CSUJI, P.E., DIRECTOR OF PUBLIC WORKS/CITY E GI DATE: NOVEMBER 20, 2019 SUBJECT: APPROVE FLORENCE AVENUE CORRIDOR STUDY IMPLEMENTATION AGREEMENT WITH THE GATEWAY CITIES COUNCIL OF GOVERNMENTS RECOMMENDATION That the City Council: 1 Approve the Florence Avenue Corridor Study Implementation Agreement with the Gateway Cities Council of Governments (GCCOG); 2. Authorize Mayor to execute the agreement in a form approved by the City Attorney, and 3. Authorize City Manager to execute any amendments to the agreement in a form acceptable by the City Attorney. The Florence Avenue Corridor is a major regional east -west corridor approximately 12 miles in length through the Gateway Cities subregion of Los Angeles County. Recent studies have identified a wide range of technical deficiencies along the Florence Avenue Corridor in several locations, including volume/capacity failure (both existing and projected), vehicular delay, high accident rates, poor level -of -service, high truck volumes and poor freeway ramp operations. The location of the Florence Avenue Corridor is shown in Attachment A. In order to address said deficiencies, the GCCOG will be commissioning a study of the entire Florence Avenue corridor from east of the 1-110 (Harbor) Freeway to the 1-605 Freeway, traversing through unincorporated Los Angeles County and the Cities of Huntington Park, Bell Gardens, Downey and Santa Fe Springs. The study will evaluate the corridor through two concepts: 1) as a "Complete Street" and 2) as a multi -modal corridor evaluated for consistency across the sub -region, including a potentially phased approach to a complete street along with any major challenges as well as project benefits so that potential funding partners could understand the holistic context of the improvements. A Complete Street is a street that is planned, designed, operated and maintained to enable safe, convenient and comfortable travel and access for all users, including pedestrians, bicyclists, motorists and transit riders of all ages and abilities. A Complete Street may include FLORENCE AVENUE CORRIDOR STUDY - EXECUTE IMPLEMENTATION AGREEMENT WITH THE GATEWAY CITIES COUNCIL OF GOVERNMENTS NOVEMBER 20, 2019 sidewalks, bike lanes, special bus lanes, accessible public transportation stops, frequent and safe crosswalks, median islands, accessible pedestrian signals, curb extensions, narrower travel lanes, roundabouts, and more. The evaluation to be completed through this study will include traffic conditions and levels of service from the approved GCCOG Strategic Transportation Plan (STP); truck volumes/impacts pavement needs; pedestrian and bicycle traffic; transit connections; parking and other commercial and residential linkages; City entryways or gateways; and potential safe routes to school options. The study will require participation and consensus from the aforementioned agencies/stakeholders on the general consistency and aesthetic theme of the corridor. The primary goal of this study is to provide amaster plan that, if implemented, will improve the Florence Avenue Corridor via a balanced, comprehensive multi -modal transportation system that enhances sustainability of the communities it serves and addresses local and regional transportation needs and issues. Specific goals include improving multi -modal mobility and access; promote and preserve the multi -modal transportation system; improve safety and security; foster livable and healthy communities; promote social equity and environmental justice; improve air quality; support economic vitality; and improve quality of life of its communities. The scope -of -work will include the following; • Project management and administration • Review existing documentation • Corridor evaluation documentation • Conduct Complete Streets Needs Analysis • Community and stakeholder outreach • Complete Streets implementation alternatives • Prepare conceptual Complete Streets Plan • Develop conceptual design alternatives for Complete Streets Plan with cost estimates • Presentation to corridor cities and Technical Advisory Committees and City Councils • Describing quantified and other benefits • Finalize conceptual design of Complete Streets Master Plan with needed delivery • Schedule for preliminary engineering, design and construction. two committees will be formed by GCCOG for purposes of this study`. 