pay rate for this position is $6,608.27 to $8,186.49 per month which is approximately 7%
above the existing position of Senior Librarian salary with Out -Of -Class pay. The Library
Administrator is determined to be appropriately represented by the Downey City Employees'
Association — Miscellaneous Unit.
FISCAL IMPACT
approximately $3,280 for the remainder of FY 19120. Sufficient funding for the proposed
adjustment is included in the current departmental budget.

classification of Senior Librarian,
WHEREAS, the classification title of Senior Librarian is changed to Library Administrat
to be more reflective of the scope of duties and responsibilities and remains Downey Ci
E m ployees' Association — Miscellaneous Unit,
WHEREAS, to maintain the City's Classification Plan, compensated positions of the Cit

SECTION 1. The classification specification for Library Administrator, attached hereto,
and by this reference is hereby adopted.

The work requires the exercise of considerable professional skills, creativity, initiative
and independent judgment. The class is distinguished from the Executive Director by
duties performed in decision making, supervision and level of responsibility. It also
involves staff training, development and performance evaluations. The Library
Administrator coordinates the daily operations of the Library and reports to the Library
Director/Executive Director of the Columbia Memorial Space Center.

Any combination equivalent to experience and education that could likely provide the
required skills, knowledge and abilities would be qualifying. A typical way to obtain the
skills, knowledge and abilities would be:
Education: Master's degree in Library and Information Science from an ALA accreditet
institution.
Experience: Three (3) to five (5) years of progressively responsible experience ir.
professional library work, including one to two years of supervisory experience,
preferably in a public library.
Knowledge of: Principles of librarianship; supervisory techniques and methods;
management principles; and budget process.
Ability to: Work under pressure; make quick decisions; plan, organize and direct
activities for area of responsibility; establish and maintain effective working relationshi
with the public and fellow employees; function as an integral member of a team; provid
leadership to subordinate staff; appraise operating procedures; interpret complex
procedures; accept broad responsibilities; exercise comprehensive communication
skills; work •
