This filing includes the 2019 WRAM&MCBA under collection of $12,787,302 along with a residual under collection of $5,503,5651 from the previous WRAM&MCBA filings. GSWC is requesting to amortize a total of $18,290,867 of WRAM&MCBA over -collection. Applicants inust submit their annial request of net Water Revenue Adjustment Mechanism/Modified Cost Balancing account balances b>> Tier I advice Letter on or before March 31" Backeround On August 25, 2008, the Commission issued Decision D.08-08-030 authorizing the settlement agreements between GSWC and DRA on WRAM and Conservation Rate Design issues pursuant to Ordering Paragraph 1 from D.08-08-030: The, following settlement agreements are approved and adopted: 'Net WRAM&MCBA residuals as of January 31, 2020. Advice Letter 1809-W -3- February 11, 2020 Golden State Water Company (GSWC)/Division of Ratepayer Advocates (DRA) on conservation rate design trial program and amendment to settlement except the interim rate design for Region I. The purpose and method of tracking WRAM and MCBA is outlined in the Settlement Section V (MECHANISMS FOR DECOUPLING SALES AND REVENUE): A. The goals of'the decoupling mechanisms in the Pilot Program are as follows: 1. Sever the relationship behtven sales and revenue to remove any disincentive for GSWC to implement conservation rates and Conservation programs. 2. Ensure cost savings resulting from conservation are passed oil to ratepayers 3. Reduce overall ii,ater consumption by GSWC ratepavers. B. Decoupling of GSWC will be accomplished through both the following mechanisms: 1. A Water Revenue Adjustment Mechanism (WRAM) for each rateinaking area. 2. A Modified Cost Balancing Account (MCBA) for each rateinaking area. MCBAs will replace existing cost balancing accounts for purchased power putrchased water, and pitmp tax. 3. In Accordance with established Commission practice, the WRAM and MCBA accounts will accrue interest at the 90-day commercial paper rate. The Settlement section VI.B states: B. The WRAMlwill track the differences bem,een Adopted Revenue and Actual Revenue, excluding; 4. Fire service revenue; 5. Unmetered Service revenue 6. Other noti-general iizeter-ed service revenue Therefore, non -general' metered water services are excluded from the allocation of the net WRAM balance. Per the Settlement section VILC, the activation of MCBA will replace current supply cost balancing accounts. Section VILC of the settlement states: C. An MCBA will replace each of the current balancing accounts, now referred to as Sitpply Cost Balancing Accounts: 2 GSWC R2 non -general metered tariff schedule is ME-3 Advice Letter 1809-W -4- February 11, 2020 1. GSWC currently has a Supply cost Balancing Account for purchased rater, purchased power, and pump taxes. 2. The Supply cost Balancing Account tracks cost changes attributable to changes in runt price, but not changes in the amount of consumption. 3. MCBAs track changes in price and quantify. The net MCBA balance is allocated to all Region 2 metered customers including non -general metered tariffs. On April 30, 2012, the Commission issued Decision D.12-04-048 which, amongst other things, changed the amortization period of the water revenue adjustment mechanism. The combined balance of Region 2's WRAM&MCBA is $18,290,867 or 13.1 % of the most current authorized revenue requirement and per Decision D.12-04-048; it is to be amortized over 18-months. D.12-04- 48 ordering paragraph 3: 3. We adopt the amortivation schedule set forth in Appendix A with a cap on total net WRAM Revenue Adjustment Mechanism/Modified Cost Balancing Account (WRAM/MCBA) surcharges of'10% of the last authorised revenue requirement. The cap shall be effective the first test year of each applicant's pending or next General Rate Case, as folloivs: -Golden State and Park: Advice Letter filing on March 2014 -Cal Water: Advice Letter filings on March 2015 -Apple Valley: Advice Letter filing on March 2016 WRAM/MCBA account balances incurred prior to the first test year referenced above continue to be amortised under the adopted amortisation schedule without being subject to surcharge cap. WRAM/MCBA account balances incurred prior to the first test year above may continue to be amortized under applicant's Over 30% 36 months proposal. Request The purpose of this filing is to amortize Region 2's net WRAM&MCBA. The