1. REQUEST TO AMEND VARIOUS SECTIONS OF THE DOWNEY MUNICIPAL CODE TO
COMPLY WITH STATE LEGISLATION RELATED TO LARGE FAMILY DAYCARE USES WITHIN
RESIDENTIALLY ZONED PROPERTIES: Community Development.
INTRODUCE ORDINANCE NO. 20- , AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF DOWNEY APPROVING A ZONE TEXT AMENDMENT (PLN -19-
00155), THEREBY AMENDING VARIOUS SECTIONS OF ARTICLE IX OF THE
MUNICIPAL CODE RELATED TO LARGE FAMILY DAY CARE USES IN
RESIDENTIALLY ZONED PROPERTIES.
2. AMENDMENTS TO THE CITY OF DOWNEY UNIFORM SCHEDULE OF FEES: Finance.
ADOPT RESOLUTION NO. 20- . A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF DOWNEY AMENDING RESOLUTION NO. 19-7886 - ADJUSTING THE
CITY'S UNIFORM SCHEDULE OF FEES.

3. APPROVE MINUTES: Special Meeting of January 14, 2020; and, Regular Meeting of November

4. WARRANTS ISSUED: Warrant Nos. 339995 — 340426; Payroll Wire Nos. 30003947, 30003954,
30003956, 30003958 & 30003960; and, Manual Wire 1952 — 1959 in the total amount of
$4,908,797.80: Finance.
5. AWARD A CONSTRUCTION CONTRACT TO NR DEVELOPMENT IN THE AMOUNT OF
$1,475,500 FOR THE WILDERNESS PARK POND RESTORATION PROJECT'S DEMOLITION,
GRADING, AND CONCRETE IMPROVEMENTS (CIP NO. 15-21C); AWARD A CONSTRUCTION
CONTRACT TO MARINA LANDSCAPE, INC. IN THE AMOUNT OF $729,000 FOR THE
WILDERNESS PARK POND RESTORATION PROJECT'S IRRIGATION AND LANDSCAPE
IMPROVEMENTS (CIP NO. 15-21E); AUTHORIZE THE ASSISTANT CITY MANAGER TO
EXECUTE ANY CHANGE ORDERS OR ADDITIONAL SCOPE OF WORK FOR THE
WILDERNESS PARK POND RESTORATION PROJECT'S DEMOLITION, GRADING AND
CONCRETE IMPROVEMENTS AND IRRIGATION AND LANDSCAPE IMPROVEMENTS
PROJECTS UP TO 10% OF THE VALUE OF THE BID AMOUNTS; REJECT ALL BIDS
RECEIVED FOR THE WILDERNESS PARK POND RESTORATION PROJECT'S POND
IMPROVEMENTS (CIP NO. 15-21D) AND AUTHORIZE RE -ADVERTISEMENT FOR BIDS:

6. AWARD CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,691,850 TO SELECT
ELECTRIC, INC. FOR STEWART & GRAY RD. FIBER-OPTIC TRAFFIC SIGNAL
COMMUNICATION SYSTEM AND UPGRADES PROJECT; AUTHORIZE TRANSFER IN THE
AMOUNT OF $164,232 IN MEASURE R FUNDS FROM ACCOUNT NO. 56-16789 TO ACCOUNT
NO. 56-17831 TO COVER THE SHORTFALL IN FUNDING; AND, AUTHORIZE THE PUBLIC
WORKS DIRECTOR/CITY ENGINEER TO EXECUTE ANY CHANGE ORDERS OR ADDITIONAL
SCOPE -OF -WORK DEEMED NECESSARY OR DESIRABLE UP TO THE APPROVED PROJECT
BUDGET (CAPITAL IMPROVEMENT PROJECT NO. 17-10): Public Works.
7. APPROVE AND AUTHORIZE THE CITY MANAGER TO SIGN AN EXTENSION TO THE
EXISTING MEMORANDUM OF UNDERSTANDING WITH THE DOWNEY UNIFIED SCHOOL
DISTRICT FOR THE ASPIRE AFTER SCHOOL PROGRAM THAT EXTENDS THROUGH JUNE
30, 2020: Parks & Recreation.
8. ADOPT RESOLUTION NO. 20- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING AND ADOPTING THE CITY'S POLICY ON DISCONTINUATION OF
