Authorize transfer of budgeted Measure M Local Return funds in the amounts of $230,000 from Account No. 57-1-6782 and $550,000 from Account No. 57-1-6783 to Account No. 57-1-6785; and budgeted Measure M Local Return funds in the amount of $150,000 from Account No. 57-1-6782 and Gas Tax funds in the amount of $270,000 from Account No. 30-1-6788 to Account No. 30-1-6786. 4n June 27, 2017, the City Council approved a professional services agreement with Engineering Solutions Services, Incorporated (ESS) for consulting services for the preparation of grant applications through California's Clean Water State Revolving Fund Program Green Project Reserve (GPR) grants administered by the State Water Resource Control Board (SWRCB). The State's GPR grants are programmed for projects that address green infrastructure, water or energy efficiency improvements, or other environmentally innovative activities. The City worked with ESS and submitted GPR grant applications for the construction of green infrastructure such as the median island landscaping and irrigation improvements for the following projects: • :• - • -• • :• - • Ir • ' - • Firestone Boulevard Medians from Old River School Road to West City Limit • Telegraph Road Medians from West City Limit to Lakewood Boulevard and from Passons Boulevard to East City Limit CAPITAL MEDIAN LANDSCAPE IMPROVEMENT PROJECT -EBRUARY 11, 2020 PAGE 2 the City that it will not receive any GPR grant funding as GPR grant funds have been allocat to wastewater projects in small communities. Therefore, it will be necessary to use local fun for the construction of median island landscaping and irrigation improvements for the fo projects. 11 Construction of median island improvements on Paramount Boulevard from Imperial Aighway to Firestone Boulevard and on Firestone from Old River School Road to west City Limit are almost complete, Therefore, landscaping and irrigation work will be the next order of work and will be completed as separate projects from construction of the median islands. Since both Paramount Boulevard and Firestone Boulevard Median Island Improvements include similar landscaping and irrigation work, it would be economically beneficial to combine both projects and take advantage of economies of scale. This will ensure competitive bids and a reduction of material costs because of increased quantities, thereby ultimately lowering overall project costs. Staff has completed preparation of plans, specifications, and cost estimates for Paramount Boulevard from Imperial Highway to Firestone Boulevard, and Firestone Boulevard from Old River School Road to west City Limit and these projects are now ready for solicitation of construction bids (Attachments A and B). The work consists of installation of complete automatic water -wise irrigation systems in the median islands; soil amendments; tree and shrub planting; and related electrical work to feed the irrigation controllers; and appurtenant work. Construction is anticipated to begin in April 2020 and be completed by August 2020. This project is categorically exempt from the provisions of the California Environmental Quality Act under Section 15301 (c), Existing Facilities. Quality of Life, Infrastructure & Parks CAPITAL IMPROVEMENT PROJECT NOS. 20-07 AND 20-08 MEDIAN LANDSCAPE IMPROVEMENT PROJECT FEBRUARY 11, 2020 PAGE 3 The total estimated project cost is $1,200,000 and broken down as follows: Description Design Construction Contract and Contingencies Inspection _Amount m $50, 000 $1, 030, 000 $70,000 Construction Engineering and Contract Administration_ $50,0001 Total Estimated Project Cost: $1,200,000 1 Since the City was not able to secure GPR grant funds, it will be necessary to use budgeted local return funds in the FY 2019/20 CIP for the construction of median island landscaping and irrigation improvements on Paramount Boulevard and Firestone Boulevard.
