Seq., at the Dated this 30th day of January, 2020 S&nfae Duren, Adminh-fralive Asisfant MINUTES OF THE RECREATION AND COMMUNITY SERVICES COMMISSION OF THE CITY OF DOWNEY The Recreation and Community Services Commission held a Meeting at 4:02 p.m. January 7, 2020 in the Council Chambers of City Hall, 11111 Brookshire Avenue, Downey, California, Chair Pemberton presiding. Vice Chair Wood led the pledge of allegiance and Chair Pemberton gave the invocation. Present: Chair Pemberton Vice Chair Wood Commissioner Cunningham Absent: Commissioners Rochin and Trujillo Also Present: Pamela J. Passow, Director of Parks and Recreation Jason Chacon, Recreation Manager Shantae Duren, Administrative Assistant Karen Zavala, Interim Office Assistant II Welcome to Members and Guests: Chair Pemberton welcomed members and guests. Written Communications: 1. Approve Commission Minutes: December 3, 2019 A motion to approve the minutes from the December 3, 2019 meeting was made by Commissioner Cunningham, and was seconded by Vice Chair Wood. The motion passed 3-0. Non -Agenda Public Comment: None Commission Business: Park Quality Control Checklists Vice Chair Wood reported that she visited Dennis the Menace Park and advised that she really liked the way the park is looking. She stated that even though the park is still closed, the new turf, swings, and slides looked nice from afar. Chair Pemberton reported that she made a visit to Temple Park, where she noticed a pool of water around a tree and advised that she thinks there might be a leak. Director Passow advised that she would have staff look into the possible leak. Presentations: None Commission Member Reports/Discussion: Commissioner Cunningham advised that he had a lot of fun judging the Holiday Home Decorating contest. Mr. Cunningham also stated that he thinks there may need to be a better system for voting developed prior to the 2020 contest because they were at their limit of houses to view. Vice Chair Wood stated that she also enjoyed the Holiday Home Decorating contest as well as the Breakfast with Santa and the Mayor event. Chair Pemberton suggested looking into how to better promote the Holiday Home Decorating contest in the coming year to help gain more entries. 2. Commissioner Cunningham reported that he took a trip to Independence Park with a group from his church and they had a blast. 3. Chair Pemberton reported that the PonytailSoftball organization iahaving problems with the phones at Independence Park. She asked that staff work to resolve the issues as they are beginning to take registrations for the league. 4. Chair Pemberton stated that she likes the Parks and Recreation guidebook and she thinks that it looks really great and is a great way to display to the City all that Parks and Recreation offers the community. 5. Chair Pemberton reported that she went on a tour of the Measure S Updates and she thinks the progress is looking really good. She stated that everything is very organized and well thought through. Director Rei)orts/Discassiom: December Activity Report Recreation Manager Jason Chaoon want over the December Activity Report. He reported that the inaugural Breakfast with Santa and the Mayor event was enjoyed bym8nyh3mi|ieS8nd1hed8p@rtment has received positive feedback from the community. He reported that the Barbara J. Riley Community 8 Senior Center hosted over 120 seniors at its E]JR Caf6 C)ui|| event which ino|uded, a photo booth, a OJ, and o catered dinner. Mr. Chocon ehonad that the Holiday Horne Decorating contest included 22 participants, 12 of which received an award. Mr. Chacon reported to the C0nnrninSiOn that the contest was advertised in the Parks and Recreation Guidebook aawell aoonthe City'avvgbaitg. and advised the Commission that he will investigate additional advertising OpUOnS for the event. Finally, he reported to the Commission that on January 1, 2020 VVedgevvood/Z Golf started as the new concessionaire for all food and banquet services at the Rio Hondo Golf Club. Mr. Chuoun stated that Z Golf iafamily owned and specializes in operating golf clubs' concessions and who currently manage 36 businesses, 20 of which are golf clubs. Chair Pemberton asked Mr. Chacon if Z Golf would be creating a new menu to which Mr. Chocon advised that they would be. Chair Pemberton also asked Mr. Chaoon ifmany Of the C|ub'a employees stayed on when Z Golf took over operations and Mr. Chuoon advised that approximately 2/3 of the employees chose to stay. 2. Measure GUpdate Director Paeaoxv gave an update to the Commission regarding the status of the parka currently being renovated as a port of the Measure 8 updates. She reported that some of the parks have seen a set back intheir predicted opening dates due to the rains received this winter. She shared that Dennis the Menace and Discovery Parks are scheduled toopen in February, followed by Golden Park in March. yNa. Poaeowta|had to the Commission about the challenges at Wilderness Park regarding the contract for its pond renovations and advised that this iGcausing the project tOrun behind schedule. Chair Pemberton asked Director Paaaovvwhich park will be open next to which she replied either Dennis the Menace orDiscovery. Chair Pemberton asked Oinaot0rP@sS0vv if Furman Park would be open in time for the Concerts in the Park, to which she replied that as of now it is still on schedule to be open on time. Chair Pemberton suggested that the Concerts run later in the year to accommodate the changing DU8C} calendar, and Ms. Poeeovvadvised that they are looking into adding on additional Chair Pemberton reported toDirector Paemow that she has received feedback from the community regarding a drug problem at Independence Park. She advised that community members are starting to become afraid of taking their children there. Director Passow advised that the staff at the park has been made aware ofthe problem and that they have been directed |ocontact the Downey Police Department if they witness any events involving drugs. She also advised that the Police Department has already been made aware ofthe situation. 