Council Members: Rick Rodriguez Blanca Pacheco Sean Ashton Claudia Frometa Alex Saab Mayor Mayor Pro Tem Council Member Council Member Council Member ALSO PRESENT: Gilbert Livas, City Manager Yvette M. Abich Garcia, City Attorney Alicia Duarte, CMC, City Clerk Mayor Rodriguez asked if there was anyone present who would like to comment on Closed Session items. Armando Herman, resident, commented regarding Closed Session Item Nos. 1 and 2. Having no one come forward, Mayor Rodriguez closed public comment. Mayor Rodriguez announced the City Council is recessing to Closed Session at 5:42 p.m. to discuss matters under the authority of the following sections of the Government Code; announced Item Nos. 3, 4, and 5 will be continued: 1. Government Code Section 54957.6 - Conference with Labor Negotiators John Oskoui/James McQueen re: Direction for Labor Negotiations with Downey Fire Management Association. 2. Government Code Section 54956.8 — Conference with City Real Property Negotiators: City Manager Livas and Community Development Director Schindler re: Property at 9340 Stewart and Gray Road, Downey, CA. Negotiating Parties: Jose Jaime Chavez and Maria Diaz-Ibarra, Co - Trustees of the Chavez Family Trust Dated January 22, 2004; Under Negotiation: Price and Terms. 3. Government Code Section 54957(b)(1) — Public Employee Performance Evaluation — Title: City Manager. 4. Government Code Section 54957(b)(1) — Public Employee Performance Evaluation — Title: City Attorney. 5. Government Code Section 54957(b)(1) — Public Employee Performance Evaluation Title: City Clerk. City Council Minutes Special Meeting — November 20, 2019 The Special City Council meeting reconvened in Open Session at 6:30 p.m. with all Council Members present.
