NON -AGENDA PUBLIC COMMENT
This portion provides an opportunity for the public to address the Council on items within the jurisdiction of the Council and not
listed on the agenda. It is requested, but not required, that you state your name, address and subject matter upon which you
wish to speak. Please limit your comments to no more than 5 minutes. Pursuant to the Brown Act, no discussion or action,
other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by the
Council/Agency on any issue brought forth under this section.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member request an item be
removed. Removed items will be considered following approval of the Consent Calendar.
1. APPROVE MINUTES: Special and Regular Meetings of February 11, 2020: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. 340770 — 341149; Payroll Wire Nos. 30003957, 30003959,
30003963 & 30003966 — 30003968; Manual Wire 1970 — 1974, in the total amount of
$6,422,422.98: Finance.
3. APPROVE PROFESSIONAL SERVICES AGREEMENT WITH BIGGS CARDOSA ASSOCIATES,
INC. FOR THE PREPARATION OF BRIDGE SCOPING STUDY FOR THE FLORENCE AVE.
BRIDGE OVER THE SAN GABRIEL RIVER REHABILITATION; AUTHORIZE THE MAYOR TO
EXECUTE THE AGREEMENT; AND, AUTHORIZE THE CITY MANAGER TO EXECUTE ANY
AND ALL AMENDMENTS DEEMED NECESSARY (CAPITAL IMPROVEMENT PROJECT NO.
14-07): Public Works.
4. AWARD CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,306,629 TO INTERNATIONAL
LINE BUILDERS, INC. FOR PARAMOUNT BLVD. TRAFFIC SIGNAL UPGRADES AND SAFETY
ENHANCEMENTS; AND, AUTHORIZE THE PUBLIC WORKS DIRECTOR/CITY ENGINEER TO
EXECUTE ANY CHANGE ORDERS OR ADDITIONAL SCOPE -OF -WORK DEEMED
NECESSARY OR DESIRABLE UP TO THE APPROVED PROJECT BUDGET (CAPITAL
IMPROVEMENT PROJECT NO. 17-09): Public Works.
5. ACCEPT WORK FOR THE ANNUAL MISCELLANEOUS CONCRETE CONSTRUCTION AND
REPAIRS (DISTRICT 4) AND ADA IMPROVEMENTS (CITYWIDE); APPROVE THE FINAL
CONSTRUCTION CONTRACT AMOUNT OF $394,518.75; AND, AUTHORIZE THE PUBLIC
WORKS DIRECTOR/CITY ENGINEER TO FILE NOTICE OF COMPLETION (CAPITAL
IMPROVEMENT PROJECT NO. 19-11): Public Works.
6. ACCEPT WORK FOR THE FY 2018/19 SLURRY SEAL (DISTRICT 3); APPROVE FINAL
CONSTRUCTION CONTRACT AMOUNT OF $310,085.30; AND, AUTHORIZE PUBLIC WORKS
DIRECTOR/CITY ENGINEER TO FILE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT
PROJECT NO. 19-12): Public Works.
7. REVIEW OF MEASURE S INFRASTRUCTURE AND FACILITIES IMPROVEMENT PROGRAM
AND AUTHORIZATION TO AMEND PROJECTS BUDGET: Administration.
8. APPROVE PROFESSIONAL SERVICES AGREEMENT WITH KOA CORPORATION IN THE
AMOUNT OF $439,915 FOR PROFESSIONAL ENGINEERING DESIGN SERVICES RELATED
TO THE IMPLEMENTATION OF THE DOWNEY BIKE MASTER PLAN PHASE 1 —
DOWNTOWN/TRANSIT PROJECT; AUTHORIZE THE MAYOR TO EXECUTE THE
AGREEMENT; AND, AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL
AMENDMENTS DEEMED NECESSARY (CAPITAL IMPROVEMENT PROJECT NO. 19-14):
Public Works.
9. APPROVE A NEW PROFESSIONAL SERVICES AGREEMENT WITH LANCE, SOLL &
LUNGHARD, LLP TO PERFORM FINANCIAL AUDIT SERVICE AND PREPARATION OF
REQUIRED REPORTS FOR THE FISCAL YEARS ENDING ON JUNE 30, 2020, 2021 AND 2022
WITH THE OPTION FOR TWO ADDITIONAL ONE YEAR TERMS: Finance.
10. APPROVE THE AGREEMENT WITH G4S SECURE SOLUTIONS FOR THE OPERATION OF
THE DOWNEY CITY JAIL; AND, AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT:
Police.
11. APPROVE GRANT AGREEMENT WITH LOS ANGELES COUNTY METROPOLITAN
TRANSPORTATION AUTHORITY (LACMTA) FOR GRANT AWARD IN THE AMOUNT OF
$172,405 FOR THE DOWNEY RIDE & STRIDE OPEN STREET EVENT; AUTHORIZE THE CITY
MANAGER TO EXECUTE THE AGREEMENT; AND, AUTHORIZE THE CITY MANAGER TO
EXECUTE ANY AMENDMENTS DEEMED NECESSARY TO COMPLETE THE GRANT
PROJECT: Parks & Recreation.
12. APPROVE A PROFESSIONAL SERVICES AGREEMENT TO PROVIDE CITY PROSECUTOR
SERVICES WITH DAPEER, ROSENBLIT & LITVAK, LLP; AND, AUTHORIZE THE CITY
MANAGER TO EXECUTE ANY AND ALL AMENDMENTS TO THE AGREEMENT: Community
Development.

13. ADOPT RESOLUTION NO. 20- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING THE DESTRUCTION OF CERTAIN OBSOLETE RECORDS OF THE
POLICE DEPARTMENT: Police.
14. ADOPT ORDINANCE NO. 20- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY AMENDING DOWNEY MUNICIPAL CODE ARTICLE II, CHAPTER 1, SECTION
2105 REGULATING THE RULES OF CONDUCT FOR CITY COUNCIL MEETINGS: City Attorney.

ADJOURNMENT: Fire Capt. Raymond Figueroa, 35, and Firefighter Patrick Jones, 25, of the
Porterville Fire Department, died in the line of duty.
