SUBJECT: AWARD CONSTRUCTION CONTRACT FOR THE PARAMOUNT BOULEVARD MEDIAN ISLAND IMPROVEMENTS BETWEEN FIRESTONE BOULEVARD AND FLORENCE AVENUE (PHASE 2), CAPITAL IMPROVEMENT PROJECT NO. 14- 19 That the City Council: Award construction contract in the amount of $1,565,000 to Hardy & Harper, Incorporated for the Paramount Boulevard Median Island Improvements between Firestone Boulevard and Florence Avenue (Phase 2), Capital Improvement Project No. 14-19, 2. Authorize transfer $284,500 in proposition C funds from account no. 54-1-7806 to account no. 54-1-6702 to cover the shortfall in funding, 3. Authorize City Manager to execute the agreement and any amendments to the agreement deemed necessary in a form acceptable by the City Attorney, and 4. Authorize Public Works Director to execute any change orders or additional scope work for this project deemed necessary or desirable up to the approved project budget. The Paramount Boulevard corridor is a major arterial and is one of the heaviest traveled north - south corridors within the City, accommodating both regional as well as local traffic. Due to the significance and function of this corridor, Paramount Boulevard is in need of enhancements related to safety, mobility, infrastructure improvements and beautification in order to bring it up to current standards. The Paramount Boulevard corridor between Firestone Boulevard and Florence Avenue currently experiences a relatively high accident rate due to left -turn collisions at mid -block locations involving traffic entering and exiting driveways and a high volume of traffic of approximately 30,000 vehicles per day. Staff evaluated this issue and determined that the construction of raised median islands along the aforementioned limits of the corridor, where median islands currently don't exist, is necessary in order to address this safety issue by requiring left -turns to be completed at adjacent intersections in the form of U-turns. CI P NO. 14-19 PARAMOUNT BOULEVARD MEDIAN ISLAND IMPROVEMENT PROJECT BETWEEN FIRESTONE BOULEVARD AND FLORENCE AVENUE (PHASE 2) NOVEMBER 1, 2019 PAGE#2 Staff conducted an extensive public outreach process in order to engage the residents and businesses to ensure that they were aware of the proposed median islands and provide an opportunity to give input and comment on the proposed improvements. Public meetings were held on October 18, 2016 and April 26, 2017 after which City staff and consultant evaluated the public's input and comments and incorporated their input into the final concept plan for the project. In addition, a public meeting was held on October 24, 2019 to ensure the public was aware of the project and, in particular, the pending construction impacts. No significant issues were raised at the meeting. The project limits are shown on Attachment A. On June 11, 2019, the City Council approved the plans and specifications and authorized staff to advertise for bids for the Paramount Boulevard Median Island Improvement Project between Firestone Boulevard and Florence Avenue, The project was advertised for bids in the Downey Patriot on July 11, 2019 and July 18, 2019, posted on Planet Bids on July 22, 2019 and published in various trade publications. The lowest responsive and responsible bid in the amount of $1,565,000 was submitted by Hardy & Harper, Inc. of Lake Forest, California (Attachment B). The engineer's estimate for the total base bid was $1,640,195. Hardy & Harper, Inc. has satisfactorily completed similar projects for the Cities of Camarillo, Downey, Dana Point, Fountain Valley, and Pomona. Their references have been checked and were satisfactory. Hardy & Harper's State of California contractor's license is current and active and the contractor met the required DBE contract goal of 18 percent. Finally, Hardy & Harper, Inc. and their subcontractors are registered with the California Department of Industrial Relations under the Public Works Contractor Registration Program for Labor Compliance. • Construction of new raised landscaped median islands • Slurry seal of asphalt pavement between Firestone Boulevard and 5th Street • Rehabilitation of asphalt pavement between 5th Street and Florence Avenue • Restriping and replacement of pavement markings along the corridor • Miscellaneous repair of uplifted, damaged or substandard curb, gutter, cross gutters, sidewalks, driveway approaches and curb ramps; and • Installation of Americans with Disabilities Act (ADA) improvements. When this grant is awarded to the City, the median island landscaping and gation work will be completed as a separate project. The project plans are included in Attachment C. Construction work is anticipated to begin in December 2019 with completion expected in June 2020.