1) Florence Avenue CorridorCities Committee -consists of elected members of the legislative bodies of each agency participating in the corridor study, which will coordinate with the Florence Avenue Corridor Technical Advisory Committee to provide policy assistance, guidance and direction to the GCCOG as administrator of the implementation- agreement 2) Florence Avenue Corridor Technical Advisory Committee -consists of a staff representative of each agency participating in the corridor study, which shall be the Public Works Director or the equivalent for each agency. Said committee shall report to and receive direction from the Florence Avenue Corridor Cities Committee. FLORENCE AVENUE CORRIDOR STUDY—EXECUTE IMPLEMENTATION AGREEMENT WITH THE GATEWAY CITIES COUNCIL OF GOVERNMENTS NOVEMBER 20, 2019 The study will be funded through a $200,000 grant from the Los Angeles Metropolitan Transportation Authority (Metro) and $80,000 to be provided by the local participating agencies as a local match to the Metro grant. The amount of each local agency's match is proportional to the lengthof the portion of the Florence Avenue corridor located within each respective jurisdiction. Upon the execution of the implementation agreement (Attachment B) by each of the various participating agencies, the GCCOGwill retain the services of a consultant to conduct the study. Quality of Life, Infrastructure &Parks FISCAL IMPACT The City's portion of the $80,000 local match based on the portion of the corridor located within Downey is $21,176. A total of $25,000 is budgeted and currently available to provide said local match in the FY2019-20 Capital Improvement Program in account no. 56-17829. The funding source is Measure R Local Return funds. WITNESSETH. In consideration of the mutual covenants and conditions set ort erein, t e parties hereto agree as follows: Section 1. This Agreement is made and entered into with respect to 'the following facts: (a) Florence Avenue is a major west/east arterial corridor that extends 11 �9 miles through the Gateway Cities from LA County on the west to Carmenita Road on the east; and (b) Florence Avenue carries a significant amount of traffic, particularly in relieving heavy traffic volumes along the 1-710, 605, and 5 freeways, which it crosses at varying points; and (c) The cities along the Florence Avenue Corridor ("Corridor") are desirous of establishing a "Complete Streets" model on this major west/east arterial corridor; to relieve traffic congestion and to enhance active transportation opportunities in the neighboring communities ("Florence Avenue Corridor Study" or the "Study"); and (d) The development of a subregional arterial corridor plan would position the participating agencies to apply for, and receive, federal, state, and regional funding for improvement of the Corridor; and (e) The parties hereto are each a governmental entity established by aw wit full powers of government in legislative, administrative, financial, and oth I related fields; and (f) Section 21 of that certain Joint Exercise of Powers Agreement of the Gateway Cities Council of Governments (the "JPA"), to which the Ci is signatory, provides that when authorized by the Board of Directors, affected Members may execute an Implementation Agreement for the purpose of authorizing Gateway to implement, manage and ad dminister area -wide and regional programs in the interest of the local public welfar an (g) The costs incurred by Gateway for the Study, including indirect costs, shal' be assessed only to those Members who are parties to an Implementation Agreement; and (h) City, by and through its legislative body, has determined that this Agreement is desired to authorize Gateway to implement and initiate the Florence Avenue Corridor Study and is in furtherance of the public interest, necessity and convenience. The Florence Avenue Corridor Cities Committee will work in coordination with the Florence Avenue Corridor Technical Advisory Committee to provide policy assistance, guidance and direction to Gateway as administrator of this Agreement. The Florence Avenue Corridor Technical Advisory Committee shall consist of a staff representative of each agency that has entered into a Florence Avenue Corridor Study Implementation Agreement with Gateway, designated by the City Manager or, for the County of Los Angeles, the appropriate designating authority. Such designated representative shall be the Public Works Director or the equivalent for each agency. The Florence Avenue Corridor Technical Advisory Committee shall report to and receive direction from the Florence Avenue Corridor Cities Committee. N relation to, as a consequence of, or arising out of, the performance of this Agreement, and attributable to the fault of the other. Following a determination of the percentage of fault and or liability by agreement between the parties or a court of competent jurisdiction, the party responsible for liability to the other will indemnify the other party to this Agreement for the percentage of liability determined as set forth in this section. (d) PafW Action. Unless otherwise provided in this Agreement, any action 0 a party required or authorized in this Agreement shall be by appropriate legislative on of the governing body of such party. (e) Notice. Any notice required to be given or delivered by any provision of this Agreement shall be deposited in any United States Post Office, registered or certified, postage prepaid, addressed as set forth below, and shall be deemed to have been received by the party to whom the same is addressed at the expiration of seventy- two (72) hours thereafter.
