Pursuant to the Brown Act, no discussion or action, other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by the Council/Agency on any issue brought forth under this section. CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member request an item be removed. Removed items will be considered following approval of the Consent Calendar. 1. APPROVE MINUTES: Special Meeting of June 7, 2018; June 4, 2019; and, November 20, 2019: City Clerk. 2. WARRANTS ISSUED: Warrant Nos. 338756 — 339240; Payroll Wire Nos. 30003939 — 30003941; and, Manual Wire Nos. 1927 — 1934, in the total amount of $9,281,386.99: Finance. 3. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS FOR PARAMOUNT BLVD. TRAFFIC SIGNAL UPGRADES AND SAFETY ENHANCEMENTS; AND, AUTHORIZE PROCUREMENT OF CITY -FURNISHED MATERIALS FOR THE PROJECT (CAPITAL IMPROVEMENT PROJECT NO. 17-09): Public Works. 4. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS FOR STEWART & GRAY RD. FIBER-OPTIC TRAFFIC SIGNAL COMMUNICATION SYSTEM AND UPGRADES; AND, AUTHORIZE PROCUREMENT OF CITY -FURNISHED MATERIALS FOR THE PROJECT (CAPITAL IMPROVEMENT PROJECT NO. 17-10): Public Works. 5. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS FOR WOODRUFF AVE. WATER SYSTEM IMPROVEMENTS (CAPITAL IMPROVEMENT PROJECT NO. 19-01): Public Works. 6. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS FOR SAMOLINE AVE. AND MELVA ST. WATER SYSTEM IMPROVEMENTS (CAPITAL IMPROVEMENT PROJECT NO. 19-04): Public Works. 7. APPROVE THE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION OF BIDS FOR THE FIRE STATION NO. 2 AND FIRE STATION NO. 4 MODERNIZATION AND EXPANSION (CAPITAL IMPROVEMENT PROJECT NOS. 19-37-02 & 19-37-04): Administration. 8. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH KREUZER CONSULTING GROUP (KCG) IN THE AMOUNT OF $169,150 FOR ENGINEERING DESIGN SERVICES FOR THE RESIDENTIAL STREETS PAVEMENT REHABILITATION FY 19-20; AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT; AND, AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS AS DEEMED NECESSARY (CAPITAL IMPROVEMENT PROJECT NO. 20-03): Public Works. 9. APPROVE PURCHASE AND SALE AGREEMENT — 9340 STEWART AND GRAY RD.: Community Development. 1) ADOPT RESOLUTION NO. 19- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING A PURCHASE AND SALE AGREEMENT BETWEEN JOSE JAIME CHAVEZ AND MARIA DIAZ IBARRA, CO -TRUSTEES OF THE CHAVEZ FAMILY TRUST DATED JANUARY 22, 2004 AND THE CITY OF DOWNEY FOR PROPERTY LOCATED AT 9340 STEWART AND GRAY ROAD DOWNEY, CA; AND, 2 2) AUTHORIZE THE MAYOR TO EXECUTE THE FINAL PURCHASE AND SALE AGREEMENT, AND ANY OTHER DOCUMENTS AND AGREEMENTS NECESSARY TO COMPLETE THE SALE TRANSACTION; AND, AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS TO THE AGREEMENT. 10. APPROVAL OF FINAL TRACT MAP NO. 74870 AND AGREEMENT FOR THE CONSTRUCTION OF SUBDIVISION PUBLIC IMPROVEMENTS LOCATED AT 10341 WESTERN AVE.: Public Works. ADOPT RESOLUTION NO. 19- . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING FINAL TRACT MAP NO. 74870 AND AGREEMENT WITH THE SUBDIVIDER FOR CONSTRUCTION OF SUBDIVISION PUBLIC IMPROVEMENTS. 11. ADOPT RESOLUTION NO. 19- . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY UPDATING THE HOURLY PAY SCHEDULE FOR CERTAIN POSITIONS DESIGNATED AS TEMPORARY/PART-TIME PURSUANT TO THE INCREASE IN THE STATE OF CALIFORNIA'S MINIMUM WAGE FOR 2020 THROUGH 2022: Human Resources. 12. ADOPT RESOLUTION NO. 19- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY DOWNEY APPROVING THE REAPPOINTMENT OF ROBERT KIEFER FOR A TWO YEAR TERM AS THE REPRESENTATIVE OF THE CITY OF DOWNEY FOR THE GREATER LOS ANGELES COUNTY VECTOR CONTROL DISTRICT BOARD OF TRUSTEES: City Clerk.
