Authorize transfer of $25,000 from CIP Water Fund Account No. 51-1-8674 to CIP Water Fund Account No. 51-1-8685 to cover the total project cost; and 3. Authorize Public Works Director to execute any change orders or additional scope of work for this project deemed necessary or desirable up to the approved project budget. •Ke -1 "s PI] Water system infrastructure along Samoline Avenue from Quill Drive to Melva Street and on Melva Street from Rives Avenue to Samoline Avenue are in need of improvements to ensure reliable water service for domestic and fire protection purposes (Attachment A). Said water improvements are proposed to be completed in advance of future street improvements in order to eliminate any impacts to new pavement in the future. On January 2, 2020, the City Clerk received and publicly opened four bids ranging from $717,800 to $1,135,610. The bid results were as follows: CONTRACTOR LOCATION BID AMOUNT Gentry Brothers, Inc. Irwindale $717,800 T.E. Roberts, Inc. Orange $806,205 All Cities Engineering, Inc. Jurupa Valley $814,065 Colich & Sons, L.P. Gardena $1,135,610 The lowest responsive and responsible bidder was Gentry Brothers, Inc. in the amount of $717,800 (Attachment C). Staff reviewed the bid proposal and references provided by Gentry Brothers, Inc. and found that Gentry Brothers, Inc. has satisfactorily completed projects in the Cities of Alhambra, Brea, Covina, Glendora, La Verne and Whittier. Gentry Brothers, Inc.'s state contractor's license is "current and active" they are registered with the California Department of Industrial Relations (DIR) for Labor Compliance. Staff recommends that the City Council award a contract to Gentry Brothers, Inc. for the construction of Samoline Avenue and Melva Street Water System Improvements, CIP 19-04. Construction is anticipated to begin in February 2020 and be completed by June 2020. This project is categorically exempt per Section 15302 Class 2(c) of the California Environmental Quality Act (CEQA) Guidelines.
