GSWC is proposing to reduce the current CARW surcharge as a Advice Letter No. 1796-W 4- November 8, 2019 result of a recent internal review of the CARW Balancing Account activity which identified an increasing overcollection in Region 3's CARW Balancing Account and potential future overcollections in Regions 1 and 2. GSWC's CARW Program provides a 20% discount to eligible, income -qualified customers in each ratemaking area. The CARW discount is offset by an ongoing CARW surcharge to non-CARW customers. The CARW surcharge is based on an estimation of costs for the CARW program administration, forecasted CARW customer participation, forecasted non- CARW customer sales and CARW credits, as part of GSWC's most recent General Rate Case ("GRC"). The California Public Utilities Commission ("Commission") authorized GSWC, via Decision No. 19-05-044, to institute a CARW surcharge on existing water rates to amortize the $7,954,749 recorded in GSWC's CARW Balancing Account, as of May 2017. Specifically, Ordering Paragraph No. 47 stated, 47. Golden State Water Company is authorized to include recalibrated surcharges based on stipulated sales volumes and forecasted California Alternative Rates for Water Balancing Accounts (Preliminary Statement Part Q) tlirougli Deceinber 31, 2021, and to file a Tier 1 advice letter to implement the recalibrated surcliarges. On June 3, 2019, GSWC filed Advice Letters 1771-W, 1772-W, and 1773-W to, among other things, implement the CARW surcharges in the Region 1, Region 2 and Region 3 ratemaking areas. For the current GRC cycle years 2019-2021, the CARW surcharge in Region 1 was set at $0.151/Ccf for metered non-CARW customers and $1.93 per month for flat rate non-CARW customers. The CARW surcharges for Region 2 and Region 3 was set at $0.240/Ccf and $0.142/ Ccf, respectively, for non-CARW customers. As noted above, the existing CARW surcharges were calculated using the May 2017 CARW Balancing Account balance, as authorized by D.19-05-044. At the time the final decision was rendered, on May 30, 2019, the most current CARW Balancing Account balance included almost two years of activity that had reduced the balance to $1,714,511, as of May 2019. Using the May 2017 balance to calculate the CARW surcharge resulted in a higher CARW surcharge than needed. Retaining the existing surcharge until GSWC's next GRC will create sizeable overcollections of the CARW Balancing Account. Therefore, GSWC is seeking to recalibrate the CARW surcharges to reflect the post -May 2017 activity in the CARW Balancing Account. DISCUSSION During a recent review of the CARW Balancing Account activity, as of September 2019, the CARW Balancing Account Balance is $143,161 ($442,183 in Region 1, $166,699 in Region 2 and -$465,721 inf Region 3). GSWC has recalibrated the CARW surcharges using the aforementioned September 2019 balances and spread it over the remaining months in the current GRC cycle. Based upon the recalibration, the proposed CARW surcharges would Advice Letter No. 1796-W -5- November 8, 2019 be reduced to $0.136/Ccf for Region 1 non-CARW metered customers, $1.73 per month for Region 1 non-CARW flat rate customers, $0.173/ Ccf for Region 2 non-CARW customers and $0.089/Ccf for Region 3 customers for the next 27 months. WORKPAPERS Two copies of detailed workpapers supporting the calculations proposed in this advice letter are being supplied to Commission Staff. As such, GSWC is requesting that the tariffs contained in this advice letter become effective on December 7, 2019. CUSTOMER NOTICE GSWC will include a bill message on the customer's first bill generated after the rate goes into effect to notify its customers of the CARW surcharge decreases. An executed Customer Notification Verification form is attached to this advice letter. RESPONSE OR PROTEST Anyone may submit a response or protest for this Advice Letter ("AL"). When submitting a response or protest, please include the utility name and advice letter number in the subject line. A response supports the filing and may contain information that proves useful to the Commission in evaluating the advice letter. A protest objects to the AL in whole or in part and must set forth the specific grounds on which it is based. These grounds are: 1. The utility did not properly serve or give notice of the AL; 2. The relief requested in the AL would violate statute or Commission order, or is not authorized by statute or Commission order on which the utility relies; 3. The analysis, calculations, or data in the AL contain material error or omissions; 4. The relief requested in the AL is pending before the Commission in a formal proceeding; or Advice Letter No. 1796-W -6- November 8, 2019 5. The relief requested in the AL requires consideration in a formal hearing, or is otherwise inappropriate for the AL process; or 6. The relief requested in the AL is unjust, unreasonable, or discriminatory, provided that such a protest may not be made where it would require re -litigating a prior order of the Commission. A protest may not rely on policy objections to an AL where the relief requested in the AL follows rules or directions established by statute or Commission order applicable to the utility. A protest shall provide citations or proofs where available to allow staff to properly consider the protest. All bills are subject to the reimbursement fee set forth on Schedule No. UF. 2. For the benefit of the customer, GSWC will delay the billing conversion from a flat rate to a metered rate for one billing cycle. After one billing cycle, GSWC will convert and bill the account at the applicable metered rate. 3. As authorized by Rule 9.1.e. for customers with more than one meter on a single service line, the customer's service charge rate is based on a factor multiplied by the service charge applicable to the nearest standard meter size of the combined meters as determined by the equivalent diameter methodology. 4. Non-residential Sprinkler rates can be added as needed utilizing the multiplication factors identified in Appendix F of Decision 16-12-067, applied to the 5/8" meter charge. 5. Pursuant to Decision 05-07-045, to recover the balance as of January 31, 2005 in the Water Quality Litigation Memorandum Account, a surcharge of $0.296 per Ccf is to be added to the quantity rate for 20 years. The surcharge amount will be recalculated once in every rate cycle, or more frequently if in any year the receipt of Water Availability Fee (WAF) monies will permit a reduction of $0.50 or more in the monthly bill under Tariff AC -2. 6. Pursuant to Decision No. 19-05-044, a surcharge of $0.136 per Ccf will be applied to all (R) metered Customer bills excluding customers that are receiving the CARW credit. This surcharge will offset the CARW credits and CARW administrative program costs recorded in the CARW Balancing Account. 7. As authorized by the California Public Utilities Commission, an amount of $0.049 per Ccf based on a 12 -month amortization period, is to be added to the Quantity Rate, beginning on the effective date of Advice Letter 1766-W, which is March 29, 2019. The surcharge may be recalibrated annually, if necessary. This surcharge will recover the under collection in the WRAM&MCBA Balancing Account. 8. As authorized by the California Public Utilities Commission, an amount of $0.042 per Ccf is to be added to the quantity rate for a 12 -month period from the effective date of Advice Letter 1771-W, which is June 8, 2019. This surcharge will amortize the cumulative balance recorded in the 2014 Water Conservation Memorandum Account, (2014WCMA) as of May 2017. 9. As authorized by the California Public Utilities Commission a surcharge will be applied to customer bills for the remainder of a 20 -year loan obligation that began in March 2013 to repay a $8.6 million loan Golden State Water Company received under the Safe Drinking Water State Revolving Fund and the American Recovery and Reinvestment Act of 2009 from the California Department of Public Health to fund the Meter Installation and Retrofit Program in the Arden -Cordova District, pursuant to Commission resolution W-4810. The surcharges below will go into effect on the effective date of Advice Letter 1756-W.
