A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING
APPLICATION FOR, AND RECEIPT OF, SB 2 PLANNING GRANTS PROGRAM
FUNDS
WHEREAS, the City of Downey ("City") is a municipal corporation and charter city duly
created and existing under the California Constitution; and
WHEREAS, the State of California, Department of Housing and Community
Development (Department) has issued a Notice of Funding Availability (NOFA) dated March 28,
2019, for its Planning Grants Program (PGP); and
WHEREAS, the City Council of the City of Downey desires to submit a project application
for the PGP program to accelerate the production of housing and will submit a 2019 PGP grant
application as described in the Planning Grants Program NOFA and SIB 2 Planning Grants
Program Guidelines released by the Department for the PGP Program; and
WHEREAS, the Department is authorized to provide up to $123 million under the SB 2
Planning Grants Program from the Building Homes and Jobs Trust Fund for assistance to cities
and counties (as described in Health and Safety Code section 50470 et seq. (Chapter 364,
Statutes of 2017 (SB 2)) related to the PGP Program.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Recitals. The City Council is hereby authorized and directed to apply for
and submit to the Department the 2019 Planning Grants Program application released March
28, 2019 in the amount of $310,000.
SECTION 2. Recitals. In connection with the PGP grant, if the application is approved
by the Department, the City Manager or his designee is authorized to enter into, execute, and
deliver a State of California Agreement (Standard Agreement) for the amount of $310,000, and
any and all other documents required or deemed necessary or appropriate to evidence and
secure the PGP Grant, the City of Downey obligations related thereto, and all amendments
thereto (collectively, the "PGP Grant Documents")
SECTION 3. Recitals. The City of Downey shall be subject to the terms and conditions
as specified in the Standard Agreement, the SB 2 Planning Grants Program Guidelines, and
any applicable PGP guidelines published by the Department. Funds are to be used for allowable
expenditures as specifically identified in the Standard Agreement. The application in full is
incorporated as part of the Standard Agreement. Any and all activities funded, information
provided, and timelines represented in the application will be enforceable through the executed
Standard Agreement. The City Council hereby agrees to use the funds for eligible uses in the
manner presented in the application as approved by the Department and in accordance with the
Planning Grants NOFA, the Planning Grants Program Guidelines, and 2019 Planning Grants
Program Application.
SECTION 4. Recitals. The City Manager is authorized to execute the City of Downey
Planning Grants Program application, the PGP Grant Documents, and any amendments
thereto, on behalf of the City as required by the Department for receipt of the PGP Grant.

SECTION 5. CEQA Compliance. City Staff has reviewed the proposed action for
compliance with the California Environmental Quality Act (CEQA). According to the State CEQA
Guidelines definition of a Project, the creation of government funding mechanisms or other
government fiscal activities which do not involve any commitment to any specific project which
may result in a potentially significant physical impact on the environment is not considered to be
a Project. As the action is not considered a Project, it is not subject to CEQA.
SECTION 6. Effective Date. The Mayor shall sign this Resolution and the City Clerk
shall attest thereto, and this Resolution shall thereafter take effect immediately in accordance
with applicable law.

E. Project Description
Provide a description of the project and the scope of work to be performed below. Use Appendix A for additional
information if necessary. Note: If partnering with another local government or entity, be sure to clarify the
res ponsibiflties and deliverables of your locaq(Y pursuant to such partnersho.
The City of Downey is proposing to utilize SB 2 funds to upgrade existing permitting software to
expedite and streamline planning approval and building permit processing to enhance the submittal,
processing and approval of housing development applications.
*Expedited Processing
Since 2010, the City of Downey has been has been using a Land Management Permitting system
("Accela") that is used by all city development permit divisions: Planning, Building & Safety,
Engineering, and the Fire Department; to track all properties in the City, and issue permits for all
development activities. The existing system does not allow for electronic/online submittals or payments
and requires that all applicants submit plans and documents in person at ity Hall. ity sta is una e

availability to submit in person. On average, applicants are burdened with coming to City Hall to submit
missing paperwork, supporting documents, or revised plans at a minimum of three to five additional
times after initial submission, resulting in potential project delays of two to six months. Applicants of
larger projects, including large housing developments and zone changes, may experience even greater
delay of up to eight months, as a result of a larger project size and scope, in conjunction with outdated
1 City permitting processes.
In efforts to implement industry standard best practices such as "one-stop shop permitting",
simultaneously processing various development permits, improvement of software/tech solutions, and
expediting our existing permitting process, the City identified upgrades to our existing online permitting
and licensing program — Accela system, implemented by SLS, LLC, with the addition of the electronic
plan check component by Avolve Software, that would expedite the permitting processes City-wide.

Accela system; configuration and digitizing of permit applications; field inspector mobile device

Fire Department Marshal and Inspectors; creating an online citizen access portal; staff training; and,
systems launch over a 12 month period to allow for online submittals and payment, in efforts to
expedite the permitting process and reduce unnecessary delay in the planning approval and permit

The software configuration and digitizing of permit applications will allow for City executive staff to
assess performance in our development permit process and resolve bottlenecks, centralizes our
department's decision-making authority for permit approvals, and allows staff to create custom
pages, online applications, and data fields for applicants to submit required documents. The
digitizing of permit applications will aid applicants in submitting fully complete applications thereby
reducing delay from incomplete applications and establishing a consistent standard of review
guidelines for staff review to streamline the review process. In addition, as information is submitted
electronically by the applicant, City staff expects toseean increase in the production of housing
units. The field inspector mobile device integration phase will include the development of a Mobile
Field Inspector App to allow inspectors to update inspection project status in real time.
The online portal building phase involves the creation of the online platform for applicants and
staff. The City's goal is to create an intuitive and easy to use one-stop shop online portal so that
applicants may submit all necessary documents, pay outstanding fees, and check project status
through the online portal, rather than the cumbersome in person process. In addition, the general
public will have greater access to documents submitted and reviewed through the one-stop shop
online portal. The staff training phase includes training of the City's Housing, Planning, Building &
Safety, Code Enforcement, Engineering, and Fire Inspections Divisions. The proposed software
permitting upgrade will establish a comprehensive software program that allows for the
simultaneous processing of various permits by various City divisions, thereby streamlining the
permit process.
By implementing'a system that digitizes permit applications, reduces data entry errors, establishes
consistent review standards for staff, and allows for concurrent department processing, the review
period and permit issuance period for various infill development projects that produce housing,
including accessory dwelling units and new housing proposals is expected to decrease by fifty
percent, and would thereby promote and accelerate the development of housing units. Delays in
project review for larger housing projects that on average require six months to process are
expected to decrease by at least two to four months. In addition, due to the capabilities of the
software/technology permit system upgrade, City staff expects a reduction of thousands of
in-person trips to City Hall, equating to a savings of thousands of hours of travel time alone for
project applicants. The City of Downey continues to seek new ways to improve internal permitting
processes to expedite project review, to support State -housing initiatives, and the establishing of a
web -based online one-stop shop permitting system for the general public would allow staff to
better assist project applicants with the production of housing units, specifically housing -related
projects.
