Karen Zavala, Recreation Leader Welcome to Members and Guests: Chair Gafin welcomed all members and guests. Written Communication: 1. Approve Board Minutes of January 7, 2020. Motion to approve January 7t' minutes was made by Chair Gafin. Vice Chair Heyman moved, Trustee Unkovich seconded; all were in favor and motion passed 3-0. Non-Auenda Public Comment: Carol commented on the cemetery not having a destination for a Historic Land Mark sign. She then stated that she had previously requested for agenda postings to be updated at the cemetery. She followed with a compliment that the wall repairs looked great. Director Chacon made the following comments to the Board and Carol: The Historic Land Mark has been discussed with Public Works. New options for the Historic Land Mark have been taken into consideration and options will be provided to the Board for consideration. Director Chacon then addressed Carol concerning agenda postings; the crew that used to post for the cemetery changed, therefore they're looking into getting the corresponding personnel. As for the rest of the locations, the agendas are posted and updated. The process for the agendas are the same for both the Parks and Recreation Commission and the Cemetery Board, which get e-mailed to facilities and posted online 48 hours in advance. Board Business: Administrative Reports: 1. Activity Report Financials: (January) -Attached Director Chacon stated the following to the board: In the month of January, the cemetery had a cremation burial as well as a cremation in the niche wall. There are two in process for services, one for February and one for March. Once the burials are processed through the cashiers' office and deposited, it will be reflected in the financials report. Director Communication: 1. Property Damage Update Director Chacon was happy to report that all three holes in the perimeter fence have been repaired. He stated that Public Works has all invoices for the repairs to the wall. Once the insurance companies are spoken with, to recover the money used to repair the wall and pay back Public Works. Vice Chair Heyman thanked Public Works, as well as Delfino and Joseph for repairing the cemetery wall. He stated that the cemetery has added Stretch Insurance, hence any damages done to the wall will be taken care of by the insurance. He commented that the insurance company can take the roll in prosecuting the insurance company of the individual that causes the damages and get repairs done as quickly as possible. Trustee Unkovich commented that the wall looked great. 2. Cemetery Stretch Insurance Coverage Update Director Chacon stated that now that all three holes have been repaired, an appointment has been set up in March for an adjuster to visit the cemetery and take photographs to proceed with the policy. Director Chacon reaffirmed the Board that the insurance coverage will be an annual fee of $550. Trustee Reports/Discussion: The Board made the following comments: Trustee Unkovich mentioned that the new light pole is covered with pigeon debris. He suggested bird spikes to keep them away. Trustee Unkovich also mentioned that the Flag Pole should be lit at night and suggested solar lighting. Chair Gaffin stated that they're in the process of getting a hold of Supervisor Hahn for additional items that need completing, which includes lighting. He stated that the areas in need of lighting are the flag pole, background lighting behind the niche wall and a couple of other places that funds were unavailable for. Chair Gafin asked if before the next cemetery meeting, if a letter can be sent to the supervisor asking for funds to complete the lighting project which was about $7,000 to $12,000. Chair Gafin also recommended for Ivan to be invited to the next meeting, to personally ask for the funds needed to complete the lighting project that was started last year. Chair Gafin commented and suggested on the Historical Land Mark, for a non brass duplicate to be made. In case it was to get damaged the City isn't loosing anything Historic and it wouldn't be costly to replace. Chair Gafin requested for the next meeting that the Memorial Day event be included in the agenda. Vice Chair Heyman stated that he recalls that last year Chair Gafin suggested having three Trumpeters at the Memorial Day event. Chair Gafin agreed with Vice Chair Heymans statement and also asked for more participation from different schools. Trustee Unkovich mentioned further regarding lighting, that the northern niche wall wattage output can be changed; due to the fact that some of the areas are dark and have minimal lighting. Director Chacon addressed the Board that Edison is the cemeteries lighting vendor. He also suggested for the Board to take the time and visit the cemetery to decide whether the current lighting is acceptable or not, then report back to give direction on the next meeting. Adiournment: There being no further business before the Downey Cemetery District until March 3t" , the meeting was adjourned at 5:22 p.m. David R. Gafin, Chair
