CALL TO ORDER: Public Works Committee Chair Cotaya called the meeting to order at 4:10 P.M. II. CONSENT CALENDAR: Committee Member Uva made a motion to approve the Minutes of the October 17, 2019 meeting. The motion was seconded by Committee Member Gendreau. The Minutes were approved as written. III. OLD BUSINESS: None. IV. NEW BUSINESS: 1. Request to Prohibit Parking within the Alley located between Fontana Street and Stewart & Gray Road East of Patton Road Mr. Norris reported that the Public Works Department received a complaint from Calmet on October 2, 2019 concerning the fact that their refuse collection trucks could not travel through the alley due to vehicles parked in the alley adjacent to the 8600 to 8700 blocks of Stewart & Gray and Fontana Street, the alley east of Patton Road. The residents along the 8600-8700 blocks of Stewart & Gray Road and Fontana Street take access to their properties from the rear of the alley and also have their trash picked up through said alley as well. Vehicles that are parked in the alley prohibit access of Calmet trucks to be able to get through the alley and pick up the trash. Currently, per Sec. 3195 of the Downey Municipal Code, signs must be posted at the entrances to the alley in order for the Police Department to enforce the parking prohibition in order for emergency vehicles to get through and to provide safe access to the alley. All residents located within a 300-ft. radius of the subject alley were notified of the proposal to prohibit parking within the alley and invited to attend today’s meeting to express their support or opposition to the proposal. MINUTES OF THE PUBLIC WORKS COMMITTEE November 21, 2019 Page 2 Therefore, staff recommends that the Public Works Committee approve the request to prohibit parking within the alley located between Stewart & Gray Road and Fontana Street and east of Patton Road. Discussion followed. Committee Member Cristin made a motion that the Public Works Committee approve a request to prohibit parking within the alley located between Fontana Street and Stewart & Gray Road east of Patton Road. The motion was seconded by Committee Member Uva. The vote was unanimously in favor thereof. V. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. Firestone Blvd. between Lakewood Blvd. and Paramount Blvd. street lighting – Drivers have been replaced on fixtures but still have to replace the trays. It should be done in the next couple of weeks. 2. Homeless person camped out in between Club Db Lounge and The Gateway. 3. Thanked staff for repaving Golden Ave., Cole Street, Quoit Ave. and Orizaba Ave. Lighting upgrades at the intersection of Stewart and Gray Ave. and Downey Ave. as well as Alameda and Downey Ave. 4. Follow up on request to install a street sign in the median on Imperial Hwy. and Rives Ave. 5. Knocked down disabled parking sign at the southernmost part of the Alberton’s Parking Lot – Code Enforcement Division will be notified to contact the property owner. VI. STAFF COMMUNICATIONS Updates were given on the following: 1. Paramount Blvd. Median Island Project 2. Firestone Blvd. Median Island Project 3. Civic Center Drive Pavement Rehabilitation Project 4. Miscellaneous Concrete Improvement Project 5. Fiber Optic Communications System on Woodruff Avenue 6. Traffic Signal Upgrades and Fiber-optic Communications on Stewart & Gray Road 7. Telegraph Road Water Improvement Project 8. Tweedy Lane Pavement Rehabilitation Project 9. Paramount Blvd. Traffic Signal Upgrades 10. Improvements of four major intersections under design: Lakewood Blvd. and Florence Ave. Lakewood Blvd. and Firestone Blvd. Paramount Blvd. and Imperial Hwy Lakewood Blvd. and Imperial Hwy MINUTES OF THE PUBLIC WORKS COMMITTEE November 21, 2019 Page 3 11. South Downey Safe Routes to School Project - safety education and sidewalk construction through residential neighborhoods. The five schools involved are: Stauffer, Old River School Rd., Ward, Imperial and Carpenter Elementary Schools. 12. Citywide Pedestrian Plan VII.
