The Invocation was delivered by Mayor Rodriguez. The Flag Salute was led by Anthony Mayor Rodriguez acknowledged former City ofDowney elected officials and dignitaries in the audience: Bob Dav|a, Meredith H. Perkins, Moho Guerra and Fernando Vasquez. He recognized City Commissioners and Committee Members; and, his wife, Lupe Rodriguez and children in the audience. SPECIAL PRESENTATIONS TO MAYOR RODRIGUEZ Mayor Pro Tern Pacheco presented Mayor Rodriguez with aQave| plaque, o Past Mayor's Pin, and the Mayor's Scrap Book. Senator Bob Archuleta presented Mayor Rodriguez with o Certificate of Appreciation in recognition of his Mayoral Year. Mayor Rodriguez received Certificates of Appreciation in recognition Of his Mayoral Year from: Congresswoman Ro«ba|-Allard; Assembly Member Garcia; Supervisor Hahn; the Cities of[a K8iradu, NOnw@|k, C8rrik}S, Los Angeles, Lakewood, Santa Fe Springs, and Whittier; Cerritos COU8A8; Downey ROS8 Float /\SSOCi@UUn; Heart Of COnnpGSSiOn; OOvvn9y Chamber Of COrnnn8rC8; Clergy Council; Downey Unified SChOO| District Board of Education; and, Sister City Ensenada, Mexico. City Council Minutes Regular Meeting — December 10.2O18 MAYOR RODRIGUEZ'S FINAL MAYORAL ADDRESS Mayor Rodriguez reminisced on this past year as Mayor and shared his vision for the City. He thanked the residents of Downey for entrusting him to be on the City Council and his Council colleagues for entrusting him as Mayor. Mayor Rodriguez provided a video presentation of his accomplishments during his year as Mayor which included: Downey One Day of Service events; Clergy Council meetings; Mayor's Prayer Breakfast; Pets for Troops; Veteran Housing; Military Banner Program; Military Service Day; Mayor's Choice Pet Adoption; Measure S Improvement Projects including the renovation of the Downey City Library, Fire Stations, and City Parks; Downey Business Watch program in collaboration with Downey Police Department and Downey Chamber of Commerce Grand Openings; Mayor's Movie Night at the Columbia Memorial Space Center; and, the Downey Care Collaborative. Mayor Rodriguez presented Mayor Pro Tem Pacheco with the incoming Mayor's Pin and congratulated Mayor Pro Tem Pacheco as the first Latina Mayor of the City of Downey. ADMINISTRATION OF OATH OF OFFICE TO MAYOR PACHECO Former Mayor Meredith Perkins administered the Oath of Office to Mayor Pacheco. Senator Bob Archuleta presented Mayor Pacheco with a Certificate of Apreciation in recognition of her appointment as Mayor of the City of Downey. MAYOR PACHECO INCOMING MAYORAL ADDRESS Mayor Pacheco acknowledged Judge James Horan, former Artesia Mayor Victor Manalo, Montebello Mayor Jack Hadjinian, Mayor Pro Tem Salvador Melendez, and Council Member Kimberly A. Cobos-Cawthorne; former Norwalk Mayor Bob Arthur; and, Downey Unified School District Board Members Martha Sodetani, Todd Corrin, Nancy Swenson, and Gigi Perez -Saab in the audience. Mayor Pacheco thanked former Mayor Rodriguez, Mrs. Rodriguez, and her Council colleagues for their support. She thanked City Manager Livas, Assistant City Manager Oskoui, Assistant to the City Manager De Rojas, Executive Secretary Monica Delgadillo, City Attorney Abich Garcia, Director Consunji, Director Gandhy, Director Schindler, Director Passow, Executive Director of the Columbia Memorial Space Center Dickow, Director McQueen, and City staff for their hard work. She stated public safety is her top priority; and, thanked Police Chief Milligan and Fire Chief Gillaspie for their efforts to ensure the safety of the City and its residents. She mentioned being the First Latina Mayor for the City of Downey and how she hopes to motivate the youth in the audience. She stated it is her honor to be the First Latina duo with Mayor Pro Tem Frometa and is looking forward to an amazing year. She provided a brief history of her decision to run for office. She also thanked her friends from high school, University of California of Los Angeles and Law School; and, her Kiwanis family for being in attendance tonight. She thanked her parents, Mariana and Gonzalo Pacheco; and, brother, Anthony Pacheco for their encouragement and support. Mayor Pacheco provided a PowerPoint presentation and discussed some of her goals for her upcoming year as Mayor. She announced events for the upcoming year: Breakfast with Santa and the Mayor; Downey Theatre 50th Anniversary; Downey One Day of Service; Touch -A -Truck; Ride and Stride; Mayor's Movie Night; Family Game Night; Girls on Fire Summer Camp; Mayor's Instagram Photo Contest; Mayor's Choice Pet Adoption; Mayor's Impact Award; Measure S Improvement Projects including the renovation of the Downey City Library, four Fire Stations, and City Parks; Citywide Pedestrian Plan; and, Downey Entry Monument Signs. She mentioned significance of the events and invited the audience to join the City in making the events successful. City Council Minutes Regular Meeting — December 10, 2019 2 Mayor Pacheco thanked the residents for allowing her to sit in her Council seat. Armando Herman, resident, commented regarding political officials and segregation. Edna lbarra, resident, thanked Director Consunji and City Manager Livas for responding to her inquiries regarding the loose gravel, pavement maintenance and cement repairs on Baysinger Street; and, an urgency of an ordinance to prohibit no-fault evictions. Alan D. Halstensgaard, commented against abortion. Catherine Alvarez, resident, commented regarding an urgency of an ordinance to prohibit no- fault evictions. Having no one else come forward, Mayor Pacheco closed public comment. STAFF MEMBER COMMENTS: None.