net WRAM&MCBA is an under -collection of $18,290,867 or 13.1% of current adopted annual revenue. GSWC is seeking a temporary surcharge of $0.555 per Ccf for residential metered customers on Schedule No. ME-1-R and non-residential metered customers on Schedule No. ME- 1-NR, and $0.406 per Ccf for non -general metered customers on Schedule No. ME-3. The temporary surcharge would be in effect for a 18-month period beginning on the effective date of this advice letter. Any over or under -collection resulting from the WRAM&MCBA surcharge or sur-credit will be included in subsequent filings of the WRAM&MCBA. Tier designation Pursuant to D. 07-01-024, this advice letter is submitted with a Tier 1 designation. Advice Letter 1809-W -6- February 11, 2020 Effective date GSWC is requesting that this filing become effective February 19, 2020. Notice Customer Notice — Customer notice of Tier 1 advice letters is not required under General Order 96- B, General Rule 7.3.1. But GSWC will be including a bill message to notify customer of the filing. Service Lists In accordance with General Order 96-B, General Rule 4.3 and 7.2 and Water Industry Rule 4.1, a copy of this supplemental advice letter will be mailed or electronically transmitted on February 11, 2020, to competing and adjacent utilities and other utilities or interested parties having requested such notification. Response or Protest Anyone may submit a response or protest for this Advice Letter (AL). When submitting a response or protest, please include the utility name and advice letter number in the subject line. A response supports the filing and may contain inforination that proves useful to the Commission in evaluating the advice letter. A protest objects to the AL in whole or in part and must set forth the specific grounds on which it is based. These grounds are: 1. The utility did not properly serve or give notice of the AL; 2. The relief requested in the AL would violate statute or Commission order, or is not authorized by statute or Commission order on which the utility relies; 3. The analysis, calculations, or data in the AL contain material error or omissions; 4. The relief requested in the AL is pending before the Commission in a formal proceeding; or 5. The relief requested in the AL requires consideration in a formal hearing, or is otherwise inappropriate for the AL process; or 6. The relief requested in the AL is unjust, unreasonable, or discriminatory, provided that such a protest may not be made where it would require re -litigating a prior order of the Commission. A protest may not rely on policy objections to an AL where the relief requested in the AL follows rules or directions established by statute or Commission order applicable to the utility. A protest shall provide citations or proofs where available to allow staff to properly consider the protest. DWA must receive a response or protest via email (or postal mail) within 20 days of the date the AL is filed. Pursuant to Decision 19-05-044, a surcharge of $0.173 per Ccf will be applied to all metered customer's bills excluding customers that are receiving the CARW credit. This surcharge will offset the CARW credits and CARW administrative program costs recorded in the CARW Balancing Account. 3. As authorized by Rule 9.1.e. for customers with more than one meter on a single service line, the customer's service charge rate is based on a factor multiplied by the service charge applicable to the nearest standard meter size of the combined meters as determined by the equivalent diameter methodology. 4. Non-residential Sprinkler rates can be added as needed utilizing the multiplication factors identified in Appendix F of D. 17-03-001, applied to the 5/8" meter charge. (D) (D) (D) 5. As authorized by the California Public Utilities Commission in D.19-05-044, an amount of $0.171 (L) per Ccf is to added to the quantity rate for a period of 12-months, beginning on the effective date of Advice Letter No. 1788-W. This surcharge recovers the difference between the interim rates and final rates for the period of January 1, 2019 through June 7, 2019. (L) As authorized by the California Public Utilities Commission, an amount of $0.555 per Ccf based (N) on an 18-month amortization period, is to be added to the Quantity Rate, beginning on February 19, 2020 as indicated in Advice Letter 1809-W.
