City management representatives recently completed labor negotiations for successor
Memoranda of Understanding covering wages, benefits and other mandatory subjects of
bargaining with both the Downey Fire Management Association (DFMA) and the Downey
Firemen's Association (DFA). Per City Council Resolution No. 5290, the Management
Performance Compensation Plan, provides that cost -of -living (COLA) increases granted to
management employees will be no less than that granted to the rank and file employees in
their respective departments.
As part of the City Council's approval, Senate Bill (SB) 1436 mandates that local agencies
report out certain information before changing the compensation or benefits of their
"executives". Under this law, legislative bodies for agencies must orally report a summary of
a recommendation for changes in salaries or benefits before voting for the changes. The
votes must be taken in the open session portions of the meetings.
The negotiated MOU with the DFMA provide for three across-the-board (COLA) range
adjustments during the term of the agreement (January 1, 2020 to December 31, 2022) as
follows: 2% effective January 1, 2020; 2% effective January 1, 2021; and 2% effective
January 1, 2022.
The current monthly salary range for the positon of Fire Chief is $16,062.11 to $19,595.78
The new monthly salary ranges proposed for the position of Fire Chief to correspond with
COLA increases contained in the DFMA Memoranda of Understanding are as follows:

All - other benefits payable to a of Fire Chief are in accordance with Resolution NJ
187799.

WHEREAS, City Council Resolution No. 5290, the Management Performance
Compensation Plan, includes that any cost -of -living (COLA) increase granted to management
employees will be no less than that granted to the rank and file employees in their respective
departments; and
WHEREAS, on January 14, 2020, the City Council adopted a successor Memoranda of
Understanding with the Downey Fire Management Association that includes three across-the-
board (COLA) salary range adjustments, 2% effective January 1, 2020 and 2% effective
January 1, 2021, and 2% effective January 1, 2022.
NOW I THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOE
HEREBY RESOLVE AS FOLLOWS: I

as follows -
Effective pay period that includes January 1, 2020 $16,38135 to $19)98730
Effective pay period that includes January 1, 2021 $16,711.02 to $20,387.45
Effective pay period that includes January 1, 2022 $17,045.24 to $20,795.20