3. Upcoming Events Director P@nnovv informed the Commission that the TLC 5K in scheduled for Goturday. February 28, 2020. Director PGSSOwadvised the Commission that she would keep them updated via 8Dl@i| regarding the upcoming park reopening dates. Passow, Director of Parks & Recreation Subject: Activity Report — January RECREATION Camp Avalanche The Parks and Recreation Department successfully ended another winter break of Camp Avalanche. This year's camp ran from December 23, 2019 to January 3, 2020 and served 52 youth at Apollo Park during the holiday break. Each week campers played outdoor group activities, made crafts, and ended the week with a field trip. Week one of camp included making Christmas crafts and gifts, as well as a trip to the Santa Ana Zoo. During week two, campers made New Year's noise makers, participated in a dance glow party, participated in a snowball fight, and went to Knott's Merry Farm. MM M u W A n d MM . Apollo Gvm Apollo Field continued to host the baseball and soccer programs and uniform handouts are scheduled for the end of January. Mommy, Daddy and Me Fit N' Play Club enjoyed its Winter Wonderland Session that ran from January 7 to 30. The session will end with a much anticipated build a bear penguin craft. Registration is currently open for our next session which will begin on February 3 and run through February 26. The Special Olympics program has begun preparing for their upcoming season which will give athletes the opportunity to participate in swim and basketball. The parent meeting was held on January 22 for all new and returning athletes. ASPIRE After a two week winter break, ASPIRE started off strong with engaging STEAM activities for the students. Our elementary students are currently learning about the Rainforest. They are going over the different layers that make up the forest and all the factors that make the rainforest its own special ecosystem. At the Middle Schools, students are learning about NASA. This NASA curriculum was developed by an ASPIRE staff member, Mr. Jaime who was a former NASA intern in 2018. Mr. Jamie brought all the knowledge he acquired to ASPIRE to share with the middle school students. Students will experiment with chemical analysis on different liquid substances such as lemon juice, dish soap, and soft drinks. Students will also experiment with Newton's Laws of Motion. BARBARA J. RILEY COMMUNITY & SENIOR CENTER (BJR) Events and Activities On Friday, January 3, 2020 the HSA lunch program hosted a New Year's party complete with a DJ and refreshments. A total of 80 participants were in attendance at the event. On Monday, January 6, 2020 the Senior Monday program hosted a Polynesian Dance performance. A total of 70 seniors were present for the program, which included a teriyaki chicken dinner catered by Cafe n Stuff. On Monday, January 6, 2020 the Barbara J. Riley Community & Senior Center began to accept appointments for tax assistance preparation beginning in February. Tax assistance is provided free of charge to seniors every Monday & Thursday by AARP volunteers during the tax season from February 2020 to April 2020. FacilitvBuildinq Community Center building decor and equipment has been updated in the recent weeks. New kitchen decor has been added as well as new items in the TV/Crawford room have been updated. Upcoming changes include new lobby and TV room furniture. RIO HONDO GOLF COURSE Golf Staff at Rio Hondo has been working hard to improve the ascetics and play at the golf course. Along with replacing the holiday poinsettias with annual flowers, staff has also applied an application of green pigment to dormant turf on the course to improve its visual appeal. Staff is also working on the bunkers to soften the sand. Rio Hondo has seen a significant increase in revenue from this time last year. • Green fee revenue is up: $23,200 (25.6%) • Cart revenue is up: $6,000 (20.5%) • Range Revenue is up: $2,700 (39.0%) • Total revenue is up: $31,900 (25.1 %) Rio Hondo looks forward to another successful year in 2020 as they continue to provide a quality golf experience. Performance/Show Hiqhliqhts On New Year's Eve, KWICK Productions came to Shake Rattle and Rock their way into the New Year with Dean Z! Two hundred and twenty eight audience members danced along and celebrated with the Elvis impersonator, before toasting the night away. Spirits were high here at the Downey Theatre as we welcomed 2020. The Downey Symphony came for their second annual concert of the season to celebrate and honor Beethoven's 250th birthday, by being serenaded by his classical compositions. The guests were met on the patio by a beautiful art gallery curated by The Downey Arts Coalition. Over 500 guests were met in the lobby by a pleasant surprise of cupcakes and lemonade, hosted by the Downey Symphony. The Downey High School's production of Beauty and the Beast ran from Thursday January 30 to February 1. Set builders and actors alike were heard working tirelessly to bring this to fruition.
